Price fluctuation test quality supervision

According to Yang Peiming, in the acquisition of cotton in our region, the phenomenon of massive takeovers of enterprises buying up and unqualified enterprises is outstanding, especially in the situation of resource acquisition by cross region purchase. The acquisition and processing of mixed and mixed grades, especially the acquisition of super water cotton and non picking of foreign fibers are particularly prominent. Some of them also add water to cotton, and there are still some places where the purchase of IOUs, shortage of weights and weights, agricultural damage to farmers and the supervision and inspection of law enforcement personnel are still in place.

In September, according to the arrangement and deployment of the CSB and the autonomous region, the regional inspection bureau of the autonomous region promptly convened the regional cotton quality supervision and law enforcement anti-counterfeiting conference, and promptly issued the notice on quality supervision and inspection during the acquisition and processing of cotton.

The autonomous region Quality Supervision Bureau and the Autonomous Region Bureau of industry and Commerce jointly carry out the centralized management of cotton market management and quality supervision in the region.

Since the launch of new cotton, the regional inspection bureau has dispatched more than 20 comprehensive inspection and inspection teams and special inspection teams to the whole of Xinjiang to carry out continuous and uninterrupted supervision and inspection.

Up to now, a total of 5925 inspectors have been dispatched in the region, and 1622 factories have been inspecting and purchasing processing enterprises. They have checked and inspecting 1231 cotton farmers, 3 million 910 thousand kilograms, and 1096 cotton seed pits, weighing 180 thousand tons.

130 cases of illegal quality inspection of cotton were investigated, including 47 cases of illegal sexual fibre, 35 cases of grade purchase failed to be determined according to the standard, 5 cases of defective cotton and 5 cases of cotton purchase, 10 cases of incomplete Quality Labeling, 12 cases of false high grade, etc.

The autonomous region's fiber inspection system concentrates on the development of the five points for remediation in the Kashi area and the junction of the kirziz Kirgiz Autonomous Prefecture, the acquisition and processing center of the acussie bridge, the collection and processing of cotton processing sites in Wusu, Kuitun and Dushanzi, and the rectification areas in the agricultural one division and Bachu counties. This year, the Xinjiang fiber inspection work has also stood the test. From the bulletin of the Bureau, the quality of cotton inspection in Xinjiang has increased significantly this year. The coincidence rate of average grade, average length coincidence rate and average length uniformity rate of all laboratories in the region are higher than the national average.

The coincidence rates of 3 laboratories in Kuche, Akesu and Shihezi were all higher than the national average, and ranked the top three in 68 laboratories nationwide.

Up to now, 1 national cotton quality supervision sampling laboratories and 20 instruments notarization laboratory have been built in the region, equipped with 173 HVI detectors.

The laboratories have overcome the adverse effects of the cotton situation on the public inspection work this year, and strive to improve the coverage of public inspection and the amount of public inspection.

At present, the volume of public inspection has exceeded 1 million 500 thousand tons, accounting for 76% of the national public inspection volume. The inspection coverage covers all cotton producing areas in the region.

Serious problems for a long time

However, behind joy and pride, Li Yan raised his own worries again.

The autonomous region fiber inspection bureau is currently facing 40% cotton quality supervision in the whole country and 20 public inspection laboratories in the whole region.

Especially in last year's complicated cotton situation, the quality supervision work is more arduous, and the pressure of improving the coverage rate and quality of public inspection is huge. At present, the management system and working mode are not fully adapted to the needs of the situation.

Li Yan pondered over how to further rationalize the mechanism, strengthen the building of his own ability, and establish a strong quality, disciplined, and capable team to fight, so as to safeguard the healthy development of Xinjiang cotton industry.

In Xinjiang, cotton is a pillar industry for the development of rural economy, and is also one of the main channels for increasing farmers' income.

According to Wang Shaoning, Deputy Secretary General of the people's Government of the autonomous region, under the strong support of the state, the autonomous region has developed the cotton industry around the high quality, high yield and low cost. The cotton output per unit area, total production and commodity allocation ranks first in the country for 17 consecutive years. Now it has become the largest quality cotton production base and the only long staple cotton production base in China.

In recent years, the cotton planting area in our district has been reduced to about 20 million mu, and the output is controlled at about 2 million 500 thousand tons.

The autonomous region has put forward the policy of adhering to improved varieties, scientific planting, increasing yield per unit area, saving water and increasing efficiency, and processing value-added. Li Yan said that despite this, the quality of cotton in Xinjiang is still a serious problem to face in the future, and cotton quality supervision must be further strengthened.
