(two) improve the subsidy policy of sericultural farmers.

The district government has formulated a series of policies and measures to mobilize the enthusiasm of sericultural farmers.

For newly planted mulberry farmers, mulberry seedlings are provided free of charge by the government, and the cocoon yield is up to the prescribed requirement. The annual subsidy is 200 yuan per mu, and the subsidy is 4 consecutive years.

To implement fertilizer subsidy, silkworm farmers should pay fertilizer according to the standard of 20 yuan per mu. The district finance will be cashed in 20 yuan per mu according to the standard matching subsidy. In addition to the acquisition of cocoon market by sericulture companies, the district government will subsidize 6 yuan per kilogram of silkworm cocoons.

A subsidy of 10000 yuan per 1 new breeding rooms and 1 outdoor silkworms shed a subsidy of 1000 yuan. The newly built greenhouses are equipped with 2 sets of cardboard grid clusters for 200 yuan.

The implementation of pest control and unified disinfection mechanism is fully implemented to subsidize the artificial wages of professional teams in the streets and townships. The total subsidy is 40 yuan, and 20 yuan for each outdoor silkworm shed.

For those who sold cocoons 50, 100 and 200, they gave 500 yuan, 1500 yuan and 3000 yuan reward respectively.

For example, in 2011, the purchasing price of cocoons from all over the country dropped significantly, and our district still carried out the purchase price of 26 yuan per kilogram, which was higher than the 5 yuan per kilogram around the city and effectively protected the local market.

Three, emphasize science and technology, and continuously improve the benefits of planting mulberry and raising silkworms.

Relying on the technology of Southwestern University and Sichuan silk school, we invite experts to serve as technical advisors of enterprises, and carry out technical consultation activities in a timely manner.

Under the guidance and strong support of Southwestern University, the City cocoon silk office and the sericulture station, the enterprise has explored a "six and five matching" technical route for mulberry cultivation and silkworm cultivation, which is suitable for planting mulberry and silkworm in Qianjiang. It is popularized as a "Qianjiang experience" in the city.

The six is the standardization of silkworm variety, the standardization of mulberry garden management, the specialization of small silkworm breeding, the simplification of large silkworm shed, the automation of grid cluster cocoon, and the unification of disinfection and disease prevention.

Five matching, that is, a silkworm rearing family (3 mu of mulberry garden, 3 silkworms, 1 outdoor greenhouses, 1 disinfecting ponds, 1 sand storage pits, 1 qualified silkworms, and 2 sets of cardboard Fang Gecu).

A total of 300 special breeding rooms for small silkworms were set up, and the total breeding rate reached 100%. More than 1.8 outdoor silkworms were built, and about 4000000 pieces of cardboard square clusters were popularized. The good clustering rate reached 100%.

The continuous introduction of professional and technical personnel in sericulture has effectively improved the technical service level of sericultural scientific and technological personnel in our region. Over the past few years, a total of over 20 professionals have been introduced.

At the same time, we must pay close attention to the construction of three levels of technical teams in townships, villages and groups. The key towns of sericulture are equipped with cocoon production guidance stations. Key villages and groups have set up central technicians, professional disinfection teams and professional co education teams so as to realize the specialization of seed supply, disinfection and co education, and ensure the continuous and healthy development of sericulture industry. Zhang Ping's yield and cocoon quality have been steadily increasing.

(three) strengthening technical training.

A sericulture teaching and training demonstration base with sericultural technology training, sericulture research, high-yield demonstration and comprehensive development has been established.

Through the demonstration of teaching bases, the level of planting mulberry and raising silkworms has been improved significantly.

It has been named as "outstanding private enterprises in Chongqing", "Chongqing municipal agricultural industrialization leading enterprises", "Chongqing forestry leading enterprises", "Chongqing poverty alleviation and development of municipal leading enterprises", "Chongqing comprehensive agricultural industrialization development key leading enterprises", and "Chongqing 30 leading enterprises of agricultural industrialization leading enterprises".

In 2011, the company achieved sales revenue of 180 million yuan and realized profits and taxes of 18 million 830 thousand yuan.

In order to develop cocoon silk processing, the company set up Shuanghe silk factory in 2008. The first phase project invested 36 million yuan, and it was put into operation in May 2009 to solve 250 jobs.

In 2011, we produced more than 10 kinds of silk products from Wuling Mountain, producing 570.9 tons of white silk and 4980 quilts of bedding silk. The output value is 180 million yuan.

In the next 5 years, the Qianjiang district will strive to build 100 thousand mu of high-quality and high yield mulberry fields, realize 150 thousand tons of cocoon production, and vigorously develop the cocoon and silk processing industry, and strive to build "Qianjiang Tongxiang Silk Industrial Park", and strive to build the largest well-known Chongqing silk producing and exporting base in Qianjiang.

In 2011, the Qianjiang district government reached a cooperation agreement with 8 enterprises such as Zhejiang Dayang Industrial Co., Ltd., Zhejiang DSM biotech Co., Ltd., Tongxiang Datong industry and Trade Co., Ltd., and launched the construction of Qianjiang Tongxiang silk industrial park.

The industrial park is based on Shuanghe silk factory, Chongqing Qianjiang sericulture Co., Ltd., with a total investment of 2 billion 500 million yuan.

After reaching the design scale, it can produce more than 4A tons of white silk 1000 tons, high-grade silk, 10 million silk and silk.

4 million pieces, 1 million sets of silk knitted garments and 500 thousand quilts of silk, and actively carry out the comprehensive utilization of by-products of filature, processing 1200 tons of silkworm chrysalis annually, extracting 300 tons of silkworm chrysalis oil, achieving 5 billion yuan in annual output value, 100 million US dollars in export earnings, 500 million yuan in profits and taxes, providing more than 10 thousand jobs, and promoting 30 thousand farmers to increase incomes and get rich.
