    Due to various reasons, 10 years after the promulgation of the "opinions on deepening the reform of the Cocoon Circulation System", the reform of the cocoon silk distribution system is still in pition.

    At this time, the intertwined of the two systems, the obstacle effect of the old system and the vacancy of the new system have brought about many new problems and contradictions in the whole industry.

    At present, the existing environment of cocoon purchasing market has affected sericulture's sustained, stable and healthy development to a certain extent.

    In the past, "unified purchase, unified pricing and unified management" were implemented. After the reform, a single takeover agent was breached. Under the circumstance of management absence and market operation, a number of purchasing entities often had disorder competition or even vicious competition, that is, individual rationality led to overall irrationality.

    Everyone scrambled for their own interests, affecting the quality of cocoons, causing the cocoon price to rise and fall, and ultimately affected the confidence of enterprises and sericultural farmers.


    After careful analysis, we find that the core idea of the reform of cocoon silk distribution system is to solve the problem of collection and distribution in circulation management.

    We fully accept the acquisition right, that is, the "unified purchase, unified pricing and unified management" in the past, and we put the acquisition right down to market operation.

    It is very likely that fossilized results will arise if they are put in place, and then there will be disorderly competition.

    We have been in the contradiction of collecting and releasing for 10 years. We still haven't gone out of a line that can satisfy both sides of silkworm farmers and silk reeling enterprises. We can see how difficult it is to grasp and measure.


    The focus of the reform of cocoon silk distribution system is the introduction of competition mechanism.

    In the current situation of excess cocoon and silk processing capacity, we should broaden the channels of fresh cocoon harvesting and introduce competitive mechanism, so that enterprises and sericultural farmers can get a more reasonable profit sharing in the appropriate market competition.

    This seemingly reasonable practice will actually have multiple problems.

    First of all, this will make the situation more serious. There will be a phenomenon that the Silk Reeling Enterprises are not enough to eat at the beginning of this paper.

    Secondly, in the process of long takeover and bid purchase, scientific evaluation of cocoon is difficult to carry out, and the method of cocoon evaluation has returned to the original hand valuation visual price status, and high quality and high price can not be reflected.

    The processing links can not be classified and graded according to the regulations, and there is an objective existence of cocoon collecting and cocoon collecting, which has adverse effects on improving and maintaining cocoon quality.


    However, if unified sales and baking and unified allocation are carried out, it is undeniable that the redrying and drying system of fresh cocoons and uniform distribution will ease the pressure on Silk Reeling Enterprises and avoid the disorderly competition in the buyout market.

    It is probably a good way to reform the cocoon silk distribution system by gradually abolish scattered acquisition households and gradually reclaim the qualification of fresh cocoons to some powerful leading enterprises.
