When it comes to the employment of migrant workers, people may soon think of several hot words which are quite exposed recently.

It is difficult to recruit workers, shorten work hours and raise wages.
It seems that the employment of migrant workers has completely become a seller's market, the treatment of migrant workers has been greatly improved, and the situation of enterprises is not easy because they can't recruit workers or the cost of labor is rising. Is it really that simple? With such questions, CCTV's financial channel reporter and Zhang Quanshou, the National People's Congress member with the commander of migrant workers, went into the labor importation province Guangdong and the labor export province Henan to conduct a field investigation.
In February 22nd, the reporter arrived at the training base of a shoe factory in Shenzhen, which is the largest labor dispatching company in Shenzhen. When the family member was named as the commander of peasant workers, Zhang Quan, the National People's Congress, accepted it.
When the reporters arrived at the base, hundreds of employees of Shun Shun company were going to factories far away in Dalian, and Zhang Quanshou was doing the last job training for them.
After the Spring Festival, Zhang had almost never had a day off.
Tens of thousands of migrant workers from all over the country poured into the compound, then trained for two to three days and then went to the factory where they wanted to work.
The reason for such a high intensity operation is that the factory's thirst for workers has reached the level of expectation.
Zhang Quanshou, a fellow townsman in Henan, has opened a small shoe factory in Dongguan, which has been beset by lack of work since the beginning of the year. There are only a few workers in the workshop of hundreds of square meters at Cheng Wei factory.

At present, Cheng Wei's factory lacks more than 1/3 staff. He specially sent two employees to the long distance station to recruit workers, but he has never been able to recruit people.

Cheng Wei (general manager of Dongguan Hongwei shoes company): I feel that a labor intensive industry is not very attractive to employees' wages, the second is not working long hours, and third feels tired every day.
Although Zhang Quanshou also wants to help Cheng Wei, he has already made the first strategic change, that is, only to pick up big bills, not to meet individual customers.
Zhang Quan received (NPC chairman, Shenzhen Shun Shun Human Resources Inc chairman): now my customers have at least got more than a thousand people, usually three thousand five thousand, less than one hundred people at all.
In addition to the scale of employment, Zhang Quan also requires that the minimum wage of the employing enterprises must reach 2300 yuan per month, which is also a hard nut to crack.

In fact, for the new generation of migrant workers who have a growing proportion of 80 and 90, apart from wage standards, they also have their own standards for the industry and work intensity.

Zhang Quanshou gradually realized that the new generation of migrant workers who had fully integrated into the modern society must have great differences with their parents.
And they have accounted for seven or eight of the total staff, so Zhang Quanshou has to face up to their needs and realize his second strategic pformation.
At the same time, there is a shift from the east to the West and from the south to the north.
In the dormitory of Xinzheng Industrial Park, we met with Xiao Han from Shangqiu, Henan. He had worked in Shenzhen before and chose to return home for employment this year.
Xiao Han (Xinzheng industrial park staff): Henan workers are relatively close at home. If there is something in the family, they can go back in advance. Whenever they go home, it will take two days or three days to get home.
It's two or three hours now.

Xiao Han gave us an account. Because the cost of travelling near home and the low price level in Henan, the last money saved was not much worse than that in Shenzhen.
Affected by this, in 2011, the rural labor force in Henan province pferred 12 million 680 thousand people and exported 11 million 900 thousand people outside the province.
Taking Zhang Quanshou's hometown of Zhumadian as an example, the number of local businesses has doubled over the past five years, which has even forced Zhang to accept the idea of moving his headquarters to Henan's hometown, which has become the third strategic pformation he will soon make.

At the end of last year, we counted up to 2 million 400 thousand.
However, the employment outside the province has decreased significantly, and the rate of reduction has been greatly reduced.
1 million 470 thousand of them were arranged by Zhumadian itself.
Therefore, another part of it goes to about 900000 other provincial cities in Zhengzhou, so there are actually only a few hundred thousand actually.
New generation of migrant workers: eager to integrate into urban life
A survey released by the all China Federation of trade unions in 2011 showed that among the 150 million migrant workers who worked outside the country, 60% of the new generation of migrant workers accounted for about 100 million, of whom 67.2% were higher educated or above, 18.2% higher than the traditional migrant workers.
The growth experience and life ideal of the new generation of migrant workers are very different from those of their parents. Over 90% of them do not want to go back to their old villages and become the townspeople.
Zhang Jinbiao, 39 years old, is a material worker of a steel structure construction company in Baoshan District, Shanghai. His daily job is to load and unload, send and receive raw materials of steel coil.

This room, which is only five or six square meters, is provided by the company free of charge, though not large, but a family of three can live together.

It is hard for them to live together in Shanghai for three families.
In 2000, Zhang Jinbiao worked in Shanghai from his hometown of Anhui. Most of the family members were separated from each other.
In 2011, Zhang Jinbiao, a prominent performance worker, was selected as an excellent migrant worker in Shanghai. According to the policy of Shanghai, the account of Zhang Jinbiao family can be directly settled in Shanghai.

We see that the employment outlook of the new generation of migrant workers has changed dramatically compared with their parents. Therefore, in recent years, recruitment difficulties and labor shortages have appeared in some areas.
In the past, enterprises waiting to come home began to dig around, and business owners began to complain that new generation of migrant workers were not good at waiting. The shortage of labor was spreading from the east to the central and western regions.
Does this mean that the employment of migrant workers is no longer difficult? I think the answer is No.
There is no fundamental change in the relationship between supply and demand of labor force. The main reason for the shortage of labor is the mismatch between labor quality structure and market demand, which shows that workers' skills are not compatible with job demands, and the demand for labor and labor supply do not match.
Therefore, even in areas where labor shortage occurs, there is a far cry from the difference between a job and a desirable job for migrant workers.
There are many factors such as personal expectations, social posts, job opportunities and training opportunities.
Not long ago, the employment promotion plan (2011-2015 years) approved by the State Council pointed out that during 12th Five-Year, the total pressure of labor supply exceeding demand continued to increase, and the average number of labor force needed for employment in cities and towns was 25 million, an average annual increase of 1 million over the period of 11th Five-Year, and a considerable number of surplus agricultural labor force needed to pfer employment.
Another prominent problem is the structural contradiction of employment.
On the one hand is the shortage of migrant workers, on the one hand, it is difficult for university students to get employed.
Migrant workers and college students, the most concerned groups in these two job markets, feel the cold and warm in the job market, which best explains the structural contradiction of employment at present.
The deeper reason is that China's economic structure is in urgent need of adjustment, and its industrial pformation and upgrading are lagging behind.
This year's government work report, in addition to stressing that we should do everything possible to expand employment, has also proposed to focus on supporting modern service industries, innovative technology enterprises and small micro enterprises with large capacity to create more jobs.
We believe that only by solving the deep-seated contradictions in the economic system can we fundamentally solve the employment problem, and more talents are expected to make a gold bowl.
