Customs Examination Requirements For Import And Export Licenses

1, the certificate enterprise is consistent.

The "actual receiving unit" must belong to the subordinate enterprise, the joint venture enterprise, the material pfer department or the processing unit of the user unit.

The "exporter" on the export licence should be the operating unit on the declaration form. The consignor should be the shipping unit on the declaration form. When the branch issues the contract of the head office, the unit on the declaration form can be the subordinate unit of the exporter, and the consignment unit should be consistent with the "consignee".

2, the document is consistent.

3. Any part of the license must not be changed at will. To change the validity period of the license, the port of entry, the mode of trade, the port of arrival, the country of import, and the purpose of commodity use, it must be added in the original permit note column and the license issuing certificate will be stamped. The number of changes must not exceed two times.

Other items should be re issued.

4, the import license is valid for one year, and the goods can be imported within the validity period. The certification unit may apply to the certification authority for extension. The license issuing authority may extend the validity period of the license according to the contract stipulation, but the exhibition can only be renewed once.

5, the implementation of the "one batch, one certificate" export license is valid for three months, and only one declaration can be made within the validity period. The export license which does not implement the "one batch, one certificate" system is valid for six months, and it can be used for several times, but not more than twelve times. For fresh frozen commodities in Hong Kong and Macao (excluding re export parts), each export license is valid for one month and expires.

6. The following import permits, except for goods restricted by the state, are exempt from import:

A: according to the approval authority of the State Council, all kinds of companies that are permitted to engage in import and export business may purchase or receive samples and advertising goods donated by foreign trade in accordance with the approval authority of the State Council.

B: the scientific research, education, culture, sports, medicine and health departments are authorized by the Ministry of foreign trade and economic relations, the Ministry of foreign trade and economic relations, the foreign trade and economic management department or the special correspondent office to purchase or entrust overseas institutions to purchase scientific research, education, sports, medicine and hygiene products which are badly needed by the institutions. The total value of each batch is less than 5000 dollars.

C: after approval by the Ministry of foreign trade and economic relations, the provincial foreign economic and trade management department or the special correspondent office, the factories and mining enterprises shall purchase or entrust overseas institutions to purchase the spare parts and components of machinery, food and electrical equipment which are urgently needed for scientific research, and the total value of each batch is less than 5000 dollars.

D: goods specially approved by the State Council or the Ministry of foreign trade and economic cooperation for exemption from import licenses.

The goods imported by the above B, C and D items shall be examined and released by the Customs on the basis of their approval documents.

Import license must be applied to B and C items imported by themselves, with a total value of more than US $5000 per batch.

The customs shall check the release according to the import licence.

7, organs, groups and non production enterprises, for special reasons, purchase foreign small quantities of urgently needed articles abroad, and all import licenses must be applied.

8, importing goods in the form of leasing trade, directly importing foreign goods directly from foreign labor income, and re importing goods for export for the purpose of replacing the old with new ones, shall apply for import examination and approval procedures and apply for import goods licenses according to general import commodities.

9, the export license management commodities generally implement the "one batch, one certificate" system, except in the following situations:

Foreign invested enterprises export commodities;

Export commodities under compensation trade;

Rice, soybeans, corn, live pigs, live cattle, live poultry, frozen beef, frozen mutton, frozen pork, frozen piglets, frozen poultry, frozen pigeon, crabs, Portunus, chestnuts, pear, Hami melon, fragrant pear, tea, fireworks, toilet paper, drawnwork, carpet, crude oil, refined oil, coal and other twenty-seven kinds of commodities.

10. The export license can be returned to the original issuing authority within the validity period and reissued the permit if it has not been used or not used in the valid period.

11, the export license beyond the year shall not be postponed.

12. The export processing of the raw material processing (except those provided otherwise) shall be exempt from the export license and shall be subject to the supervision and examination by the customs according to the relevant regulations.
