Beijing Will Increase Penalties For Illegal Sewage Disposal.

The twenty-first session of the thirteenth Standing Committee of the National People's Congress of Beijing voted the above regulations on 19 days.

The bill was first considered at the end of last year.

The regulations adopted by the second instance have been amended in many ways, involving seven aspects, namely, reclaimed water use and reduction of dosage of chemical pesticides.

The Legislative Committee of the Beijing Municipal People's Congress held that at present, the facilities for sludge disposal and disposal produced by Beijing's centralized sewage treatment are seriously inadequate, and a large number of sludge have not been safely treated.

The government should increase investment and co-ordinate the construction of sludge treatment facilities.

Accordingly, the legal committee recommends that the first paragraph of the forty-first draft of the draft amendment be amended as follows: "people's governments at all levels in Beijing should raise funds through government investment or other means, co-ordinate arrangements for the construction of sludge treatment facilities, and incorporate sludge disposal and disposal planning into the drainage and reclaimed water planning of Beijing.

The legal committee said that the fiftieth revised draft articles on "encouraging the use of organic fertilizer instead of chemical fertilizer" is easy to cause misunderstanding. Excessive use of organic fertilizer will cause two pollution.

Therefore, this regulation was amended to be revised as: "the city encourages the planting industry to improve the efficiency of fertilizer use, rational use of organic manure and chemical fertilizer, reduce the amount of chemical pesticides and prevent the polluted water environment by promoting the planting industry by carrying out the measures of soil testing and fertilization and pest and pest biological control."

In view of the water pollution accident, the Legal Committee recommended adding a new version to the draft revision: "Beijing, district and County People's governments and relevant departments should publicized early warning information and response to water pollution accidents according to law, and inform the units and individuals that may be affected in time by accident information and matters needing attention."

According to the opinions of the staff, the legal committee recommends that the Seventy-eighth paragraph 1 of the regulation be amended as: violation of the regulations, discharge of water pollutants exceeding the discharge standards of water pollutants prescribed by the state or Beijing, or exceeding the target of controlling the total discharge amount of major water pollutants. The administrative departments of environmental protection of cities or districts or counties shall be ordered to deal with them within a specified period of time and shall pay a fine of more than 2 times or 5 times the amount of sewage charges.

The amount of sewage charges should be calculated on a yearly basis.

According to the regulations, the operating units of urban sewage centralized treatment facilities will be fined more than 10 thousand yuan or less than 100 thousand yuan if the pollutants discharged exceed the standard.

The regulations also stipulate that if the relevant pollutant discharge units violate this regulation and do not carry out more stringent water pollution prevention and control measures adopted by the people's government and cause pollution of the water environment, the municipal or district or county environmental protection administrative departments shall impose a fine of more than 10 thousand yuan or less than 100 thousand yuan.
