In April 15, 2010, the European Commission announced the Effectiveness Report of the European Union's rapid warning system for non food dangerous products (RAPEX) in 2009.

The survey shows that products that pose serious risks to consumers

    Bulletin

Toys, clothing, textiles and appliances and cars account for about 2/3 of the total.

    Issued by RAPEX

    Dangerous consumer goods

The announcement increased from 1866 in 2008 to 1993 in 2009, including the effective monitoring of market monitoring measures in member countries, the more proactive attitude of EU enterprises, and the strengthening of cooperation between EU and third countries in monitoring the market.

The largest number of products were toys (472 cases), clothing and textiles (395 cases) and automobiles (146 cases), accounting for 60% of all the bulletin in 2009.

Appliances ranked fourth (138 cases), cosmetics fifth (86 cases).

The 5 most frequent risks of notification were chemical (493 cases), injury (405 cases), asphyxia (261 cases), electric shock (214 cases) and bundle (182 cases).

These five kinds of risks account for 82% of all risks.

Part of the notification contains more than 1 risks, so the number of notified risks is greater than that of dangerous products.

In 2009, all European Union countries announced the dangerous products through the RAPEX system. The most widely reported countries were Spain (220 cases), Germany (187 cases), Greece (154 cases), Bulgaria (122 cases) and Hungary (119 cases).

In 2009, serious risk notification was issued through the RAPEX system, of which 901 resulted in mandatory preventive and restrictive measures imposed by the national authorities, accounting for 53% of the total.

Measures include selling, notifying consumers, removing products from the market, recovering products or refusing to import.

In the 752 notification cases (44%), the operators voluntarily adopted preventive and restrictive measures.

In 3% of cases, the operators took voluntary measures to complement each other with compulsory measures.

In 2009, a number of notified cases involved specific product risks, one of which was related to products containing two methyl fumarate.

In 2009, it was found that shoes and seats that were sold in France, Poland, Sweden and the United Kingdom contained DMF which caused damage to consumers' health and triggered multiple product recovery.

In March 2010, the European Commission promulgated resolution 2010/153/EU to ensure that products containing DMF could not appear in the EU market.

The European Commission said in its RAPEX report that it has strengthened cooperation with China's General Administration of quality supervision, inspection and quarantine in 2009.

As the industry consolidates and strengthens testing and quality assurance, the quality and safety of products continue to improve.

The report points out that most of the dangerous products announced by RAPEX are from outside the EU, especially in the mainland of China.

The mainland and Hongkong are referred to as the source of more than half of the notified products (60% or 1013 Bulletin).

Other sources of notification products include Turkey (48, 3%), Taiwan (36, 2%) and the United States (33, 2%).

Report and reference to the "RAPEX- China" online system, which enables the EU and China's product safety agencies to pmit data regularly and regularly.

The health and Consumer Protection Agency of the European Commission provides information on Mainland consumer goods to the General Administration of quality supervision, inspection and Quarantine of China, which is found to be at risk and has been removed from the EU market by member state authorities.

The report points out that traceability is the biggest challenge in the operation of the RAPEX- China system.

Of the 1007 cases, 253 (25%) of China's General Administration of quality supervision, inspection and quarantine failed to identify responsible mainland companies and failed to take appropriate restrictions.

However, the report also pointed out that some of the products investigated by the general administration were made by Chinese mainland companies according to the improper specifications provided by the EU importers.

In addition, in many cases, the EU importers did not specify safety requirements, did not require tests before the products were shipped, or did not require inspection and approval before delivery of dangerous goods to the European Union.
