    The meaning of this passage is: "the sage has no fixed will, but takes the will of the people as his will."

    Good people, I treat him kindly; I am good to him who is not good.

    In this way, all people in the world are virtuous.

    Honest people, I treat him in good faith; I do not treat honest people in good faith.

    So everyone in the world is honest.

    The sage should stand in the world and be cautious.

    Let people's hearts become chaotic and simple, and people are concentrating on their own audio-visual.

    Saints make them all like children.

    From Lao Tzu's passage, we can find that Lao Tzu believes that if we want to manage the people well, we should not have subjective bias, be good at listening to the opinions of the people, conform to public opinion, do not act according to our own subjective wishes, and allow people to have differences.
