According to Liu Binjie, at present, there are more than 6000 non political newspapers and periodicals in the country, including the metropolitan newspapers and evening newspapers run by the central and local party newspapers and periodicals, and all the newspapers and periodicals run by enterprises and legal entities, such as publishing groups running newspapers, newspaper groups running newspapers, and other industrial newspapers and periodicals such as PetroChina and Sinopec.

Since China launched the cultural system reform in 2003, 9 newspapers and periodicals in 21 provinces and cities have carried out a pilot reform.

In fact, Wang Zhaohua is concerned about whether he can maintain close ties with the Municipal Federation of trade unions.

The member unit of Beijing Federation of trade unions is the main channel for the issue of "labor noon".

Not only that, every year, the Beijing Federation of trade unions will also give some money to subsidize, while newspaper profits are mainly used to increase wages for employees.

For the prospect of organ newspaper, Wang Zhaohua thinks, "there are 4 million members of trade union members in Beijing, there are 90 enterprises, this market is enough for us to survive."

However, once the enterprises are restructured into the market, the location of official newspapers will disappear.

"Breaking away from the Municipal Federation of trade unions is also out of the lifeblood of our survival."

If we enter the market, the annual profit of Labor Day newspaper will no longer be to increase wages for employees, but to pay for paper, printing and operation costs, as well as debt repayment.

Wang Zhaohua said he even considered that the worst possible change, including completely leaving the head office, would be very embarrassing.

Many newspapers have wondered whether they belong to the current political or non political newspapers.

Nowadays, after 40 employees are pferred to enterprises, the annual social security can only be solved by only one million yuan. Li Chunlei said, this is completely no problem for the enterprises.

In addition, Chinese automobile newspapers have adopted the way of enterprise annuity to subsidize the gap brought by employees' social security.

"We guarantee that the social security of employees after restructuring is no less than before restructuring."

At present, China's automobile newspapers pay about 10000000 yuan as an annuity base at a time, and will pay it every year, as a fund to motivate and compensate employees.

For employees who are about to retire in 5 years, China's auto newspapers have implemented a preferential policy of "leaving early".

In advance of the 5 years before retiring, the employees pay their wages in advance and enjoy the pensions of the public institutions after they retire.

China's auto newspaper has 6 employees to enjoy this policy.

Two or three employees chose to remain in the unit as a member of the enterprise for a few years.

Guo Mingrui has worked in China's automobile newspaper office for more than 30 years and is fully in line with the early departure conditions of the newspaper.

"I still have my son to go to school. Who knows if the pension is enough for a few years? I have to do it in the newspapers in the past few years. The newspaper is developing and the wages are rising."

Li Chunlei said that they still value the development of the newspaper, and the future newspaper will be better and better in the market. After the pformation, the stock company will be established and ready to go public.

Beiqing Bao: acquisition and editing should be two in one.

If there is no marketization, there will be no more newspaper than Beijing Youth Daily.

In May 28, 2001, Beiqing media was founded. It is a company established to strip Beijing Youth Daily and other four newspaper advertisements.

Since then, the Beijing Youth Daily has officially entered the stage of "two separation" in editing and managing.

Beijing Youth newspaper owns 63.27% of Beiqing media as a public institution, while Beiqing media is a joint-stock enterprise. It was listed on the Hongkong stock exchange in December 2004.

The disadvantages of "artificial two separation" are obvious.

In many years of operation, Zhang Yanping, chairman of Beijing Youth newspaper and chairman of Beiqing media, is deeply touched by this.

First of all, editing and management, as the two most inseparable part of newspapers, is placed in two independent companies. It is very inconvenient for them to communicate and coordinate with each other. Sometimes both sides are arguing against each other's interests for their own interests. Secondly, as a listed company, they do not control the production link, which makes the value of the listed company greatly reduced.

As a public institution, Beijing Youth newspaper has 500 employees, but the pension insurance is no problem.

For the vast majority of self-contained newspapers and periodicals, this step has been completed ahead of schedule.

