In order to help us better understand the compilation of the outline, our reporter interviewed Wang Tiankai, President of the China Textile Industry Federation. He asked him to elaborate on the process and intention of the research and compilation of the outline, and how to implement the outline.

Reporter: please introduce the formation process of the outline.

Wang Tiankai: the outline research started in 2009. The promotion of specific work can be divided into four stages.

The first stage is the preliminary research stage.

In October 2009, under the auspices of president Yu Yu Zhou, the research work of the outline was officially launched.

The planning department of the Federation was responsible for taking the lead, formulated the preliminary research work plan, and arranged 19 preliminary research topics, including the international environment, domestic demand market, resources and environmental conditions, the target system of the powerful nation, the focus of scientific and technological innovation, and the development ideas of different industries.

The Ministry of industry, the Ministry of science and technology, the Ministry of information and other professional associations participated in the preliminary research work, submitted research reports and accumulated a lot of basic materials.

The second stage is the formal development of the powerful nation and the in-depth research stage.

In March 2010, on the basis of a large number of preliminary studies on the situation facing the industry, we made a preliminary analysis and judgement on the situation faced by the industry. The outline focused on the four strategic priorities of building a strong textile country, namely, building a strong textile technology country, a strong brand country, a strong power for sustainable development and a powerful country for talents.

The four major strategic priorities put forward the first concrete interpretation of the connotation of the textile power, the decomposition of the task of building a powerful country, and the direction and focus of the research work of the outline.

In accordance with this basic idea, the Federation has identified five major projects, namely, general outline, scientific and technological outline, brand outline, sustainable development outline and talent outline, which are divided into two parts. The work plan is carried out in parallel. The implementation of the research work is carried out by the planning department, the Ministry of industry, the Ministry of science and technology, the Ministry of information, the clothing association, the educational institute and the engineering society.

In the meantime, relevant units held conferences for many times to conduct thematic discussions and extensively consulted experts from all sectors of the industry.

After more than a year's efforts, the research outline of the outline has matured, and five major projects have initially formed a research report that is more formal and more complete.

Among them, the development of science and technology development ideas and priorities earlier in the industry to form a consensus, the research report is relatively mature.

In November 2010, after the direct guidance of President Du Yuzhou and vice president Xu Kunyuan, the textile industry "12th Five-Year" outline of scientific and technological progress was compiled and finished, and the Federation officially released it.

In addition, the Federation and relevant professional associations also supported the Ministry of industry and information technology in formulating the "12th Five-Year" development plan for the textile industry, chemical fiber industry and industrial textiles in the light of the basic ideas and preliminary research materials of the outline, and assisted the national development and Reform Commission in formulating the regional structural layout planning. The professional associations of cotton spinning, home textiles, textile machinery and other professional associations have also compiled and promulgated the "12th Five-Year" development outline or guidance of their respective industries, and the preliminary work of the outline has achieved initial results.

The third stage is the compiling stage of the outline.

Before the end of 2011, after the general meeting was changed, it was necessary to grasp the link between the four specific outlines and the "12th Five-Year plan" to enhance the scientificity, systematicness, guidance and practicality of the outline. It provided guidance for the work of the Federation to "focus on the center and serve the overall situation", and set up a compiling group composed of the Ministry of industry, the planning department, the Planning Institute and the information department, and organized the relevant units to discuss the relationship between the five major topics from the perspective of the compilation of technology. Finally, the Federation decided to work out a unified compilation and unified publishing method of "one class, four articles".

In December, the outline of the outline was formed, and it was approved by the third session of the Federation. It was prepared to be released after appropriate modification.

The fourth stage is deepening and revising.

Since 2012, President Du Yu Zhou has reorganized and revised the outline of the outline, determined the development ideas and key points of textile power, compiled a large amount of data and made a detailed measurement of the major development goals, deepened the situation judgment and guiding ideology, and personally wrote the outline of the outline of the outline.

The outline of the five major themes in the early stage has been studied repeatedly, and the number of manuscripts has been revised. The draft outline of the outline was revised more than ten times according to various opinions.

The compilation of the outline is based on the experience of the Federation in the field of service and management for many years. Wang Tiankai: the outline is the first ten year long and medium term development plan released by the textile industry, and it spans the two planning periods of "12th Five-Year" and "13th Five-Year" in time.

The textile industry takes the ten years as a whole as an overall consideration, and compiling the outline of development, mainly considering the last ten years development cycle that China has entered into the strategic goal of building a well-off society in an all-round way.

In the past ten years, it is also a very special and critical stage of development. It is of great significance to make overall plans for the development of the industry from a long-term perspective.

