Last month, the labor and social security department in the province monitored the employment situation of 5541 enterprises, and found that there were only 203 enterprises in the abnormal state of operation, 202 of them were discontinued, and 1 were pferred.
169 of the 203 enterprises with abnormal operating conditions are small and micro enterprises.
Huang Yaping, deputy director of the provincial people's insurance office, said that since Zhejiang's small and medium-sized enterprises have been in a predicament, the government has introduced a series of supporting policies such as directional loose monetary policy, structural tax reduction and so on.
From the results of monitoring the employment of enterprises, we can see that the spread of business difficulties of SMEs in Zhejiang has been initially curbed, and the form of production and operation of enterprises has basically remained stable.
Huang Yaping said that the current small and medium-sized enterprises in Zhejiang are facing many difficulties, such as economic downturn, financing difficulties, rising prices of raw materials, appreciation of the renminbi and so on. However, the failure of SMEs and the phenomenon of massive relocation of enterprises have not appeared, and the demand for employment is relatively stable.

In November, through monitoring the key dynamic enterprises of unemployment in the province, we found that the number of employees decreased by 0.19%, of which 0.29% of large and medium-sized enterprises and 0.22% of small and micro enterprises increased employment.
Huang Yaping said, it can be seen that at present, the workforce of all kinds of enterprises in Zhejiang is relatively stable, and the difficulties in production and operation of some small and medium-sized enterprises have not had a substantial impact on employment.
Labor stress decreased for 3 consecutive months.
In November, 1823 enterprises in the province's employment monitoring enterprises said they were "short of work", accounting for 32.9%, which was much lower than the 41.47% in August and 40.17% in September.

Huang Yaping said that from this set of figures, workers with low skill and education background are still the most demanding jobs in Zhejiang enterprises, which means that Zhejiang's pformation and upgrading to high-end industries is a long way to go.
Why is the job shortage in Zhejiang better than last year?
Huang Yaping said that the attractiveness of Zhejiang to migrant workers is still undiminished. Last year, there were 19 million 500 thousand migrant workers in Zhejiang, and 1 million 500 thousand new people came to 21 million this year.
The labor and social security department defines migrant workers aged 16 to 35 as the new generation of migrant workers. Now they account for 60% of the total number of migrant workers.

In previous years, Christmas was the blowout of purchasing power in Europe and the United States. Orders for world factories in Zhejiang increased sharply, and workers were not worried enough. This year, the purchasing power of European and American countries declined, and the foreign trade orders of Zhejiang enterprises dropped sharply. Foreign trade enterprises reduced their production capacity and reduced employment.
Difficult enterprises can be suspended or reduced to social insurance.
To reduce the pressure of labor cost and reduce the number of layoffs, Zhejiang has launched a preferential policy of "five slow four reduction and three subsidy" for difficult enterprises.
Allow difficult enterprises to hold over five social insurance in a certain period, reduce the four social insurance payments made by difficult enterprises, use the funds to promote employment, implement social insurance, post and training "three subsidies" for difficult enterprises, and encourage enterprises to adopt flexible employment and flexible working hours to stabilize the workforce.
