The bureau carries out the scientific supervision mode, actively promotes the construction and application of the conformity assessment system, classifies the export enterprises according to the new classification management method, adopts the more scientific supervision mode according to the risk classification of the products, comprehensively constructs the conformity assessment system, and actively promotes the inspection and quarantine personnel to go deep into the front line of the enterprise, carries out face-to-face communication with the enterprise's quality management personnel, publicize the inspection and quarantine regulations and the recent implementation of the technical trade measures to the enterprises, and carries out the publicity work for the enterprises in accordance with the policy of carrying out pre shipment inspection, full declaration and direct release for children's clothing, African products, so that enterprises can get useful information in time, and get support and help at various levels such as policy, technology and so on.

In addition, according to the state's policy of favoured enterprise, the Huadu inspection and Quarantine Bureau has implemented a grace period system for the export products of knitted garments, pajamas and swimsuits, which are newly included in the legal inspection catalogue. The inspection and quarantine charges for "zero"; and the entry-exit inspection and quarantine fees for each batch of export garments are collected at 70% of the current charging standard.

Under the premise of ensuring the quality of export products to meet the requirements, the proportion of special inspection and batch inspection should be reduced appropriately within the scope permitted by the technical specification.

In view of the tight delivery period of garment export, a 24 hour appointment customs clearance inspection system is implemented. The goods are checked with the newspaper to ensure the efficient and convenient customs clearance of the goods, which provides a guarantee for the timely delivery of the products.
