Analysis Of The Increase Of Technical Barriers To Trade In The First Half Of 2010
The AQSIQ recently released the results of the 2009 survey of the impact of foreign technical trade measures on China's export enterprises.
The results show that in 2009, 34.3% of the export enterprises were affected by foreign technical trade measures to varying degrees, resulting in a direct loss of US $57 billion 432 million in China's export trade, an increase of US $6 billion 890 million over 2008; the direct loss of export trade accounted for 4.78% of the total exports of the same period, an increase of 1.24 percentage points over that of 2008; the foreign technology trade measures increased the cost of export enterprises by 24 billion 625 million US dollars, an increase of 553 million US dollars over 2008.
The survey results also showed that the technical trade measures affecting China's industrial exports were concentrated on 5 aspects: certification requirements, technical standard requirements, toxic and hazardous substances limit requirements, label and logo requirements, packaging and material requirements.
Technical barriers to trade increase
In 2010, China's textile and clothing exports were constantly restricted by technical barriers to trade from major developed countries and economies.
For example, the European Commission's non food quick warning system (RAPEX), the Consumer Product Safety Commission (CPSC), the Canadian health department and other organizations frequently issued recall notice.
The main reason for the announcement of our spinning and clothing products is the risk of asphyxia (the length of the rope for children's tops and caps exceeds the standard), the chemical risk (two methyl fumarate detected), and the risk of injury (the waist length of children's clothing is over standard).
A considerable proportion of these products have been withdrawn from the market voluntarily or passively, and the products have been recalled. The products that have not yet entered the market are directly refused to be imported by the customs.

Spinning and clothing products
The recall of the EU RAPEX system was 150, accounting for more than 1/4 of the total number of reports to China, an increase of 15.38% over the same period last year. This figure has increased by nearly 13 times before the outbreak of the financial crisis in 2008.
Over the same period, the number of recall notification issued by the US CPSC system to China's textile and clothing products increased significantly, reaching 28 in the first half, accounting for 22.76% of the total number of China's notification, up 64.71% over the same period last year.
The number of notifications issued by the Canadian Department of health for the recall of textiles and clothing products in China has also doubled. In the first half of this year, 13 recall reports were issued, compared with 7 in 2009 and 5 in 2008.
In the first half of this year, the number of recall products for textile and clothing products in China has increased rapidly, and the majority of export enterprises should pay close attention to them.

The World Trade Organization (WTO) formulated the World Trade Organization Technical Barriers to trade agreement (WTO/TBT) in 1994, which requires WTO members to inform all WTO members of their newly formulated technical regulations, standards and assessment procedures.
In recent years, the European Union, Japan and the United States have formulated or revised a number of technical trade regulations, such as the prohibition of azo dyes, the standard of textile eco label, and the annual Oeko Tex100 standard.
In the first half of this year, according to the WTO/TBT agreement, WTO members issued a total of 15 textile and clothing industry notifications, slightly lower than the same period last year. But according to past experience, the number of notifications in the second half of the year will increase significantly.
In the second half of 2009, the number of notifications related to clothing increased by 500% over the first half.
The introduction of these technical barriers to trade, various technical standards, recall notification and other trade protection measures have greatly increased the cost of China's textile and clothing export, making China's textile industry face greater challenges in opening up the international market.
Reduction of policy trade measures
In May 25, 2010, in order to monitor the progress of Global trade protection measures, the World Bank released the provisional trade barrier database report.
The report shows that in the first quarter of this year, the temporary import restrictions trade relief launched by the world, including anti-dumping, countervailing measures and special safeguard measures, fell by 20% compared with the same period last year.
Nonetheless, about 47% of the new surveys are targeted at China, and Chinese exporters continue to be the number one target in the trade remedy survey.
13 members of the World Trade Organization launched a new trade remedy survey, of which 74% of the new survey initiated by developing members and the rest of which were initiated by developed members.
Speaking of trade protectionism shortly before the Zijin Mountain, Vice Minister of Commerce pointed out that in 2009, China suffered 116 cases of trade friction involving 12 billion 700 million US dollars.
In the same period of 2009, China's export trade accounted for 9.6% of the world's total, while the number of anti-dumping cases accounted for about 40% of the world's total, and the number of countervailing cases accounted for 75% of the world's total.
China's textile and garment industry has been experiencing rising policy trade protectionism measures. In 2009, the number of anti-dumping cases related to textiles and clothing reached 45, a record high.
Data obtained from the Ministry of Commerce show that in the first half of this year, 19 cases of anti-dumping cases against China's textile and clothing export products were down, 17.39% down compared to the same period last year.
The first half of 2009 was 23, and the first half of 2008 was 14.
In the first half of this year, there has been no case of countervailing final ruling and special safeguard final ruling cases.

Although there is no increase in the number of cases registered in the first half of this year, compared with the aggressive situation of trade protectionism after the outbreak of the financial crisis, according to past experience, all kinds of trade protection measures in the second half of this year will increase significantly.
Under the current global economic situation of uncertainty, in the new round of adjustment of the world industrial structure, the development of the situation of trade protection is uncertain. We must not take it lightly.
