Since 1990s, it has emerged as a new economic form in some areas where the market economy is active, pportation and communications are relatively developed in Guangdong, also known as the cluster economy. It has the distinct characteristics of small products, big markets, small enterprises and big industries.

As a member of the Pearl River Delta region, Heshan has also embarked on the development of specialized towns and industrial economic industrial clusters since the late 90s.

It is reported that today's Heshan industry covers 28 industries, including printing, textile and garment making, shoes making, electronic and electrical appliances, chemical industry, hardware and stainless steel manufacturing six big industries become a pillar, and form a certain scale of industrial production system, "industrial cluster" this new term is more and more used to introduce the new characteristics of Heshan industry.

Heshan's "11th Five-Year plan" report said that Heshan has now formed three major industrial clusters: footwear industry cluster, hardware and bathroom industrial cluster, printing industry cluster.

An introduction to Heshan industry in 2005 shows that Heshan footwear enterprises are mainly distributed in two towns, namely Sha Ping and Ya Yao, and Sha Ping is also regarded as a professional shoe town in Guangdong province.

According to the statistics of Heshan footwear industry association in 2005, Heshan has 363 footwear and shoe manufacturing enterprises, with 60 million pairs of shoes and 2 billion 500 million yuan annual output value, accounting for 12% of the total industrial output value of Heshan.

Hardware and bathroom manufacturing enterprises are mainly located in the site town. The total development history is only 10 years, but there are more than 200 hardware and bathroom enterprises, forming a relatively complete industrial chain of "raw material supply - parts production, sanitary ware manufacturing and terminal products production and marketing", showing strong accumulation trend and better development prospects.

The printing industry is mainly distributed in the two towns of ancient Lao and Ya Yao, with nearly 200 enterprises and 28 thousand employees.

In 2005, the total value of printing industry in Heshan reached 2 billion 760 million yuan, and the total output value of printing enterprises above designated size was US $1 billion 340 million, accounting for 14% of the total industrial output value of the city.

In this Heshan industrial cluster, the cluster effect of the footwear industry and printing industry is particularly obvious. In 2008, Heshan was awarded the title of "Guangdong men's shoes production base" and is now declaring the title of "China's men's shoes production base".

In 2005, the total value of Heshan's print exports ranked third in the whole province, ranking first in the country's printed products export at county level.

In August 2005, at the seminar on how to develop the Pearl River Delta into the world printing center in Dongguan, Heshan became the only county-level city invited.

In 2006, Heshan was awarded the title of "China printing industry base". In 2008, the National Printing Industry Symposium was held in Heshan.
