Should Civil Servants Pay Social Security?

With regard to whether the current social security system is robbing the poor and helping the rich, many netizens have raised many questions.

The answer is clear: civil servants should not and need not be included in the social security system.

First look at some background.

As early as March 2010, during the "two sessions", many media were concerned about whether or not civil servants should pay social security.

At that time, the information times of Guangzhou reported that an employee who paid social security payments on the basis of 4000 yuan before retirement had to pay 320 yuan per month for social security and only 1183 yuan a month after retirement (the report did not mention 4000 yuan).

However, civil servants and public servants who do not need to pay a penny of social security at work can receive a much higher pension.

Therefore, even if they have worked as a member of staff for retirement, their retirement benefits are two or three times higher than those of the employees.

Such a situation is indeed unfair.

Under such circumstances, many people want to bring civil servants into the social security system in order to achieve two goals: first, to enrich the existing social security fund, to ease the financial pressure on social security which is increasingly unable to make ends meet; and the two is to let civil servants receive as many pensions as ordinary workers, so as to alleviate the income gap between retired workers and civil servants.

The author believes that these two objectives are the first thing that is not worth pursuing, and the second goal is that we do not need to bring civil servants into the social security system.

To let civil servants pay social security, we have to ask a question.

Therefore, in order to enrich the social security fund and bring civil servants into the social security system, the essence is subsidized by the government social security fund.

However, if we only hope that the government will subsidize the social security fund, there is no need to go around in such a big circle that we can directly inject financial resources into the social security fund.

To make such a circle is to increase the possibility of waste and corruption in multiple turnover.

In fact, the "National Council for social security fund" now has more than 400 billion yuan of funds from central government since 2000.

We assume that if these 400 billion funds are to be paid to civil servants before they are handed over to the social security fund, will they make money more or less? I think the latter is more likely.

Therefore, it is a worthless goal to enrich the social security fund by giving civil servants social security.

As for the second goal, we can reduce the pension gap between civil servants and employees through participation in the social security system, which is also achieved without the inclusion of civil servants into the social security plan.

If we think that the civil service pension is too high, we can directly reduce their pensions without having to go around a large circle of social security system.

Of course, it is very difficult to directly reduce the civil service pension.

The general public's request to reduce the civil service pension is generally oral, but the civil servants have great incentive to prevent the reduction of the pension.

For example, not many people will seek government or even sit in and procession every day to reduce civil service pensions, but those retired civil servants may do so in order to safeguard their own interests.

The reason is that the people are too scattered. Even if they can successfully reduce the 1000 yuan pension for each civil servant, they will not gain much from the personal income of the people.

But for civil servants, each reduction of 100 pensions will bring about 100 real effects.

However, if it is so difficult to directly reduce pensions, it will be equally difficult to ask for the reduction of their pensions through the inclusion of civil servants in social security.

Because the social security system is not so mysterious that it is enough to "confuse" the civil servants and let them ignore their pension changes.

In order to really reduce the civil service pension, a possible way seems to be gradual.

That is, like the social security reform that has been implemented, "old people's old ways, new ways for new people": the civil servants who have retired and begin to receive social security have basically maintained their current level, while those who will retire and join the civil service team in the future will gradually reduce their pensions. If they feel that the civil service pension is too low, they can completely quit the civil service.

Anyway, the income of Chinese civil servants has been on the high side. Any occupation may be short of manpower, but civil servants will not be short of it.

However, the reason why civil servants do not have to join the social security system is that the social security system is not as good as people think.

The social security system can not produce more wealth. It is not that we invest two yuan into it. After a few years, we can get one more yuan.

If the social security system is so magical, we should welcome civil servants to join them so that they can enjoy the benefits together.
