It can be said that the recovery of the global economy is in urgent need of a shot in the arm of trade liberalization.

At the same time, the Doha Round negotiations were blocked, the multilateral trading system failed, and the importance of WTO in the trade negotiations was weakened and the risk of being marginalized.

To promote free trade, all countries have focused their attention on the regional and bilateral levels. Accordingly, the development of the free trade area has been on the rise.

However, Liang Guoyong also said that East Asia's integration process centered on ASEAN is still advancing steadily. As the largest trading country in the region and the world, China has not been affected in real terms.

Trend drives global trade rules reconstruction

Experts point out that an obvious trend can be seen. Recently, the FTA has covered more and more fields, even far beyond the scope of the WTO agreement, which has the guiding significance of guiding the new rules of Global trade.

Take the Korea us free trade agreement as an example, this large trade liberalization agreement covers a very wide range. On the one hand, the two countries' tariffs are abolished. Take TPP as an example, its core issues include not only the tariff reduction and trade promotion services in most FTA, but also the safety standards, competition policies, technical barriers to trade, food safety, intellectual property rights, government procurement, green growth and labor protection.

Zhang Yunling, member of the Faculty of the Academy of Social Sciences and director of the Department of international studies, said at a seminar at the China international economic exchange center that the US promoted TPP in a high profile because the United States was not satisfied with the multilateral process of international trade, and wanted to establish a new way to promote multilateral development in the future. At the same time, the United States led the development of new rules. At present, the TPP framework has far exceeded the content of the traditional FTA.

Huo Jianguo, President of the Research Institute of the Ministry of Commerce, said that the scope of negotiations for TPP is very large, and that the contents of socialist responsibility and labor standards are beyond the scope of WTO.

Clean energy products and future carbon tariffs and environmental products may be incorporated into the global trade rules.

It is noteworthy that developing countries often lag behind developed countries in areas such as energy conservation and environmental protection. However, whether it can win the affirmation of developing countries remains to be considered, and developing countries will not be easily incorporated into the system.

It is suggested that China should accelerate the implementation of the FTA strategy.

The FTA has speeded up the investment and trade facilitation and market access liberalization of the two parties or parties, but there will be some obstacles to the entry of enterprises outside the region.

From this perspective, other countries are speeding up the construction process of the free trade area, which will impede China's trade and investment to a certain extent.

Take the Korea us free trade agreement as an example, after signing the agreement, American products will face zero tariff when they enter Korea. However, the export of Chinese products to Korea is still facing tariffs, and the tariffs of some products are relatively high.

After the entry into force of the agreement, American products will have an alternative effect on some of China's exports to Korea.

In addition, the signing of the Korea us free trade agreement has enabled Japanese and European enterprises to invest in factories in South Korea in order to enjoy preferential policies for zero tariffs on exports to the US.

To a certain extent, it will hinder the pace of attracting foreign investment in China.

Experts said that in the perspective of global economic integration, regional economic cooperation is a double-edged sword, which should be liberalized internally and externally.

China should play a more important role in the global trading system. This includes efforts to restore the vitality of the multilateral framework, as well as more positive actions at the regional and bilateral levels.

According to statistics from the Ministry of Commerce, China is now building 15 free trade zones with 28 countries and regions in five continents, and has signed FTA agreements with ASEAN, Singapore, Pakistan, New Zealand, Chile, Peru and Costa Rica.

There are 5 free trade zones under construction, namely, China and the Gulf Cooperation Council, Australia, Norway, Switzerland and Iceland.

At the same time, China has completed joint research on regional trade arrangements with India, has concluded joint studies with the Republic of Korea on the FTA, and has joined the Asia Pacific Trade Agreement. Negotiations on the FTA between China, Japan and Korea will also be officially launched next year.

Huo Jianguo said that from a global perspective, FTA is likely to go to extremes, and the EU has become a precedent.

Strengthening regional cooperation is a good thing in opening up the market, but if we go to extremes, it will lead to confrontation in the region. So we must hope that we can return to the multi trade mechanism within 35 years, that is to play the leading role of WTO again, and then form a global open market.

Many experts believe that China should actively respond to the trend of the world free trade area and work out a clearer and more specific strategy and plan for the free trade area.
