The development of MICE industry must have certain basic conditions, such as natural geographical conditions, pportation and communication infrastructure, exhibition venues, industrial foundation, policy environment, etc.
Not all cities and regions have these conditions, so the exhibition industry can not blossom everywhere, and can only be developed selectively and emphatically according to these conditions.
So, which areas do we prefer to develop?
First of all, there are three heavyweight central cities in Beijing, Shanghai and Guangzhou, because these cities already have the basic social, economic and cultural basis for the development of the exhibition industry. Whether they are group exhibitors, exhibitors or general spectators, they can find the reasons for exhibiting and participating in these cities.
Followed by characteristic cities, such as Dalian, Qingdao, Shenzhen, Chengdu, Zhuhai, Ji'nan, etc., these areas are either monopolistic in urban scenery or regional economic and cultural centers and pportation hubs, and are easy to find out their own characteristics and "selling points" of the exhibition industry.

From overseas research, many scholars have tied up exhibitions, conferences and large events to form a "exhibition industry".
There are two main reasons for this: first, these three kinds of activities are the activities of long-term planning, gathering in a short time, catering, accommodation, tourism and so on; two, because the development trend in recent years has shown that the boundaries between these three activities are gradually blurred.
However, from the purpose of activity and the mode of operation, the three are quite different.
Generally speaking, exhibitions, especially trade fairs, are directly aimed at facilitated pactions. They are gatherings of buyers and sellers of goods. The purpose of finding trade partners is very clear.
The purpose of most meetings is to exchange information, or one-way propaganda, such as training, product descriptions, etc., or two-way communication, such as seminars, and so on. Whether communication can be achieved is one of the keys to evaluate the success or failure of a meeting.
In contrast, large-scale activities such as the Olympic Games, World Expo and other festivals are more complicated. They may be for political propaganda, or for the purpose of activating the lives of residents, or for the purpose of establishing a government image. From this point of view, the marketization of major events is low, and most large scale activities require the government to come forward and need financial subsidies.
In view of the different characteristics of these three types of activities, I do not think that the development of policies should be synchronized.
Specifically, trade shows are a trade mode with low paction costs. They should adopt encouraging policies and develop vigorously. The conference market is more complicated, although it has positive significance to promote economic and technological development, but excessive and excessive meetings also have the suspicion of "meeting the mountains and wasting resources". Therefore, economic and trade, technology and academic conferences can give priority to development. Other conferences should be differentiated and restricted. Large scale activities are generally invested by the government. Although they have positive meanings in publicizing the government's image and activating the living atmosphere of the residents, they should be restricted in policy so as to prevent all levels of government from enjoying the good fortune and going astray and wasting their national wealth.
How to deal with the relationship between protecting the national industry and opening to the outside world
This is an important issue for China's MICE industry to adapt to the WTO rules and seek development under the background of international economic integration.
The exhibition industry in China is still a "childish industry". The degree of industrial organization is not high and its international competitiveness is not strong. This is a fact that can not be avoided.
There are many reasons for this situation, including: (1) the reform of exhibition industry is lagging behind, and the pattern of interests in the planned economy system has not yet been lifted. The relationship between government and enterprises in the exhibition industry has not yet been straightened out. (2) the opening of exhibition industry is lagging behind, and the qualification of exhibition companies is still limited, and there is still a gap in the spirit of openness, competition and national treatment advocated by WTO. (3) the policy supply is lagging behind, which leads to the undisciplined Convention and exhibition industry. The main body of exhibition run is mixed up, disrupting the market order and damaging the image of the industry. (4) the development of self-discipline organizations is lagging behind, and the national trade associations have not yet formed.
These problems are caused by historical reasons and can not be completely solved in a relatively short period. China has joined the WTO, opening the market to foreign MICE industry is an inevitable trend. Therefore, coordinating the relationship between the National Convention and exhibition industry and the International Convention and exhibition industry is also a matter that must be carefully considered in policy formulation.
