Moderator: as the National People's Congress, what proposals and proposals have you brought this year?

Luo Meiyuan: this year's two sessions, I mainly put forward five proposals, the first is about advocating the construction of the national mentality and promoting social harmony; the second is about increasing the "Five Guarantees" and improving the social endowment service system; the third is about speeding up the development of electrification and promoting the construction of new rural areas; the fourth is about strengthening the protection and development and construction of the ruins of the charcoal river site; and the fifth is the proposal to start the project of "voluntary education for silver hair".

Moderator: we see that during the two sessions, you suggested that the project of "voluntary education for silver hair" be widely reported in the media. Why do you have such an idea?

Luo Meiyuan: "silver voluntary volunteer education" project refers to those who are caring, capable and qualified to mobilize retired intellectuals. They regularly rotate to support education in rural areas, Midwest areas, poverty-stricken areas, border areas and ethnic minority areas, so as to solve the problem of lack of qualified teachers.

In February 21st this year, when the twenty-sixth Central Political Bureau held the collective learning of the Central Committee of the CPC, general secretary Hu Jintao stressed: promoting the balanced development of compulsory education and promoting educational equity. We must persist in the public education resources tilting to the rural areas, the central and western regions, the poverty-stricken areas, the border areas and the ethnic minority areas, and promoting the coordinated development of urban and rural areas and regional education. This is an important part of implementing the strategy of giving priority to education development.

The implementation of the "silver voluntary volunteer education" project is the positive exploration of the Central Committee's spirit on educational work, which is of great practical significance for promoting balanced development and coordinated development of compulsory education.

It is mainly reflected in: 1. The implementation of the project of "voluntary education with silver hair" can alleviate the demand for high-quality educational resources in the remote and poor areas of the central and western regions to a certain extent.

2, through the implementation of the "voluntary education" project, we can further strengthen the atmosphere of teaching and teaching in the whole society.

3, through the implementation of the project of "voluntary education for silver hair", we should give full play to the role of "spreading, helping and taking" by retired intellectuals, so as to train teachers for the remote areas and poverty-stricken areas in the central and western regions, improve their "hematopoiesis" functions, and reduce the differences of teachers in different regions.

Host: what kind of consideration do you propose to use "mentality construction" to resolve social contradictions?

Luo Meiyuan: at present, the rapid economic growth and a series of deep-seated contradictions in the social pformation period are becoming increasingly prominent. The difficulty of coordinating all aspects of interest relations has increased significantly, and the public's attention and expectations for social equity and justice have been further increased.

Under such circumstances, the internal interests of the people are highlighted, conflicts of groups are increasing, contradictions and confrontations are strengthened, and even bad or vicious incidents occur.

In my research, I found that since 2007, the people's Court of Ningxiang County of Hunan province has focused on the three key tasks of "conflict resolution, social management innovation and impartial and honest law enforcement", and the "people's court as the people" theme practice, taking the lead in implementing the mentality construction in the national political and legal system, guiding the judges to establish a correct judicial concept, helping judges to conduct psychological counseling, releasing psychological backlogs, and promoting the psychological harmony of people.

At the same time, we should pay more attention to the effective extension of the role of mentality construction, and guide the parties and the masses to correctly handle contradictions, to adjust various disputes in real time, and to promote social harmony.

The experience of Ningxiang County People's court's mentality building has been recognized by the local Party committee government and the higher court, and has been widely praised by all sectors of society.

Ningxiang county has set up a leading group of the state of mind, which is composed of the Secretary of the county Party committee, the county magistrate and the deputy secretary, and the head of the organizing committee.

The Liuyang municipal Party Committee Organization Department also specially invited the president of the Ningxiang County People's court to give special lectures on the construction of mentality for more than 1100 leading cadres in the city.

Kang Weimin, President of the Hunan Provincial Higher People's court, stressed: "the construction of the mentality of the court put forward by the Ningxiang court provides a good experience and reference for effectively solving some problems existing in the construction of the current court team, and is worthy of being summarized and promoted in the provincial courts."

The mentality construction has already stepped out of the Ningxiang court and is out of the ranks of the political and legal personnel.

I believe that the construction of mentality in Ningxiang court is of universal reference value to the whole society.

For this reason, I suggest that we should advocate the construction of mentality in the political and legal system, the civil service, the tertiary institutions and even the whole people.

Luo Meiyuan: I can't forget the story that I can't forget.

Let's talk about so many things.

In 1999, the company carried out the first technological pformation. I bought a gas station, a small township enterprise, many procedures, and few hands in the company. The head of the relevant departments in the county took the initiative to serve the door and help me solve all kinds of problems so that the project could be carried out smoothly.

The first phase of the technology pformation project was completed in August 2000, and the history of the small workshop of the rental factory was left.

Since then, it has really entered the rapid development track of corporatization. In order to enhance the influence of brands and enterprises, the company has planned to "forget the first dress culture festival" activities, with the origin of Hunan's long clothing culture, and the construction of modern clothing brand as its connotations, concluding the cooperation between industry, University and research, and carrying out various cultural exchanges extensively.

When I reported the plan to the county Party committee and the county government, the Secretary of the county Party committee gave full support to him on the spot and raised the "unforgettable Cultural Festival" to "Ningxiang incident". The county Party committee, the county people's Congress, the county government and the county Political Consultative Conference coordinated with each other, and personally reported to the provincial, municipal, county and National Federation of industry and Commerce leaders to attend the provincial and municipal governments. The activities were vivid and vivid. Hunan media widely publicized that "we can not forget Hunan's clothing culture first", and will not forget the integration of quality culture, brand culture and Hunan's long culture.

The second thing, 2008, is the year I can't forget.

After ten years of the provincial people's Congress, I was elected deputy to the Eleventh National People's Congress. This has added momentum to my "centenary business." I remember that before the meeting in Beijing, the county hosted a farewell party for me. The Secretary of the county Party committee, the county magistrate and the director of the National People's Congress personally sent off. When I came home from Beijing, a grand welcome meeting was held.

Thinking of these, I feel more responsible and must devote all efforts to the development of local economy.

In addition, in 2010, we could not forget that the total economic volume was about two times higher than that of "fifteen", and we have created more than 100 honors such as "China famous trademark", "top 100 enterprises in China's apparel industry" and "Hunan province to accelerate the development of new advanced industrialization units" and so on, realizing the "11th Five-Year" target of "becoming the most influential clothing brand in China" in 2010.

In order to let the employees enjoy the development of the enterprise, I wrote a letter to the parents of the front-line employees, and sent the staff to the new year's condolences to express my respect for their parents, and thank them for the housework and staff's dedication to the company's work.

After the Spring Festival, many parents thanked me by calling me, expressing their concern about the development and encouraging their families to work hard in the company.
