Recently, the people's Government of the Xinjiang Uygur Autonomous Region formally promulgated the "opinions on accelerating the development of Xinjiang's clothing industry" and put forward 22 policy measures involving four aspects of investment, development, capital, finance, taxation and talents.

In the new stage of the new era, vigorously developing the labor intensive clothing industry with large employment capacity, low resource consumption and low pollution level is the need to improve the textile industry chain in Xinjiang and revitalize the textile industry in Xinjiang. It is the need to play the regional advantages of Xinjiang and expand the market of China's clothing exports to Central Asia and other markets. It is the need to show the spirit and the style of the people of all ethnic groups in Xinjiang with the guidance of modern culture, and is the need to expand employment, enhance the endogenous driving force of Xinjiang's economy and promote the long-term stability of the society.

According to the opinion, by 2015, the garment processing industry in the autonomous region has achieved sales revenue of more than 10 billion yuan, total trade volume of clothing 85 billion yuan (including export volume), and employment of 300 thousand people; more than 5 enterprises with annual sales revenue exceeding 100 million yuan, and over 30 million enterprises with annual sales revenue exceeding 30 yuan.

By 2020, the garment processing industry in the autonomous region achieved sales revenue of more than 30 billion yuan, with an annual average growth rate of over 20%; the total trade volume of clothing was 160 billion yuan (including export volume), and 500 thousand people were employed; more than 3 enterprises with annual sales income exceeding 500 million yuan, more than 10 enterprises with annual sales income exceeding 100 million yuan, and more than 10 million yuan of annual sales income were established; creating famous brand names or well-known trademarks in China, 5~8; cultivating or introducing 3 enterprises in the listed enterprises; and establishing 3~5, a state-level enterprise technology center.

Xinjiang has become the most influential garment production base in Western China and the bridgehead to the West export. It has formed a more complete garment trade logistics center and built Urumqi, Kashi and other places into Western China clothing production base and distribution center in the Central Asia, Western Asia and Russia.

To achieve these objectives, the autonomous region will take the following policy measures:

First, encourage Xinjiang garment enterprises to invest and develop.

For a garment production project with a total investment of more than 30 million yuan in Xinjiang or a technical renovation project registered by the industrial and commercial enterprises registered in Xinjiang for over 10 million yuan, after the completion and commissioning of the project, the finance of the autonomous region will be subsidized by 10% of its investment in production or process equipment, with the maximum limit of 10 million yuan.

Government procurement actively supports the development of Xinjiang garment enterprises.

Supporting industry associations and domestic and foreign organizations to build a public service platform for the garment industry, providing subsidies for the establishment of public service institutions related to the apparel industry in Xinjiang, including product R & D, testing and quality services, brand cultivation and incubation, education and training, and information services; and supporting garment enterprises to implement "two integration" and improve the level of application of information technology.

Support and organization of garment enterprises in the region to participate in overseas and domestic exhibitions, provide subsidies for garment enterprises to develop central Asian and Russian markets and other exhibitors, and invest in factories or marketing outlets in the region.

Transport subsidies for Xinjiang clothing products.

Before the national policy is promulgated, we will use the highway pportation of all kinds of clothing products from Xinjiang to enjoy the financial and freight subsidy from the autonomous region.

Three is to strengthen financial and tax support.

We will continue to implement the relevant policies and regulations of the people's Bank of China on the issue of interest rates on loans for national trade and special needs commodity production.

The preferential interest rate policy for the production of ethnic minority clothing enterprises and the ethnic trade enterprises selling ethnic minority costumes in the ethnic trade counties during the period of the "12th Five-Year" period will be given to the listed companies designated by the people's Republic of China for 2.88 years.

At the same time, we should establish government guidance funds for clothing industry development, guide all kinds of social capital to invest in garment industry, support and encourage clothing enterprises to list on the inside and outside the country, give a certain amount of financial reward to the successful listed garment enterprises; support the clothing enterprises to adopt multi-channel financing through issuing corporate bonds and collecting small and medium-sized enterprises' bills, etc., and support the guarantee institutions to expand the scope of secured collateral for clothing brand enterprises, and effectively solve the problem of loan difficulty for garment enterprises.

We should actively support the large-scale development of garment backbone enterprises, improve the service mechanism, innovate credit products that conform to the characteristics of garment enterprises, meet the financing needs of small and medium-sized garment enterprises, make full use of foreign exchange loans and trade financing, and actively support the development of export-oriented garment enterprises.

The garment enterprises in the autonomous region will be exempt from the 5 year share of the enterprise income tax from 2011. They will be exempt from 5 years of property tax and urban land use tax on their own land. During the period ~2015 2011, after the joint recognition of major technological pformation, expansion of scale, production process innovation and extension of the downstream industry chain by the finance and taxation departments of the autonomous region and the competent industrial authorities of the autonomous region, they will continue to be exempt from the 5 year share of the enterprise income tax.

In the process of restructuring and restructuring, garment enterprises can pfer all or part of the physical assets and their associated claims, debts and labor force to other units and individuals through merger, division, sale and replacement.

In addition to the commodities listed in the catalogue of import commodities that are not exempt from domestic investment projects, the import equipment and the imported technology and fittings and spare parts according to the contract shall be exempted from import duties.

The clothing enterprises invite graduates from polytechnic schools to sign a labor contract for more than 1 years and pay the social insurance premium according to the regulations. The basic old-age insurance, basic medical insurance and unemployment insurance premiums paid by the enterprises shall be granted the social insurance allowance for a maximum of 3 years. Partial subsidies for the social insurance premiums paid by the graduates of the secondary and technical secondary schools shall be partially granted, and the duration of the subsidy shall be consistent with the actual performance period of the labor contracts, and the maximum period shall not exceed 3 years.

Enterprises absorb employment difficulties, and provide the social insurance premiums for the longest 3 years to the three basic social insurance premiums, such as basic old-age pension, basic medical insurance and unemployment insurance.

The new employment of Xinjiang laborers will give the social insurance premiums of the longest 3 years to the basic old-age insurance premiums paid by enterprises.

Support enterprises to recruit minority workers.

The garment enterprises that obtain loans, newly recruited three prefectures in southern Xinjiang, ethnic minority secondary and technical secondary school graduates or female secondary technical secondary school graduates, can enjoy a discount of 50 thousand yuan loan amount per person per year. The discount period is the same as the actual performance period of the labor contract, and the longest period is not more than 5 years.

Women establish or engage in the garment industry and enjoy the financial discount policy of small secured loans.

All kinds of Vocational Colleges and educational institutions in the autonomous region are training skilled workers for clothing enterprises and garment industrial park enterprises in three southern prefectures.

Garment enterprises are encouraged to carry out pre employment training for new recruits, training of skilled workers in on-the-job training and training of highly skilled personnel, and subsidies should be given to qualified personnel according to the relevant vocational training subsidies of the autonomous region.

Encourage the autonomous secondary vocational schools to set up professional education for clothing majors, and enjoy the tuition free tuition policy for clothing majors in secondary vocational schools.
