1. Layout of production enterprises

(1) the relevant departments of all provinces, autonomous regions and municipalities directly under the central government should scientifically and rationally plan the development of viscose fiber industry in the region according to the local environment, resources, energy and market demand.

The new and expanded viscose fiber projects should conform to the national industrial planning and industrial policies, and conform to the requirements of the local ecological environment and general land use planning.

(two) in the areas designated by the State Council, the relevant state departments, and the people's governments of provinces, autonomous regions, and municipalities directly under the central government, the areas where the construction of industrial enterprises is prohibited in the areas of ecological protection zones, nature reserves, scenic areas, cultural heritage protection areas and drinking water source protection zones under the relevant laws and regulations, no new viscose fiber production enterprises can be built in the surrounding areas and residents' gathering areas such as food, medicine, precision manufacturing, etc.

The viscose fiber production enterprises already in the above regions should, in accordance with the requirements of regional planning and ecological environmental protection, gradually withdraw from the project within a prescribed period of time in accordance with the law.

For the lack of environmental capacity, the development of viscose fiber production enterprises should be limited.

(three) no new viscose filament project is strictly prohibited.

We must strictly control the new viscose staple fiber project. The new project must have the conditions of replacing raw materials such as traditional cotton pulp and wood pulp by independent development, and realizing the integration of pulp and fiber, or having the raw material base matched with the new production capacity.

Encourage and support the existing viscose staple fiber production enterprises to move into the Industrial Park as a whole.

(four) to expand and expand viscose fiber projects, we should make full use of resources and energy, and implement cleaner production and recycling.

We should encourage and support the existing viscose fiber enterprises to eliminate backward production capacity through technological pformation, and take advantage of mergers and acquisitions to upgrade industrial concentration and overall competitiveness.

(five) in order to promote technological progress and product development of the industry, a viscose fiber enterprise and a scientific research institution shall be allowed to build a production line that is used for small or pilot production capacity of not more than 5000 tons, and the product differential rate is higher than 90%.

Two. Process and equipment requirements

(1) the construction and renovation of viscose fiber projects should conform to the requirements of the guidance catalogue for industrial restructuring, and adopt technologies and equipment with low pollution intensity, energy saving and environmental protection, and encourage the production of differentiated, functional, high-performance and environment-friendly products.

(two) the total production capacity of the expanded viscose fiber project should be as follows: continuous spinning viscose filament for annual production of 10000 tons or more; viscose staple fiber for annual output of 80000 tons and above, the product differential rate is higher than 30%.

(three) the new and expanded viscose fiber production plant should strictly follow the requirements of integration of informatization and industrialization, and adopt advanced technology and equipment with high automation, good operation stability, low production cost, low labor intensity, and safe and environmentally clean production process.

The main process equipment and basic requirements are as follows:

1. The advanced continuous impregnation press combined machine ensures the qualified composition and grinding degree of alkali cellulose.

2, the use of advanced machine to ensure that alkali cellulose aging temperature and time stability.

3. The automatic batching and feeding system is adopted. The automatic control of the yellowing process is carried out. The yellowing machine should have safety devices such as pressure relief facilities (relief valve or release pressure film).

4, adopt advanced viscose dissolving process and crushing and grinding equipment to improve the solubility and filtration performance of viscose.

5, adopt continuous automatic filtration device and waste viscose treatment device, if necessary, we should add advanced plate and frame filtration device to ensure viscose spinning and spinnability.

6, viscose filament spinning machine priority use of good tube shape continuous spinning equipment.

7, the viscose staple fiber spinning and weaving equipment should be selected according to the requirements of different varieties. In principle, the equipment with good airtight and variable frequency speed regulation is adopted.

8. Acid bath circulation system of acid station should adopt acid bath degassing device and waste acid liquid recovery and treatment device. The recovery system should adopt multistage flash evaporation device and mirabilite crystallization and roasting to produce sodium sulfate.

9, viscose fiber production should adopt effective "three wastes" treatment or recovery device.

10, in order to strictly control the production process, DCS distributed automatic control system should be adopted on the whole line.

(four) the phased out or technical pformation of the existing viscose staple fiber production line with an annual output of 20 thousand tons or less will be carried out within a specified time limit, and encouraging qualified enterprises to form a differentiated, functional and high-performance viscose fiber production line after technological pformation. The proportion of differentiated and functional products in the whole product is higher than 50%.

Three. Quality and management

(1) encourage and support viscose fiber production enterprises to adopt ERP, DCS, DMS and other information technology systems, enhance the level of informatization, strengthen enterprise management, reduce production costs, and ensure product quality.

(two) viscose fiber production enterprises should establish and improve the product quality assurance system, and actively develop products with low consumption, low pollution and high added value.

The quality of products should meet the relevant national standards and industry standards. The first rate of viscose filament products reached over 98%, and the first rate of viscose staple fiber products reached over 95%.

(three) viscose fiber production enterprises should carry out three levels of energy and water metering management, and set up specialized agencies or personnel to supervise the energy, water intake and sewage discharge, and establish a management assessment system and data statistics system.

Four, resource consumption targets for new construction and extension projects

(1) water consumption: the water consumption of continuous spinning viscose filament product is less than 260 tons; the water consumption of the semi continuous viscose filament product is less than 280 tons; the reuse rate of production water is more than 95%.

