In accordance with the design mode of the environmental tax system and the collection mode of environmental taxes designed in the construction plan of the collection and management system, we will select typical regions to carry out the pilot work of environmental tax collection.

On the one hand, experts and scholars and local tax cadres should make comments and suggestions on the design scheme of the environmental tax system from the perspective of theory and practice, so as to further improve the tax system and better coordinate the relationship between taxes and departments.

As for the specific timetable for the implementation of the environmental tax, China's International Cooperation Committee on environment and development has put forward a road map and a specific timetable for China to establish relevant environmental tax system in three stages.

In the first stage, we will improve resource tax, consumption tax, travel tax and other environmental related taxes in 3~5 years.

As soon as possible, independent environmental taxes will be introduced. Sulfur dioxide, nitrogen oxides, carbon dioxide and wastewater discharge will be the possible choice of environmental tax items.

In the second stage, we will further improve other environmental related taxes and tax policies in 2~4 years.

Expand the scope of environmental tax collection.

If the environmental tax is not introduced in the first stage, it needs to be introduced at this stage.

The third stage, 3~4 years, will continue to expand the scope of environmental tax collection.
