    According to the Ministry of Commerce, China has a trade surplus with 175 trading partners in 2011, accounting for 73% of all trade partners. The US and Europe are the main source of surplus in China.


    Although the trade surplus is related to China's position in the global industrial chain, it is reasonable. But the huge trade surplus has made China the world's worst trade frictions. Western developed countries are also pressing China to increase imports and RMB appreciation.


    At present, the prospect of the European debt crisis is unpredictable, and the global economic recovery is weak. China's expansion of imports to narrow the trade surplus is a necessary measure to avoid the loss of foreign exchange reserves caused by fluctuations in the international financial market.


    According to statistics from the Ministry of Commerce, China's foreign exchange reserves are as high as 3 trillion and 200 billion US dollars. Since the beginning of reform and opening up, China's total trade surplus has reached US $1 trillion and 600 billion, accounting for about half of its foreign exchange reserves.


    In recent years, China's trade surplus has continued to decrease. China's Ministry of Commerce predicts that the foreign trade will achieve a basic balance this year, with a slight surplus, and the surplus will be narrowed further than last year.


    Although China's foreign trade balance has improved, Chen Deming stressed that strengthening imports is not a temporary expediency, but an objective need to promote the internal and external equilibrium of China's economy.     During the "12th Five-Year" period, economic restructuring is an important part of China's transformation of the mode of economic development. At present, the development of the central and western regions, the people's livelihood and emerging industries are new highlights in China's economic growth, but many key parts and equipment still need to be imported. "Expanding the import of equipment and products with high technological content and added value will help to promote the adjustment and upgrading of industrial structure." Li Jian said.


    Expanding domestic demand, especially expanding household consumption, is also an important goal of expanding imports. Li Jian said that reducing the import tariffs of some daily necessities, such as meat, dairy products, cosmetics and clothing, which are closely related to people's lives, can meet the increasing living needs of ordinary people and increase the stimulating effect of consumption on economic growth.


    Chen Deming said that at present and in the coming period, while maintaining steady growth in exports, China will attach more importance to imports, appropriately expand import scale and promote a basically balanced foreign trade.


    We should improve the level of import facilitation, implement the preferential policies of state charging enterprises, strictly implement the public announcement system of charging items, clean up unreasonable charges in import links, and further standardize the charging behavior.


    To promote the convergence of imports and domestic circulation, encourage domestic commercial enterprises to act as agents for foreign brands of consumer goods;


    We should actively promote investment and trade promotion activities, improve imports of public services, and support countries and regions with larger trade deficits with China to hold exhibitions such as commodity exhibitions and fair talks.


    To strengthen financial and tax support and financial support, China's Ministry of Commerce will cooperate with relevant departments to conscientiously implement the import and export policies of finance, taxation and finance.


    It is understood that China's imports of goods amounted to US $1 trillion and 740 billion last year, and it has become the second largest importer in the world.