The production of viscose staple fiber production equipment is newly built or expanded, the water consumption per ton of products is less than 65 tons, and the reuse rate of production water is more than 90%.

(two) energy consumption: continuous spinning viscose filament products, comprehensive energy consumption of less than 4400 kilograms of standard coal, semi continuous spinning viscose filament tons, and comprehensive energy consumption of products is less than 5000 kilograms of standard coal.

The production equipment of viscose staple fiber is newly built or expanded, and the comprehensive energy consumption per ton of products is less than 1200 kilograms of standard coal.

The existing viscose fiber production enterprises should gradually achieve the above targets in three years by strengthening technological pformation.

Five. Environmental protection

(1) viscose fiber production enterprises should vigorously promote cleaner production technology and technology, and replace equipment with high consumption, low efficiency and heavy pollution with less consumption, high efficiency, no pollution or less pollution.

Regular implementation of cleaner production audit in accordance with the law, and in accordance with the relevant provisions of the energy audit, and constantly improve the level of cleaner production.

(two) the waste water of the newly constructed and expanded viscose fiber projects should be disposed of in principle or discharged into the centralized industrial waste water treatment facilities. After discharge, the sewage treatment system can not be connected to the municipal sewage treatment system, and the municipal sewage treatment system must be approved by the competent department of the town sewage treatment industry.

Wastewater from viscose fiber production enterprises must meet the control requirements of national and local standards for the discharge of water pollutants. The sludge treatment process with high efficiency, energy saving and environmental protection is adopted to realize harmless treatment of sludge.

(three) the emission of viscose fiber production enterprises must meet the control requirements of the national and local standards for the emission of related air pollutants.

(four) the noise of factory boundary of viscose fiber production enterprises should conform to the national "noise standard for industrial enterprises' boundary" (GB12348-2008), and the specific standards should be implemented according to the regional categories delineated by the local people's government.

(five) expand the production equipment of viscose filament, and the sealing of the spinning machine platform must be strict and reliable. Under the premise of ensuring that the harmful gas content in the spinning workshop is not exceeding the standard, the maximum number of ventilation changes can be reduced to effectively reduce energy consumption.

The newly developed and expanded viscose staple fiber production plant should adopt an advanced reliable CS2 recovery device, and the total sulfur recovery can reach over 85%.

(six) to build and rebuild viscose fiber production equipment, we must ensure that all the waste liquid viscose produced by the impregnation of the original liquid and the filtered waste viscose must be recycled and discharged.

Six, occupational safety and health and social responsibility

(1) the safety facilities for newly built and expanded viscose fiber projects should be carried out in accordance with the relevant state regulations and requirements, and the safety pre assessment and the completion and acceptance of the safety facilities shall be carried out, so as to ensure that the safety facilities are simultaneously designed, constructed and put into production and use at the same time.

We should establish and improve the responsibility system for production safety and strictly abide by the provisions of occupational health and safety in production.

(two) encourage viscose fiber production enterprises to fulfill their social responsibilities according to the requirements of the textile enterprise social responsibility management system (CSC9000-T).

Encourage viscose fiber production enterprises to carry out environmental management system certification and occupational health and safety management system certification.

Seven, supervision and management

(1) the production and renovation of viscose fiber production projects should be filed in provincial investment or industrial management departments, and project construction must conform to the requirements of this entry.

The investment management, land supply, EIA approval and credit financing of the construction projects of viscose fiber production enterprises must be handled according to the terms of entry.

The environmental impact assessment report shall be submitted to the provincial environmental protection administration department for examination and approval after putting forward the preliminary opinion of the provincial industrial administration department.

(two) investment, industry, land and resources, environmental protection, urban and rural construction, safety supervision and other departments should strengthen supervision and inspection of viscose fiber enterprises in accordance with the law.

After the new and expanded viscose fiber project reaches the entry conditions and permits the relevant licensing procedures, it can be put into production and operation.

For violation of the regulations, the relevant departments shall order them to make rectification within a specified time and deal with them severely according to law.

(three) the industrial management departments at all levels should strengthen the management of the viscose fiber industry, urge the existing enterprises to speed up technological pformation in accordance with the requirements of this entry, speed up the elimination of backward production capacity, and standardize the management of enterprises.

According to the voluntary application of enterprises and verification by the provincial industrial administration departments, the state industrial administration departments regularly announce the list of viscose fiber enterprises that meet the requirements for admission.

(four) the relevant trade associations should publicize the national industrial policies, strengthen industry self-discipline, promote the technological progress of the viscose fiber industry, and assist the government departments in doing well the supervision and management.

Eight. Supplementary provisions

(1) the viscose fiber project under the terms of entry refers to the project of building or expanding the production line of regenerated cellulose fiber, which is made from natural cellulose (pulp) as raw material and spun by cellulose sulfonate solution.

(two) the entry conditions are applicable to viscose fiber production enterprises in People's Republic of China, except for Hong Kong, Macao and Taiwan.

(three) the standards or data adopted in this admission condition shall be amended as amended.

(four) the terms of entry have been implemented since June 1, 2010.

(five) the terms of entry are explained by the Ministry of industry and information technology.
