Development Status Of Hunan'S Textile Industry

Judging from the scale of output value: at present, there are 7145 enterprises registered in the textile industry of the whole province, with more than 10 industries, such as cotton textile, ramie textile, household textiles, clothing, chemical fiber and industrial textiles, with a wide range of products and various varieties.

The province has about 3000000 spindles of cotton spinning spindles, 30 thousand looms, 300 million meters of dyeing and finishing, and more than 90 thousand tons of chemical fiber production capacity.

From the perspective of textile exports, in 2009, the export volume of textiles and garments in our province amounted to US $462 million 877 thousand, of which: textile exports amounted to US $197 million 213 thousand and garment exports amounted to US $265 million 663 thousand, accounting for the whole country.

The top 5 enterprises in our province are listed as follows: Hunan Huasheng Industry and Trade Co., Ltd. exports US $79 million 980 thousand, the export volume of Hunan silk import and export company is USD 62 million 110 thousand, Yiyang Tai Wang textile import and Export Co., Ltd. exports 27 million 150 thousand US dollars, Hunan Taoyuan Jie Xin Textile printing and dyeing Co., Ltd. exports US $18 million 150 thousand, Hunan Asahi five Underwear Co., Ltd. exports 14 million 830 thousand US dollars, there is no enterprise in the whole province that has over 100 million US dollars.

From the perspective of absorbing employment and paying profits and taxes: the province's textile industry chain absorbs more than 4 million of all types of employment.

Among them, 700 thousand were directly employed, 2 million of farmers were planted in cotton and hemp, and about 1300000 of the relevant commercial circulation workers, playing an important role in promoting the pfer of rural labor force, easing employment pressure and promoting new urbanization.

From the perspective of industrial clusters and backbone enterprises, the degree of textile industry agglomeration in our province has gradually increased, and 3 industrial clusters, including Changde cotton textile, Yiyang cotton and linen textile, Zhuzhou textile and garment, and 8 industrial bases, such as Huarong cotton textile and Hanshou ramie textile, have been initially formed. Yiyang and Zhuzhou have been named "China's famous hemp industry city" and "Chinese women's trousers famous city" by the China Textile Industry Association.

Since 2007, a total of 22 enterprises in the province's textile industry have been awarded the "leading enterprises in Hunan province's agricultural products (Textile) deep processing industrialization", forming 1 leading enterprises over 1 billion and 6 over 1, and have 1 listed companies.

According to the latest ranking released by the China Textile Industry Association, the top ten of the linen textile industry ranked second, and the South China hemp industry ranked seventh. Among them, Huasheng Group ranked first in the ramie industry in China; the overall strength of the dream home textile group ranked first in the domestic textile industry; Dongxin group ranked the top 30 in the national cotton textile industry; the Oriental fashion company and the comprehensive strength of the apparel industry ranked the top 70 in the national apparel industry.

1, the gap between industrial investment and industrial development.

According to the calculation, the input output ratio of our province's textile industry is the highest among the six provinces in the central part, but the input of our textile industry is far behind the neighboring provinces, resulting in insufficient development potential.

Before 2004, the total output value of textile industry in Jiangxi province was higher than that in Jiangxi province. However, as the Jiangxi provincial government attached importance to textile industry and increased investment and capital investment, the total output value of textile enterprises above Designated Size in 2005 exceeded that in our province, and exceeded Anhui in 2006, ranking third in the central region.

Due to insufficient investment, in the past 5 years, the growth of the gross national product of textile enterprises above scale has been hovering around 25%, while the growth rate of Henan and Jiangxi two provinces is over 30%, which is higher than that of our province.

2, there is a gap in the export of textiles.

Our textile exports accounted for 0.38% in the past five years, 0.35% in 2006, 1.47% in 2007, 0.28% in 2008, 0.28% in 2009, and only slightly higher than those in Shanxi in the six provinces of central China.

3, there are gaps in supporting policies.

Our province's textile industry undertakes coastal industry pfer without policy support.

But in the eyes of foreign investors in our province, the investment environment and word-of-mouth are not satisfactory.

Compared with coastal provinces and cities, the investment environment of Hunan province still has a big gap, and some problems are very serious.

Preferential policies are not pparent and difficult to implement, and some preferential policies have not been implemented. Some of the preferential policies have lost their timeliness, and there are not enough research on new situations and new problems in the process of attracting foreign investment. Foreign enterprises lack security. Some cities and industrial infrastructures in Hunan are relatively backward. They need to further speed up the pace of building energy, pportation and communications facilities, and improve their comprehensive supporting capabilities such as living facilities, cultural and educational facilities, etc. the laws and regulations governing investment promotion are not perfect enough, foreign investment can not be followed; there are formalistic false investment; some government officials regard investment promotion as a "political card" for promotion, and attract investment and manpower in order to meet the needs of political performance, wasting human resources and material resources and damaging the image of our province. The concrete manifestation is that some cadres and masses are still backward in ideology and ideas, and have poor sense of openness. Corruption, such as corruption and collecting money, are serious. This has increased the operating cost of foreign investors.
