Elimination Of Backward Production Capacity Certification And Accreditation Measures

Learned from the national certification and accreditation supervision committee, in order to promote the elimination of backwardness

The National Commission for Discipline Inspection requires that the certification bodies should eliminate backward production capacity this year.

According to the request of the National Commission for Discipline Inspection, no enterprise can provide any form of certification services before the relevant enterprises have completed the task of shutting down. When the enterprises with heavier backward tasks are eliminated and the enterprises have completed the re application for certification business, the certification bodies can appropriately simplify the certification process and reduce the burden of enterprises on the premise of guaranteeing the basic norms of conformity with the actual situation.

The Commission also requests that the China National Accreditation Center for conformity assessment (LCA) should appropriately increase the accreditation requirements for certification bodies concerned about the state's policies on energy conservation and emission reduction and the related capabilities and measures of institutions.

The certification and Accreditation Association of China should give full play to the role of bridge and link between the government and various agencies, organize the organizations to summarize and exchange useful experience, strengthen the self-discipline of industry, and actively assist in doing well the enterprise certification work supporting energy conservation and emission reduction and strengthening the elimination of backward production capacity.

In addition, the reporter was informed that the National Commission for Discipline Inspection will cooperate with the Shaanxi Provincial People's government to help Shaanxi's key dairy production enterprises to carry out good production practices (GMP), hazard analysis and critical control point (HACCP) system certification and so on, so as to enhance their capabilities.

According to the State Commission for Discipline Inspection and supervision, the pilot work in addition to helping Shaanxi province's key dairy production enterprises to carry out GMP and HACCP certification work, will also identify pilot demonstration dairy production enterprises, carry out dairy product quality risk tracking and monitoring research, provide dairy products enterprises with good production practices, hazard analysis and critical control points, food protection plan, regulations, policies, standards and technical support, and guide dairy production enterprises to establish and improve the quality and safety control system.
