Liu Zhigeng answered questions from reporters in three aspects: Dongguan's current situation, pressure and development ideas.

Prior to two days, CCTV reporters also went deep into the functional departments, enterprises and town streets of our city to learn about the situation.

CCTV plans to launch a 3 Episode series on the news broadcast program on the theme of "double pfer" and "realizing the dual pformation of economy and society". It will cover cities such as Dongguan, Foshan, Huizhou and Yunfu, and Dongguan will be reported in the first episode.

Under the current situation, the weakness of advantages is becoming more and more obvious. What is the motive force of Dongguan's industrial pfer?

Liu Zhigeng said: "in the past 30 years of reform and opening up, Dongguan's gross domestic product has been growing at an average annual rate of 18%.

But in the resources and environment, management costs, social harmony and other aspects also paid a heavy price, some deep-seated contradictions become increasingly prominent.

One is the gradual weakening of the "double advantage effect", and the other is the "double marginalization dilemma" gradually emerging.

Liu Zhigeng said that this reflects the fact that our city is at the low end of the international division of labor industry chain, the lack of core technology and the weakness of core industries.

Irrational industrial structure, resulting in a series of problems, such as resources, environment, population and social management, has become the root cause of many development difficulties in Dongguan.

"We must speed up the pformation of development mode, adjust and optimize the industrial structure, upgrade the industrial level, and shift the labor-intensive and low-end industries through" cage changing birds "to make room for development and attract and undertake high-end industries and talents.

Some cadres and masses believe that industrial pfer will lead to relocation of enterprises, collective economic decline and lower income of the masses. It is worried that the difficulties of industrial substitution will affect Dongguan's industrial supporting advantages and lead to Industrial Hollowing.

According to the current fiscal and taxation system, the village (Group) has not participated in the tax sharing and has no direct benefit.

Over the years, the village (Group) has relied on the development of labor-intensive industries led by foreign capital, and has obtained land pfer income, property rental income, foreign exchange retained income, and management services charges, supporting the rapid development of the rural collective economy and maintaining the normal operation of the rural grass-roots units.

At present, nearly 70% of the labor intensive industries in the city are concentrated at the village level.

The promotion of industrial pfer may lead to a reduction in the first level of the village income in a certain period of time, but the social public expenditure and welfare dividends are difficult to reduce, so the village level is lack of enthusiasm for the industrial pfer.

The three is the main body of the market.

The main body of promoting industrial pfer is enterprises.

Many enterprises in our city have been accustomed to traditional OEM production for a long time, and their capital, technology and talent base are weak, and their pformation and upgrading capabilities are not strong enough.

Liu Zhigeng said, first of all, we must unify our ideological understanding, and strive to eliminate the vague understanding of the cadres and masses in the adjustment and upgrading of the industrial structure, and urge the cadres and masses in the city to reach the following consensus: the adjustment and upgrading of the industrial structure is the core task of Dongguan's implementation of Scientific Outlook on Development; if we do not actively adjust the industrial structure today, we will be adjusted by the industrial structure tomorrow; we will take the lead in opening up the road of pformation and development, and be a good leader in scientific development, which is the ardent hope of the central government and the provincial government for Dongguan.

Secondly, we should do a good job in pilot projects.

The city has chosen 5 towns, 32 villages (communities), 3 industries and 24 enterprises to carry out industrial structure adjustment and upgrading pilot projects, and solve problems in a demonstrative way, so as to provide experience for the city's overall industrial structure adjustment and upgrading next year, and enhance the confidence and determination of the cadres and the masses in the feasibility of industrial pformation and industrial pformation.

Thirdly, plan well and implement step by step.

Study and formulate policies to promote the pfer of labor intensive and low value-added enterprises; study the establishment of industrial pfer compensation and incentive mechanism, and adjust the tax benefit sharing to mobilize the enthusiasm and initiative of the town and village to promote industrial pfer.

Finally, we should further manage the industrial pfer park.

At present, our city has built 8 town level industrial pfer parks outside the city, with an investment of nearly 4 billion yuan.

Next, we plan to work with Huizhou to build a municipal industrial pfer park with a capacity of about 10 square kilometers.

We should coordinate the scientific layout of industrial layout in mountainous areas and Eastern and western regions, and strive to make the park a distinctive industrial pfer base combined with the special industries such as furniture, wool, clothing, footwear, toys and electronics in our city.

First, the pfer park with rapid development and efficiency will be selected as the provincial demonstration park.
