Recently, reporters learned from many parties that many shoe companies in Zhejiang have begun to consider future countermeasures.
In March 16th, the European Commission announced that it would decide to impose a provisional anti-dumping duty on leather shoes from China and Vietnam for a period of six months, that is, from April 7th, the EU will impose a provisional anti-dumping duty on 4% leather shoes in China and Vietnam, and gradually increase to 19.4% in October.
In March 22nd, the EU executive committee formally decided to levy provisional anti-dumping duties on leather shoes from China and Vietnam for a period of six months.
For such a result, many Zhejiang shoe enterprises have expressed great regret.
Zhu Feng, Secretary General of Wenzhou shoe leather industry association, said through the media: "the export of Chinese footwear products to Europe has been subject to unfair quota restrictions in the EU for a long time. Since the quota was abolished in 2005, the EU has taken anti-dumping measures against Chinese leather shoes. How can Chinese shoes cause damage to the EU shoe industry in half a year?"
Zhu Feng believes that before the initial ruling, the Chinese government, industry associations and enterprises and other parties have made the greatest efforts to negotiate with the European Union. It is regrettable that the EU still takes such measures against all opposition.
For 3 months, the last time to fight for the EU's anti-dumping reasons, Zhejiang's shoe enterprises generally believe that the EU's evidence is insufficient. Zhou Yaohua, vice president of Dongyi Footwear Company, said that although this is expected, what enterprises can do now is to do a good job without damage defense.
Price is below cost and damage to local industry is a necessary and necessary condition for anti-dumping, and the two are indispensable.
In addition, because the differences between the EU member states are large (only 3 countries voted in favour) and the intervention of the central and European authorities, the fate of Chinese shoes remains unchanged before the EU's final ruling in October.
Because there is still a possibility of reversing the situation, many shoe manufacturers and industry associations are still working hard for this matter. Zhu Feng said that in October, the EU made a final ruling to decide whether to levy any tariffs on China's imported leather shoes in the next 5 years, and they would not abandon any possible negotiation opportunities.
In addition, Wei Ya Fei, director of shoe making office of China Leather Association, told reporters that enterprises should be the main body in dealing with anti-dumping.
Although most of the Chinese shoemaking enterprises are private enterprises and lack of experience in dealing with international trade disputes, it is the most sensible way to solve this problem actively.

Zhou Yaohua, vice president of Dongyi Footwear Company, confidently said that enterprises should not rely solely on the European Union's list to eat. The key is to rely on their core competitiveness.
"Now it is a global sourcing and sales network, and EU buyers to China to purchase leather shoes are sold in the world instead of only in the EU. Therefore, the EU's anti-dumping duties may not affect buyers, and we can also develop other markets."
Wu Chunyue, general manager of AOKANG Group Import and export company, said: "anti-dumping is an opportunity for enterprises. AOKANG should speed up the shift from international practice trade to international brand marketing.
We will open brand stores in Europe to enhance the local influence of Chinese leather shoes and change the public opinion that Europe believes that Chinese goods will only sell at a low price. "
Zhu Feng also said that Wenzhou footwear industry started from a small business, and it is 99.99% of the private economy. After many hardships, it has enough ability to resist risks.
"Before the accession to WTO, there are quota restrictions, and our foreign trade has not developed."
I believe that difficulties are temporary.
