Five, the industry itself needs to focus on issues.
(1) insufficient R & D investment and weak scientific and technological innovation.
According to the National Bureau of statistics, in 2007, the intensity of R & D input in textile industry was 0.47%, and the chemical fiber industry was 0.86%. There are not many chemical fiber varieties and large-scale production enterprises developed and utilized by high and new technology and biological resources. The high technology special fiber has not yet been produced in large scale. Chemical fiber simulation technology, natural fiber modification technology, new fiber development and material innovation ability are not enough, which affect the development of high value-added textile and garment fabrics.
The investment in fixed assets of enterprises generally exists heavy hardware and light software phenomenon, and the development ability has not yet been fully excavated, lacking high-quality design and product development talents.
(two) industrial structural contradictions are still outstanding.
The consumption structure of textile fiber needs to be adjusted. The proportion of industrial textiles in clothing, household and industrial fiber consumption is relatively small.
Although the proportion of industrial textiles has increased to 17%, compared with the proportion of 20% to 30% in developed countries, the proportion of industrial textiles in China is still small.
The polarization of textile enterprises is serious.
Since 2009, 2/3 in the above scale enterprises has been on the edge of losses, and nearly 10000 enterprises have suffered losses. Most enterprises are weak in resisting risks.
The technical structure of textile industry is still unreasonable.
The independent innovation ability of the industry has been improved, but the technical structure is still unreasonable. The development of high performance, functional, differential fiber and high value-added natural fiber is lagging behind, and the development of industrial chain has not yet formed.
High performance textile machinery and equipment rely on imports.
There is a big gap between some technical equipment and international advanced level. The level of mechanical and electrical integration and intellectualization of textile machinery manufacturing industry needs to be improved, especially China's key technology and equipment.
The proportion of independent brand and high added value export products is low.
The added value of export products has increased, but OEM is still the main factor, and the proportion of independent brands and high value-added exports is still low.
The layout of the textile industry needs to be further optimized. The coastal areas have concentrated 80% of the whole industry, while the raw materials and labor intensive enterprises in the central and western regions are lagging behind, and the allocation of production factors and production capacity is obviously unreasonable.
The backward production capacity also occupies a considerable proportion, hindering the upgrading of product quality and upgrading of the industry; the technical structure of the industry is irrational, and the capability of independent innovation is weak. The development of high performance, functional, differential and high value-added natural fibers is lagging behind.
(three) energy conservation and emission reduction is arduous.
Although the textile industry has made some progress in energy conservation and emission reduction in recent years, with the rapid growth of the textile industry and the continuous expansion of the scale of enterprises and the stricter standards of energy conservation and emission reduction by the state and local governments, the situation of energy conservation and emission reduction in the industry is still grim.
At present, the total energy consumption of the textile industry accounts for 4.3% of the total industrial energy consumption of the whole country. The water consumption of Enterprises above Designated Size accounts for 8.5% of the total industrial enterprises in the country. The amount of waste water discharge accounts for 10% of the whole country, of which 80% is the printing and dyeing wastewater, and the average recycling rate is only about 10%.
Most textile enterprises lack funds, energy saving and emission reduction are insufficient, and the utilization rate of advanced technology and equipment is low, so the task of energy saving and emission reduction is still arduous.
In order to promote energy conservation and emission reduction, a total of 100 enterprises in the central budget invested projects in 2009, and 4 enterprises are expected to receive financial incentives for energy saving and technological pformation.
In addition, the "12th Five-Year" plan for energy conservation and emission reduction in textile industry has been compiled.
However, the task of comprehensively implementing energy conservation and emission reduction is quite arduous.
For example, the recycling of old textile garments is a weak link. The application of photocatalytic printing and dyeing technology still stays in the laboratory stage, and there are still a long way to go to popularize new technologies and technologies favorable to the development of low-carbon economy.

In recent years, with the increasing pressure of labor, land and environment in the eastern region, the cost advantage is weakening, and the resource advantages in the central and western regions are beginning to show prominence, and the industrial pfer is accelerating.
The plan emphasizes further optimizing the layout of textile areas, forming different industrial characteristics in coastal areas and inland areas, and adopting various positive measures by industries and local governments.
However, due to the lack of specific planning and unified guidance, there are some problems in the process of industrial pfer in some areas, such as low industrial level, poor industrial matching, inadequate attention to the protection of ecological environment and so on.
Therefore, the overall optimization of the textile industry's structural adjustment and regional layout adjustment is a pressing matter of the moment.
In addition, some of the pferred government does not support the relocation of enterprises, and requires only the pfer in the province, while some undertaking governments are also eager to succeed, blindly undertake and lack the planning and guidance for the development of the local industry. This situation will inevitably affect the restructuring of the textile industry and the overall optimization of the regional distribution.
Industrial cluster is the development characteristic of China's textile industry, and it is also the general trend of the development of manufacturing industry nowadays.
However, because the cluster enterprises are mostly small and medium-sized enterprises, the problems such as weak innovation capability, low industrial level, scattered organization, lack of planning guidance, weak professional division of labor, imperfect service system, slow pformation and upgrading in the long-term development process affect the overall adjustment of the textile industry structure and the overall upgrading of the industrial level.
(five) elimination of backwardness is imperative.
15 years of pretreatment equipment, bath ratio of more than 1: 10 intermittent dyeing equipment, eliminate backward type printing machine, hot melt dyeing machine, hot air cloth stretching machine, stereotype machine, eliminate high energy consumption and high water consumption backward production technology and equipment; eliminate R531 type acid old viscose spinning machine, annual production of 20 thousand tons of viscose production line, wet process and DMF solvent spandex production process, DMF solvent method acrylic production process, polyester filament spindle length 900 millimeter below semi-automatic winding equipment, intermittent polyester equipment and other backward chemical fiber production capacity; according to the "planning" progress before 2011, eliminate 2 million 300 thousand tons of chemical fiber and 7 billion 500 million meters dyeing and printing backward production capacity. In accordance with the requirements of the State Council's notice on Further Strengthening the elimination of backward production capacity, by the end of 2011, the industry should eliminate the 74 type dyeing and finishing production lines and exceed the service life.
In the face of eliminating the above tasks, the industry is also facing inadequate policies and measures for backward production capacity, inadequate incentives and constraints, and some areas that have some problems in eliminating backward production capacity, such as bias and inadequate responsibility.
These tasks that make the industry eliminate backward production capacity are more arduous and difficult.
(six) the constraints of resource elements are intensifying gradually.
1, serious shortage of raw material resources.
For a long time, domestic textile raw material resources are in short supply, and the gap between natural fibers and chemical fiber materials is increasing, resulting in high cost of raw materials and increasing dependence on foreign countries, which will affect the international competitiveness of enterprises.
2, enterprise production costs continue to rise.
With the stabilization of the market, the recruitment difficulties and labor shortage of textile enterprises are emerging again.
At the same time, labor, energy and other factors of production prices continue to rise, the cost of enterprises continues to improve.
3, enterprises face financing pressure has not eased.
Most textile enterprises still face greater financing pressure. In some provinces and municipalities, banks have been classified as high-risk industries for many years. More than 70% of small and medium-sized enterprises can only rely on self financing.
Although monetary policy in China will remain moderately loose in 2010, the problem of financing difficulties may become more prominent as inflation expectations increase. Domestic coal, electricity, oil and pportation resources are insufficient, and frequent sluice and power restriction in some areas will restrict the production of textile industry. The task of energy conservation and emission reduction in textile industry is still severe.
