The products under investigation include Chinese finished products, semi-finished products and unassembled electric blankets of various sizes and materials.

In January this year, the US Department of Commerce made an initial anti-dumping decision against the case and ruled that the dumping rate of products involved in China was 90.32% to 174.85%.

Now that the final result is out again, the US Department of Commerce has decided to reduce the dumping margin.

Apart from Hong Kong Electronics (Shenzhen) Co., Ltd., Ningbo VICCO Joint Trading Group Co., Ltd. and Ningbo polar hair electrical appliance Co., three separate tax rate application enterprises were found to have a dumping margin of 77.75%, while the rest of Chinese manufacturers still had a dumping margin of 174.85%.

Victor textile chief said, in fact, Vico and hair are suppliers of Jarden Consumer Solutions, while macro electronics is Jarden's rival in the US market.

"Actually, this anti-dumping is mainly aimed at Hong Guo electronics. They are the largest manufacturers of woven electric blankets in China."

Hong Guo Electronics (Shenzhen) Co., Ltd. declined to speak.

This is a Taiwanese capital company, which mainly produces electric blankets and electric pad products. The products are mainly exported to Europe and America, and each year they produce about 2 million electric blankets and electric heating pads.

Industry is worried about "chain reaction"

Wang said that the electric blanket is only a small category in the export of textiles.

But he is worried that the case may trigger a series of incidents of textile friction between China and the United States, triggering anti-dumping investigations of other large textile and clothing products, and even extending to other export markets even under the background of the poor world economy.

The United States is the largest market for domestic electric blanket exports.

In the 1~12 month of 2009, China, the 27 largest export countries in the United States, Japan and the EU were the largest export outlets, accounting for 39%, 31% and 15% of the total domestic exports respectively.

In the 2007~2009 year, the number of electric blanket imported from the United States increased by 70%.

The top three exports of the domestic electric blanket are Shenzhen in Guangdong, Yuyao in Zhejiang and Ningbo in Zhejiang, respectively, accounting for 57%, 21% and 15% respectively.

The most influential Hong Kong Electronics Shenzhen company has pferred most of its capacity to Philippines to avoid high anti-dumping duties.
