    "Textile industry is a pillar industry of Xinye's industrial economy. There are 136 cotton enterprises in the county, 1 million 700 thousand spindles and 2973 looms. The head of the relevant department of the county said that since the beginning of this year, the profits of enterprises have been greatly reduced and the production and operation difficulties have been greatly reduced due to the domestic and foreign cotton price differentials and the market environment. The county has 77 Textile Enterprises Limited production, accounting for 57% of the total number of enterprises; 53 enterprises stop production, accounting for 39% of the total number of enterprises.


    Zhang Xianshun, general manager of Henan Ping cotton textile group, said that the financial crisis sweeping the globe, coupled with the widening of the domestic and foreign cotton prices, the rising cost of labor, the sharp decline in external demand and the undesirable domestic demand, made the textile industry an unprecedented predicament. Persistence is the only thing that enterprises can do now. Shutting down means losing customers and losing the market, which means withdrawing from the industry. Good breeds do not make money, and the varieties that earn money do not work well. A profitable variety is either technically difficult or urgent, or small batch, and it is more and more difficult for enterprises to maintain.


      Crux: two track distribution system


    Shao Jiaxiang, President of Nanyang Textile Group, thinks that the price difference between domestic and foreign cotton is too large, the competitiveness of China's textiles is weakened, the transfer of export orders and the surge of imported yarn are the main reasons for the difficulty of textile enterprises. The crux lies in the current dual track cotton circulation system. The cotton circulation system, which coexists with the market, has enlivened the market as well as the disorderly competition in China's cotton circulation market and the low quality of cotton.


    From the perspective of supply and demand of cotton, the upstream is a planned economic system, and the downstream is a market economic system. In the future, cotton prices are unknown and supply channels are unpredictable. Downstream cotton companies are like blind people riding blind donkeys. Future development plans are hard to formulate. The two systems are not docking, cotton prices fluctuate, ups and downs, enterprises are difficult to grasp, in a wait-and-see mentality, cautiously cautious. Zhang Xianshun said, although the new cotton has been listed, cotton farmers are reluctant to sell cotton prices, and cotton companies are reluctant to accept the high cost. Cotton textile enterprises are much more reluctant to buy cotton than foreign countries. The whole industry can not be sustained, stable and healthy development. The price of grain and cotton is unreasonable, and there is no enthusiasm for planting cotton, and cotton farmers are reluctant to sell. How can we protect the interests of cotton farmers?

There were two kinds of prices for cotton, namely, the storage price and the market price. First, a cotton supply base of 60 thousand tons of processing capacity was set up in Xinjiang to meet the requirements of the production of medium and high grade products. The spinning department uses 25% of the machines to make special products with better profits, weaving and purchasing conventional yarns which are relatively cheap in the market to meet the needs of producing ordinary fabrics. In this way, the profit level of the fabric is guaranteed, and the fast delivery time is satisfied. When the order is insufficient, the company will supplement the large road variety and the raw material processing. This year, in the extremely difficult situation of the industry, enterprises still maintained normal production.

    Faced with the predicament, Nanyang textile enterprises implement "tap the potential and reduce consumption, save and increase efficiency" measures.
