At present, apart from severe fluctuations in raw material prices, low product grades, lack of national and industrial standards and other issues, enterprises also encounter tight labor resources, land resources are tight, water pollution restricts the use of water jet looms, imported equipment The contradiction between tax deduction and local fiscal revenue and other practical problems.
In the filament weaving industry, the proportion of water jet looms is very large. In order to meet the weaving process needs, many enterprises will be sizing on the warp filament, and some enterprises will add excessive oil to the spinning process, resulting in certain pollution in the process of weaving with water jet looms. The average COD value of the effluent of weaving enterprises reaches 200mg/L, and more capital is needed to solve the problem of sewage treatment.
In some areas, the water jet weaving enterprises and printing and dyeing enterprises have implemented a "one size fits all" policy, forcing the water jet weaving enterprises and printing and dyeing enterprises to invest in new technologies and industrial upgrading. Although the water jet weaving process will cause a certain water pollution problem, after the new technology, a part of the filament can produce a qualified product without the need of sizing or proper use of oil, which can greatly reduce the water pollution in the weaving process, and the waste water can be completely reached to the discharge standard of the medium water. Only after upgrading the equipment of printing and dyeing enterprises can we reduce the amount of sewage discharged.
In some areas, when electricity is tight, the production of weaving enterprises will be limited first, and three industries, such as spinning, weaving and printing and dyeing, are not fully considered. In addition, the 5 silk weaving areas in Jiangsu and Zhejiang are not far away from each other, and are located in areas where environmental requirements are stricter. However, the standards for sewage discharge are different. The same enterprises should bear different sewage charges, especially in some areas in order to collect more environmental costs. Although they are not officially written, they actually do not allow enterprises to choose sewage treatment facilities independently. Local environmental policies need to be standardized by the state.
In order to improve the equipment level of China's textile industry and reduce the trade surplus, the state has issued preferential policies for the import and export of key textile equipment value-added tax relief. For enterprises, after the first aid, the funds were occupied and the expenses of financial expenses increased. For local governments, the first was the pressure to increase the local tax burden when the equipment was put into operation, and the two was to reduce local revenue. Enterprises face many difficulties in the actual tax deduction operation, and local governments are also unable to reconcile the contradictions in this area. Therefore, the preferential policies that the state promulgated to encourage enterprises to adopt advanced international technology and equipment to improve their own innovation ability and technology and equipment level is difficult to be fully implemented. Some enterprises have even abandoned the import of advanced equipment instead of importing domestic and low-grade equipment to replace them, which largely restricted the overall upgrading of the equipment level of the industry.
The above problems and contradictions can not be solved by enterprises alone. The establishment of China filament weaving association is in line with the objective needs of the development of silk weaving enterprises and industries. We suggest that local governments be able to formulate reasonable industrial policies and make scientific plans. On the import side of equipment, we call for expanding the tax exemption range of imported equipment, direct tariff free and value-added tax. Although the manufacture of domestic textile machinery has made considerable progress in recent years, it has not been able to reach the international advanced level in the processing and manufacturing of key equipment. In order to improve the overall equipment level of the filament weaving industry, it is suggested that the state adopt a tax exemption policy for the import of key equipment such as spinning and filament processing, weaving, weaving preparation, printing and dyeing and finishing, and direct tariff free and value-added tax, so as to reduce the occupation of funds, reduce the tax and financial pressure of the local governments, encourage enterprises to import more and reduce the trade surplus.
For the fluctuation of raw material prices, we suggest that the state should strengthen macroeconomic regulation and control and balance the development of the industry. Due to the multiple factors such as the rising price of upstream raw materials, since 2009, the profit margin of spinning enterprises has increased significantly, and the efficiency is much higher than that of weaving industry. Many enterprises have abandoned weaving and switched to spinning. At present, the date of delivery of chemical fiber spinning equipment manufacturers has reached 2014. Many enterprises are worried that the upstream spinning capacity will be enlarged blindly, while the downstream weaving can not develop synchronously, which will inevitably create new contradiction between supply and demand and affect the healthy development of the industry. It is hoped that the state will study relevant policies, standardize the market behavior of raw materials industry, and prevent the speculation of raw material prices. At the same time, we should guide textile enterprises to view development problems rationally, not blindly follow suit, and conform to the market and conform to the trend of development.
