    As for the second goal, we can reduce the pension gap between civil servants and employees through participation in the social security system, which is also achieved without the inclusion of civil servants into the social security plan.

    If we think that the civil service pension is too high, we can directly reduce their pensions without having to go around a large circle of social security system.


    Of course, it is very difficult to directly reduce the civil service pension.

    The general public's request to reduce the civil service pension is generally oral, but the civil servants have great incentive to prevent the reduction of the pension.

    For example, not many people will seek government or even sit in and procession every day to reduce civil service pensions, but those retired civil servants may do so in order to safeguard their own interests.

    The reason is that the people are too scattered. Even if they can successfully reduce the 1000 yuan pension for each civil servant, they will not gain much from the personal income of the people.

    But for civil servants, each reduction of 100 pensions will bring about 100 real effects.

    However, if it is so difficult to directly reduce pensions, it will be equally difficult to ask for the reduction of their pensions through the inclusion of civil servants in social security.

    Because the social security system is not so mysterious that it is enough to "confuse" the civil servants and let them ignore their pension changes.


    In order to really reduce the civil service pension, a possible way seems to be gradual.

    That is, like the social security reform that has been implemented, "old people's old ways, new ways for new people": the civil servants who have retired and begin to receive social security have basically maintained their current level, while those who will retire and join the civil service team in the future will gradually reduce their pensions.
