    But statistics show that China's SMEs are burdened with heavy burden.

    According to preliminary statistics, at present, there are 18 departments of administrative and administrative fees charged to small and medium-sized enterprises, which are divided into 69 categories according to the charging items and thousands of sub projects.


    It is no longer a suspense for the burden of small and medium enterprises to burden themselves. But the suspense is: can we really get rid of it this time?


    High profile burden reduction

    In addition to the establishment of institutions, the timetable for reducing the burden of SMEs has also been determined.

    How to clean up so many fees?     At present, how to define the "enterprise burden" is very different from the society. The more consistent view is that the "enterprise burden" is divided into three categories: the policy burden (the formation of legislation or policy formulation, the burden behavior in the execution process), and the administrative burden (as a result of the performance of government management functions, such as taxes, administrative fees, government fundraising, fines, etc.), and the social burden (such as social organizations, intermediaries and other non-standard services, resulting in the burden of enterprises).

    Zhou Tianyong said that at present, all government departments, including some authorized administrative institutions, have fiscal revenue and expenditure institutions, such as letters and Visits Bureau, which are formed by tax revenue.     These are important sources of burden for small and medium-sized enterprises.


    High fees will certainly inhibit the development of small and medium-sized enterprises, which will greatly weaken the ability of cities to absorb surplus agricultural labor, and the capacity of the cities to accommodate labor and employment will also decrease correspondingly.

    According to Zhou Tianyong's research, in addition to taxes, the number of fees and fines is highly correlated with the number of SMEs and the employment rate of urban population per thousand people.

    In other words, employment difficulties are not difficult, but to a large extent, it is related to the fines imposed by the government.


    In May of this year, the national development and Reform Commission (NDRC) carried out nationwide management and regulation of business service charges.


    The notice of standardizing the operation of service charges clearly states that there are five kinds of acts that the administrative organs or institutions take charge of to provide services to enterprises by using administrative power or monopoly status.