Based on the macro background of building a well-off society in an all-round way, the outline puts forward ten years to realize the pformation of China from a textile power to a textile power, mainly based on the following three considerations:

First, clear the way of thinking, clear the direction, and promote the industry to better grasp the strategic opportunities for the next ten years.

Since the international financial crisis, the situation at home and abroad has been extraordinarily complex and changeable, and the risks and challenges faced by the development of the textile industry are increasing.

At the same time, we should also see that in the next ten years, our country is in a critical period of building a well-off society in an all-round way. This basic fact determines that the textile industry is still in an important period of strategic opportunity that can make great progress.

The people's expectation of better material and cultural life, the deepening of industrialization and the interrelationship between textile and other industries will continue to provide more room for development of the textile industry. The industry is fully qualified to achieve a higher level of development.

The compilation of the outline focuses on the strategic development period of the next ten years. In the context of building a well-off society in an all-round way, the new situation at home and abroad and inside and outside the industry has made a more scientific and detailed judgement. On the basis of this, it is proposed that we should strive to create science and technology, independent brand, sustainable development and new advantages of the talent team, enhance the core competitiveness of the industry, and realize the requirement of building a strong country from big to strong and winning the initiative of competition.

This will effectively guide the textile industry to have a more overall and forward-looking understanding of the development situation, clarify the development ideas, grasp the direction of development, and clarify the development tasks, which is of great significance for promoting the whole industry to actively adapt to the new changes in the situation, seize the important strategic opportunities for the next ten years and achieve a higher level of new development.

As a basic consumer goods industry, the textile industry has always been a pillar position in the cause of building a well-off society in an all-round way, playing an important role in people's livelihood and playing an advantageous role in international cooperation and competition.

In accordance with the strategic plan for building a well-off society in an all-round way, the next ten years will be the process of pformation and upgrading of the textile industry, which will continue to be promoted and deepened. The "12th Five-Year" and "13th Five-Year" will be two stages that are complementary and complementary.

The state has made arrangements for the development tasks of the textile industry during the "12th Five-Year" period. In 2011, the Ministry of industry and information technology formulated and promulgated the "12th Five-Year development plan" for the textile industry. From the perspective of policy guidance and policy protection, the textile industry's ideas and priorities for accelerating pformation and upgrading and achieving healthy development during the 12th Five-Year period were put forward.

In the process of compiling the outline, the Federation fully comprehended the spirit of the 12th Five-Year plan and absorbed the development objectives and key tasks of the plan.

The Federation collects a large amount of data and designs a powerful country target system including indicators such as total amount and internal and external demand, and uses various methods to calculate the stages of the 12th Five-Year and 13th Five-Year targets. After many rounds of amendments, President Du Yuzhou has invested a lot of energy in this aspect.

However, in the published version of the outline, the contents of development goals are relatively simple and quantitative indicators are relatively small. Most of the vacancies in 13th Five-Year are mainly due to the fact that the outline is a guiding document for long-term development in the past ten years, and is based on the direction of the situation to guide the future development of the industry. In the next ten years, the situation at home and abroad is still very complex, and there are many factors that are difficult to foresee.

In order to avoid the limitation or misleading of the quantitative indicators for the development of the industry, the Federation, after repeated discussions, decided to take the result of the target calculation only as a reference and guidance for the research and determination of the key tasks, and to simplify the objectives of the main body of the outline and to improve it.

In the process of implementing the "12th Five-Year" development plan and the outline, the Federation will make amendments and supplements to the development goals of the industry in light of the actual situation, and timely study, calculate and supplement the development target system and quantitative indicators of the "13th Five-Year" period.

Wang Tiankai: the outline is an industry guidance document. I put forward four points for the implementation of the Outline:

First, it is hoped that the units, local and enterprises of the Federation will deeply understand the spirit of the outline, learn the contents of the outline, and actively carry out the propaganda work of the outline so as to make the outline play an important role in the whole industry to play a unified thinking, clear the way of thinking and clear the way.

Two, it is hoped that all professional associations and local governments will enrich and supplement the development plans of various industries and local textile industries during the "12th Five-Year" period according to the development ideas and general directions put forward in the outline and their actual situation, so as to better guide the development of the industry and ensure that the textile industry achieves the expected development results during the "12th Five-Year" period.

Three, it is hoped that all units in the Federation will continue to deepen the research on the development of textile power in the process of implementing the outline, and take the outstanding issues in the outline as a major long-term and long-term issue, continue to carry out in-depth research, closely integrate the work practice with the implementation of the outline, pay attention to changes in the situation at any time, find problems in time, study in time, and timely put forward a comprehensive program for the outline.
