In 2009, after learning that Taiwan's shoemaking industry was transferring its demand to the mainland, Zhoukou City was keen to see that the shoemaking industry was very consistent with the industrial development orientation of the local populous city. Through relevant departments, Lin Zhaojie, then the chairman of the Taiwan Footwear Industry Association, was contacted and invited to visit Zhoukou.

"After traveling around the world, we finally settled in Zhoukou. Zhoukou is rich in human resources, has obvious advantages in transportation, and the enthusiasm of leaders at all levels in Zhoukou has also moved us. Taiwan shoe enterprises regard it as a base for industrial transfer. Thirty years ago, Guangdong shoe industry, thirty years later, Zhoukou shoe industry will become a world-class manufacturing base." Lin Zhaojie, who has visited Zhoukou for five times, announced his predictions to the media many times.

Focusing on the issue of "what Zhoukou industry needs, what may be transferred from developed regions, and what we can undertake", Zhoukou City seized the opportunity of coastal shoemaking enterprises transferring to the mainland, resolutely determined the strategy of "building a shoemaking base and building a shoe city in the middle of China", carried out major investment promotion activities, and scientifically prepared the Development Plan of Zhoukou Footwear Industry Export Base (2010-2012), We issued preferential policies to promote the development of the shoe industry and gave strong support.

Entering the Fugou Baochang Shoes Co., Ltd., nearly 2000 workers in the three floors of the factory are busy at their posts. The thriving production scene is inspiring.

Taiwan Baocheng International is currently the world's largest brand footwear manufacturer. In December 2009, the person in charge of Baocheng visited Fugou County and invested heavily in the construction of Baochang Shoes. More than four months later, Fugou Baochang Shoes Co., Ltd. was put into operation, and its reputation was "Zhoukou Speed".

At present, Baochang Shoes has an annual output of 6 million pairs of high-end shoes such as Reebok and UGG, with an annual output value of 350 million yuan. In the first half of this year, it earned 23 million dollars in foreign exchange through export, becoming the leading export enterprise in Zhoukou's footwear industry. "To build a new shoe city in Fugou, 30000 people will be employed," said Ren Jianling, manager of Baochang Shoes.

As a Taiwan funded shoemaking enterprise settled in Zhoukou earlier, Xihua Kaihong Shoes Co., Ltd. has exported all brand shoes such as "TARGET" and "SEARS" since it was put into production at the end of 2008, with an annual export earnings of 20 million dollars. At present, the second phase project of Kaihong Shoes is under intensive construction. Five new production lines will be launched, new shoe villages, packaging and logistics projects will be built, and Kaihong Enterprise Group will be established.

Agglomeration effect leads the leap

The rapid development of Taiwan funded shoemaking enterprises such as Kaihong Shoes and Baochang Shoes in Zhoukou has attracted more shoemaking enterprises to come to Zhoukou and also attracted upstream shoemaking enterprises to stop. At present, Zhoukou has initially formed a footwear industry cluster led by Fugou Baochang Shoes, Xihua Kaihong Shoes, Luyi Xianglong Shoes and Huaiyang Yatai Shoes.

On April 18, 2010, the Zhoukou Municipal People's Government and the Taiwan Footwear Industry Association signed the Memorandum of Investment Cooperation, attracting more Taiwan funded shoemaking enterprises to transfer to Zhoukou. On October 27 of that year, the "Henan Footwear Industry Export Base" was listed in Zhoukou, marking that Taiwan's shoe industry has achieved in-depth docking with Zhoukou.

In the past three years, Zhoukou footwear industry has developed by leaps and bounds. Zhoukou's footwear products have become a major exporter in the city, accounting for half of the footwear products exported in Henan Province.

Since this year, Zhoukou has taken a new step in undertaking the overall transfer of shoemaking enterprises. Shenzhen Longgang Shoes Industrial Park with a total investment of 12 billion yuan was settled in Xihua County; Aokang Shoes Project with a total investment of 460 million yuan was settled in Shangshui County.

According to the plan, by 2020, Zhoukou City will be built into an export-oriented city integrating footwear industry The "Central Shoes City" with international influence integrating production, R&D and trade of supporting equipment will have more world famous shoes "made in Zhoukou".
