Wen Jiabao Attended The Meeting Of The Prime Minister Of The &Nbsp And Proposed 9 Proposals To Enhance Pragmatic Cooperation.

Chinese Premier Wen Jiabao attended the tenth meeting of the prime ministers of the Shanghai Cooperation Organization in St Petersburg, Russia on the 7 day. He made 9 suggestions on strengthening the SCO pragmatic cooperation, including establishing a multi-level and multi-channel financing cooperation system, increasing the financing support for the purpose of regional economic cooperation, and taking positive measures to promote the free flow of goods, capital, technology and services among member countries.

In his speech, Wen Jiabao said that in the past ten years since the establishment of the Shanghai cooperation organization, he has made steady progress towards the goal of safeguarding regional security and promoting common development, creating a political environment of unity and harmony among Member States, forming a strong force to crack down on the "three forces", cutting down economic cooperation and fostering a belief in friendship between generations. These tangible results have laid the foundation for us to join hands today to tackle various challenges such as the international financial crisis and safeguard common interests. At present, the international pattern is undergoing major changes and great adjustments. The SCO should not only withstand severe tests, but also seize opportunities to grow and expand, to benefit the people of the region and make due contributions to the establishment of a just and rational international political and economic order.

Wen Jiabao pointed out that the Chinese side, as the rotating chairman of the SCO, is willing to work with all parties to formulate and implement the plan for the next ten years in the political, economic and cultural fields of the organization. Work together with the member states to make unremitting efforts to achieve the goals and tasks set by the SCO and make new and greater contributions to the promotion of peace and development in the region and the world.

Wen Jiabao put forward the following suggestions on strengthening SCO pragmatic cooperation:

First, seize the cooperation opportunities brought by the economic spanformation of Member States, take positive measures to promote free movement of goods, capital, technology and services among member countries, and further stimulate economic and trade cooperation under the SCO framework.

Second, establish a multi-level and multi-channel financing cooperation system, increase the financing support for regional economic cooperation projects, continue to expand the exchange of local currency and settlement cooperation, and strengthen macroeconomic and financial policy coordination among the member countries.

Third, speed up the interconnection and interconnection of spanportation, energy and communication infrastructure, and lay a solid foundation for economic and trade cooperation in the region.

Fourth, we should promote the application of clean energy such as nuclear energy, solar energy and wind energy, and provide diversified energy solutions for the economic development of member countries.

Fifth, we should improve the cooperation mechanism of grain security through the establishment of SCO seed bank, promotion of fine varieties, strengthening of agricultural technology training, prevention and control of animal and plant diseases.

Sixth, we should strengthen cooperation in science and technology and achieve sustainable development through joint efforts to build cross border economic cooperation zones and new and high technology development zones.

Seventh, we should establish an epidemic notification and joint prevention and control mechanism as soon as possible, and improve early warning and emergency response capabilities for large-scale public health emergencies such as infectious diseases.

Eighth, we should promote exchanges among young people, give full play to their participation in the exchanges under the SCO framework, and do a good job of the SCO's good neighborliness and friendship year, so as to enhance mutual understanding and friendship among the members of the member states.

Ninth, establish closer and mutually beneficial cooperation with observer countries.

The leaders of the SCO member states and observer states actively evaluated the fruitful achievements since the establishment of the SCO, and agreed that the SCO's international influence is expanding and its development potential is enormous. In the face of the current international pattern and regional situation with profound and complex changes, SCO member states should strengthen unity and cooperation, actively promote the construction of the organization, deepen political, economic and security cooperation, build the SCO into a platform for promoting exchanges and cooperation in the region, better safeguard common interests, and play a more active role in promoting peace, stability and development in the region and establishing a just and rational new international political and economic order.