"Therefore, for us, restructuring is not very difficult. If the policy allows, we only need to put the editing and cataloguing directly into Beiqing media and become a department, and it will be completed."

How can government and enterprises be divided?

Unlike the China Automobile News and the Beijing Youth Daily, many newspaper leaders can't laugh when it comes to restructuring.

A general manager of a club newspaper said that he had no way to live in the market without the funds and resources of the organizers.

The media published the press and publication press of the General Administration of press and publication as an example of reform. In fact, this newspaper is also full of confusion.

"We are also taking the first step, registration as an enterprise, internal personnel identity pformation and so on."

A newspaper official told reporters that after leaving the identity of the institution, survival is the biggest challenge for the industry press.

Many newspapers and periodicals are unable to produce too much money to support the loss of newspapers and periodicals.

After the pformation of newspapers and periodicals into enterprises, they still belong to the superior organization.

But Liu Binjie said that after the reform, the organizers of newspapers and periodicals should be reduced in large numbers.

However, some newspapers can be attached to the organizers even if they are turned into enterprises. The premise is that the competent organizers have sufficient financial resources and support.

Wang Zhaohua, the president of the Labor Day newspaper, said frankly that if the submission of the newspaper to the host organization is to be preserved in the future, the Beijing Federation of trade unions will become a contributive party. If sufficient funds and resources are supported, the Labor Day newspaper will not be greatly affected.

"Bidding" is an example of "never die".

In 2004, Beijing daily news, Shanghai media group and Beijing Youth newspaper jointly invested about 70000000 to create the "competition".

At birth, "Jing Bao" is a joint-stock enterprise. The Beijing daily holding 55% of the shares is responsible for the editing and operation of the newspaper.

The competition has been losing money for five or six consecutive years, losing tens of millions of dollars in 2006 alone, and the subsequent operation has not fully filled the deficit. As a superior unit, the Propaganda Department of the Beijing municipal Party committee has to draw out a sum of money every year to support the operation of this newspaper.

In May 2009, the competition was changed from daily to weekly. It reduced the number of personnel to 50 people. Liu Shunfa, President of the Beijing morning post, the same newspaper belonging to the Beijing daily newspaper group (hereinafter referred to as "Beijing News Group"), served as the president. Today, only 30 people remain in the newspaper. All the printing and distribution are done by the morning paper. But Beijing newspaper group still does not want to let go of this newspaper.

"Keeping this publication number is also useful. Now the value of this publication has risen to several million."

If we give up the bidding, it is equivalent to letting someone else take away a newspaper in vain. The group will not agree.

Liu Shunfa admitted to reporters that it would be difficult to deal with the bankruptcy of this newspaper.

It is understood that "Jing Bao" has accumulated a large amount of debt, including paper, printing and other debts in the years of deficit operation. Once bankrupt, on the one hand, creditors will not agree. On the other hand, how to coordinate with the two major shareholder units of Shanghai media and Beijing Youth newspaper is another problem.

So, "good death is better than live."

"We have been advocating the separation of government and enterprises, but if we turn to enterprises, our superior units are still institutions. Is this not a political enterprise?"

Lei Wu, assistant director of the Labor Day newspaper, said suspiciously.

The competent organizer can ensure the correct direction of public opinion, but how to deal with the malpractice of public institutions in running enterprises.

In response, Zhang Yanping, President of Beiqing newspaper, joked, "maybe there will be a similar unit in the future with the financial work committee of the state-owned bank, to manage state-owned newspapers and periodicals.

This is, of course, a hypothesis.

Newspapers also opted to quit.

In 2009, the "China News" was suspended, some of which were diverted, and some were placed in the Chinese journalists' Association and subordinate units.

This is the first central newspaper that has failed.

It is understood that since 2009, 12 newspapers have been closed and withdrawn from the country.

"The number of newspapers and periodicals is large and the impact is great. Once they are closed down, how to resettlement employees becomes a major problem."
