What is the potential of expanding imports to Zhejiang enterprises?

Gao Xiuling: from the perspective of quantity, import is still a "short board" for Zhejiang's foreign trade, but it has great potential. It can portray this potential from three aspects.

First, Zhejiang is a small province of resources and a large industrial province. The import demand for resource products will exist for a long time. Second, the technology of SMEs in Zhejiang is generally relatively weak and needs a large number of imported advanced technology and equipment. Third, the income level of Zhejiang residents is relatively high, and the demand for imported consumer goods is constantly increasing.

Xu Daowen: customs, as the guardian of the country, can feel the subtle changes in the import and export fields every day.

We believe that the current expansion of imports in Zhejiang is indeed in an opportunity period.

In 2011, Hangzhou customs will focus on "stabilizing exports and expanding imports" to promote the new round of great development and prosperity of Zhejiang's foreign trade.

Li Lixin: I agree with you, especially on the domestic consumer market.

"Li Shi" was originally a pure export enterprise. In the past two years, we have invested continuously in the development of Commerce and trade department stores in China. At present, 10 department stores have been built and operated, because we have seen the opportunity for domestic consumer market to start, which is also an opportunity to import trade.

Gao Xiuling: there are mainly three categories of products: first, the equipment needed for the construction of key projects in our province; the two is the equipment and key technologies needed for the pillar industries such as microelectronics, petrochemicals and minerals and the shipbuilding industry in the province; three, the import related to the upgrading of the equipment manufacturing industry in our province, such as microelectronic equipment, precision processing equipment, high and new technology and key special equipment, as well as energy, new environmental protection equipment, intelligent measurement and automatic control equipment.

Ma Zhaoxiang: in my view, Zhejiang's development of import trade should give full play to the advantages of Ningbo Zhoushan port, a unique port and Ningbo Free Trade Zone, and create a major international resource trading center in the Yangtze River Delta region.

In the past two years, our bonded area has seized the strategic opportunity to expand domestic demand, and has nurtured four specialized import markets, namely, solid chemical, non-ferrous metals, imported food and ships. In 2010, the market realized a turnover of 62 billion yuan, an increase of 74%, which led to an import increase of 8 billion 500 million US dollars, an increase of 53%.

Li Lixin: during this period, the RMB has been revalued and the chances of importing are getting better and better.

But at present, "Li Shi" will not blindly expand the scope of imports, still rely mainly on plastic raw materials, for their own production services.

Of course, as time goes by, with the development of Commerce and trade sector, we have great possibility of importing high quality consumer goods abroad.

In 2010, the Ningbo enterprises accounted for 7 seats in the top ten enterprises in our province.

For a period of time, we should grasp the import. I think there are several aspects to be done: first, financing support for import enterprises such as pledge guarantee; two, speed up the integration process of Ningbo Zhoushan port, making it the preferred port and distribution center for the import of bulk materials in our province; three, introduce policies to support imports of bulk raw materials, import of advanced technology and equipment, optimize the environment of import customs clearance; four, speed up the construction of bonded functional zones and develop bonded logistics.

Ma Zhaoxiang: one of the key points of the 12th Five-Year Ningbo free trade zone's work is to build an international trade demonstration zone and vigorously develop import trade.

In 2011, we will start from three aspects: first, we should strive to build a large platform for the international trade demonstration area, and promote the facilitation of trade environment, diversification of functions and specialization of services.

Two, we should focus on cultivating ten major import markets and strive to import more than US $10 billion.

The three is to build a regional bonded logistics core platform based on Zhejiang, serving the Yangtze River Delta, radiating the Midwest, docking at home and abroad, and building Ningbo free trade zone as an accelerator for the import trade of the whole province.

Xu Daowen: we will further optimize the entry customs clearance environment, deepen the customs cooperation between the Yangtze River Delta, support the development of port construction and international logistics business, expand the pilot scheme of classified customs clearance, and strive to build a large customs operation platform covering the whole area, and continue to make great efforts to cultivate A-type, AA and other high credit enterprises, so that more honest importers can enjoy preferential policies such as customs.

Gao Xiuling: we need to add one more thing: expanding imports can not be done at the expense of exports.

We still need to actively encourage exports, of course, the added value of exports should be improved.
