Only when the government is pformed into a service-oriented government, can we ensure the equalization of public services and the protection of citizens' property and political rights.
The core issue of government pformation and governance reform lies in reshaping the relationship between the government and the market.
At present, in China, it is a fundamental direction to strengthen the government's public service function, to give full play to the basic role of market competition and resource allocation, or to strengthen the direct control of the government on the economy.

In my view, the role of the government in the future should be to create an environment conducive to the pformation of the economic development mode instead of the main body. The protagonist should be an enterprise, and the government should create a good policy environment and legal environment to promote the pformation of the mode of economic development.
At the same time, we should reform the system and standard of cadre performance appraisal.
GDP should not be regarded as the only index. Instead, we should focus on how to save energy in a certain place, how well the green economy and circular economy have been made, how low carbon economy has been and how well the people's livelihood project has been made.
At the same time, we should break away from the superstition of the state-owned economy and vigorously develop the mixed ownership economy.
In the market economy, all kinds of economic components are in progress, retreat, existence and death. This is the law of the market economy, and it is also a normal phenomenon.
The key is not to link the proportion of the state-owned economy and the private economy with ideology, and to make the so-called "state economy is socialism, and the non-state economy is not socialism".

To correctly locate the central government, it has been put forward that it is very correct to centralization of limited state capital in the fields and industries of national security and the lifeline of national economy.
The state-owned economy can not be positioned on the basis of the ruling of the Communist Party of China.

In order to avoid the fact that some people think that the decline in the proportion of public ownership is not a dispute over socialism, I suggest that in the future policy documents of the central government, the "public sector of the economy" should be changed to "taking the public sector of the economy as the dominant factor".
We should vigorously develop the mixed ownership economy and form a pattern of state-owned economy and non-public ownership in which you have me, I have you, depend on each other, promote each other and develop together.
Of course, in the fields of education, health, housing, social security and so on, the government should increase investment in public services and accelerate the reform of education, culture, health and other systems, effectively improve the efficiency of government investment, attract private capital into the field of public services, break the malpractice of public institutions in the form of public service payers and providers, improve the competitiveness of public services, and improve the efficiency and quality of public services.
Wu Jinglian: now there is a view that China's economic reform has basically been achieved, but political reform still needs to be worked hard.
I think this is overestimating the achievements of economic reform.
In fact, many of the requests of the previous Party congresses and the plenary session of the Central Committee for economic reform have not been realized.
In the future economic reform, we must first curb the momentum of "going back to the country", continue to push forward the layout adjustment of state-owned economy, and strive to break the administrative monopoly and complete the socialized pformation of state-owned enterprises' property rights.
For state-owned enterprises responsible for the provision of public goods and quasi public goods, special corporate law should be enacted to regulate their behavior and put them under strict supervision.
At the same time, we must speed up the reform of land property rights system, endow farmers with complete land and property rights, and ensure that "sleeping assets" such as contracted land and homestead owned by farmers can become mobile capital and increase farmers' property income.
Abandoning the government's administrative intervention in market prices and establishing the market on the basis of the rule of law is a major task of economic reform.
If the acquaintance market in the early narrow scope can be maintained by human relations, the modern market with a wide range can only be built on the basis of rule of law.
Therefore, it is imperative to build a country under the rule of law and achieve just enforcement.
