Government Education

The three major tasks of the comprehensive reform are the ten major tasks of the pilot reform.

The circular pointed out that in the special reform pilot, it should be divided into, establish and improve the system and mechanism, accelerate the pre-school.

Educational development

We should promote the balanced development of compulsory education, solve problems of choosing schools through various ways, promote quality education, effectively reduce the burden of schooling for primary and secondary school students, reform the mode of vocational education, build up a modern vocational education system, reform the mode of personnel training, improve the quality of Higher Education, reform the management mode of higher education, build a modern university system, adapt to the needs of economic and social development, reform the running mode of higher education, improve the development environment of private education, deepen the reform of school running system, improve the management system of teachers, strengthen the construction of teaching staff, perfect the input mechanism of educational investment, and improve the level of education guarantee.

In the key areas and the provincial government's comprehensive reform of education and co-ordination pilot areas, including: comprehensive pilot reform of basic education; comprehensive pilot reform of vocational education; pilot project for comprehensive reform of higher education; pilot project for comprehensive reform of private education and comprehensive reform of provincial government's education and co-ordination.

The circular pointed out that the pilot work was organized and led by the leading group of the national educational system reform, and implemented by the provincial people's government and the relevant state departments.

All localities and departments should closely integrate their own realities, establish corresponding working mechanisms, conscientiously strengthen the leadership of the reform pilot work, make overall plans for the pilot projects, co-ordinate the implementation of the pilot projects, co-ordinate the supervision and inspection, and carry out publicity and promotion as a whole to ensure that the organizations are in place, the responsibility is in place and the safeguards are in place.

The notice stressed that the leading group of the national educational system reform will dynamically adjust and supplement the pilot projects according to the progress of the pilot projects.

For pilot projects which are not specific, guarantee is not in place, the effect is not obvious, and the masses are not satisfied, the pilot units that conduct improper school running in the name of the pilot reform will be adjusted.

In order to strengthen the guidance for the pilot reform of the education system, the National Education Advisory Committee will evaluate the implementation of the pilot projects and report to the leading group of the national education system in a timely manner.

The notice finally pointed out that promoting the reform of the educational system is the common responsibility of the whole society. We should fully develop democracy, listen to opinions extensively and mobilize all aspects of strength to support reform.

We should fully mobilize the enthusiasm of teachers and students and educators, and encourage them to participate in reform and devote themselves to reform.

We should give protection and support to new ideas, new methods and new measures that will emerge in the course of reform and practice, so long as they are conducive to the scientific development of education.
