This day, in Baotou, Inner Mongolia, "the third national textile Standardization Technical Committee of the textile technology sub committee was established." by the China hemp textile industry association formally took over the standard work and set up a new working team, and the linen textile industry standard opened up a new chapter.

Xu Jixiang was appointed director of the new standards committee of the spinning and weaving industry.

The meeting also announced a new member of the Standardization Technical Committee of the linen textile division, commending the advanced collective and advanced workers of the previous Committee, and deliberated the third statute of the technical standard committee of the hemp spinning fabric and the working rules of the Secretariat, and discussed the adoption of the work plan plan of the new standard committee.

In the past, only the textile standards of the Asian (big) hemp industry and ramie industry began, and from the establishment of the third Standardization Technical Committee of linen textiles, it will be absorbed into the jute industry, so as to improve the standard system of the whole hemp industry.

Actively promoting standardization application

Xu Jixiang stressed at the meeting that the plan for the standard work of the hemp textiles has been deliberated and adopted, and that it must be carried out in an organized and step by step manner.

He put forward three points: first, we must be bold in reforming and innovating standard work.

The standards that have been carried out in the past should be seriously investigated and sorted out, and the revised standards need to be revised and arranged in a timely manner. The new standards that need to be increased should be urgently increased and everything should be subordinated to the actual needs of the production of the textile industry.

In order to give full play to the role of each member of the Standardization Technical Committee of the hemp textiles, and to improve the working efficiency of the standard, we should divide the standards of the textile industry standards of sub (big) hemp, ramie and jute into several specialized groups, such as: hemp yarn group, linen fabric group, hemp dyeing and finishing group, hemp equipment group, Ma Jia Textile Group, hemp knitting group and linen garment group.

Second, we must adhere to the advanced scientific standard of the standard of hemp textiles.

Practice shows that the standard level is too high for enterprises to fail to get rid of the practical application; otherwise, the standard level is too low, and enterprises are easy to achieve, which can not reflect the advanced role.

The so-called advanced scientific level refers to the international advanced level of the industry and the advanced level of the country, and the level reached by 50% enterprises can be achieved through hard work.

The establishment of standard work is a systematic and complex project. We must adhere to the standard scientific and normative guidelines, go deep into the investigation and research at the grass-roots level of the enterprise workshop, track and understand the production process, familiarity with the technological process, grasp the universality and particularity and regularity, and combine the point and the surface to make a careful assessment and analysis of the high, medium and low standards of enterprises in different regions, do a good job of comprehensive balance, and grasp the sufficient basis.

To realistically achieve the unification of "ten aspects", namely, unified formulation of standard methods, unified formulation of standard names, unified formulation of standard scales, unified formulation of standard grades, unified formulation of standard contents, unified formulation of standard level, unified formulation of standards, trial, unified formulation of standard evaluation, unified formulation of standard issuance and unified formulation of standard acceptance.

Third, to strengthen the leadership and actively promote the standardized application of the textiles.

Setting standards is only a prerequisite, and application standards are the key.

Only by application can we stand the test of practice, it is a good criterion to enhance the standard quality so that we can play a standard role in order to improve economic efficiency.

For this reason, we must grasp the standardization application.

First of all, strike iron must rely on its own hardness. We hope that all the members of the Standardization Technical Committee will be able to unite and overcome difficulties and make joint efforts to standardize the application of hemp textiles.

At the same time, the standard work involves a wide range and high requirements. It is a technical, professional, policy, mass, practical, legal, social and other relatively strong work. We need to renew our ideas, learn new knowledge, raise new levels and adapt to the new situation.

Xu Jixiang also analyzed the current economic performance of China's Hemp textile industry.

He said that from a longitudinal analysis of the linen textile industry situation, this year's economic indicators declined compared with last year. From the horizontal observation, the hemp textile industry is better than the cotton textile industry and the wool textile industry, but there is still a gap compared with the clothing industry.

He provided five sets of data: 1~5 months, the country's 276 above scale hemp textile enterprises totaled 15 billion 400 million yuan of gross industrial output value, an increase of 13.13% over the same period last year, the growth rate was 27.97 percentage points lower than that of the same period last year. The industrial sales value of 14 billion 900 million yuan, an increase of 13.37% over the same period last year, has decreased by 31.08 percentage points compared with the same period last year. The total profit has been 634 million yuan, an increase of 5.46% over the same period last year, and the growth rate dropped by 97.90 percentage points compared with the same period last year.

The 7 categories of products, such as luggage, footwear, toys, furniture and plastic products, increased by 7.7%, accounting for 19.5% of the total value of exports. The growth rate was 0.3 percentage points lower than that of the same period last year.

The third group is the import and export situation of the national flax industry: 1~5 months, the total import amount of flax fiber, yarn and fabric was 102 million US dollars, down 50.44% from the same period last year, the growth rate dropped 117.88 percentage points compared with the same period last year. The total export amount of flax fiber, yarn and fabric was 235 million US dollars, down 9.54% compared to the same period last year, the growth rate dropped 48.04 percentage points compared with the same period last year.

The fourth group is the ramie industry import and export situation: 1~5 months, ramie fiber, yarn and fabric total import amount of $4 million 630 thousand, an increase of 14.41% over the same period last year, the growth rate increased 10.99 percentage points compared to the same period last year; ramie fiber, yarn and fabric cumulative export amount of 180 million US dollars, the same ratio decreased 9.49%, the growth rate decreased 76.49 percentage points compared with the same period last year.

The fifth group is the import and export situation of the national Jute Industry: 1~5 months, jute fiber, yarn and fabric total import amount of US $49 million 180 thousand, down 10.89% compared with the same period last year, the growth rate decreased by 50.59 percentage points compared with the same period last year. The cumulative export amount of jute fiber, yarn and fabric was US $1 million 120 thousand, a decrease of 13.50% compared with the same period, and the growth rate increased by 51.96 percentage points over the same period last year.

Shortage of foreign demand and urgent need for domestic demand

"The debt problem of the major developed economies is serious and the demand of the international market is insufficient, which leads to the shortage of orders and the difficulty of raising the price of the products."

Xu Jixiang said, "the task of pformation and upgrading of domestic industry is arduous."

In addition, over the past 3 years, China's labor wages have increased substantially, and labor cost has become an important factor affecting the competitiveness of China's export of hemp textiles.

Forecasting the trend of the linen textile industry in the second half of 2012, Xu Jixiang said that from the perspective of demand for linen textile products, due to the uncertainty of the European sovereign debt crisis, the EU unemployment rate is high, and consumption lacks fundamental impetus, and demand growth will be weak for a long time.

Although the international market is improving, there are many uncertainties. For example, there are many unstable factors in the US and Japan.

In the second half of the year, the overall situation of the linen textile industry is advancing steadily, and there are risks at the same time. It is necessary to improve the risk control and response capabilities, expand the domestic demand market with great potential and increase the market share of domestic demand, which is the top priority of the industry.
