Under The Dual Pfer Strategy, Can Hong Kong Enterprises Return To Life?

"Hongkong catch a cold, Guangdong has a cold", whether the disease of Hong Kong enterprises is useless, can the Hong Kong enterprises under the dual pfer strategy be reborn?

Under the eyes of countless eyes, Guangdong and Hong Kong joined hands to seek a new round of common prosperity between Guangdong and Hongkong.

Li Xiaohui, director of the economic and Trade Department of the Guangdong provincial government development research center, said in an interview with our reporter that the province proposed "double pfer of industries and labor", that is, the overall consideration in the whole province. It is a move to seek the restructuring and pformation of Guangdong's industrial structure.

Li Xiaohui disclosed that the Guangdong provincial foreign trade and Economic Cooperation Department is working with the Ministry of Commerce to study the "processing trade restriction catalogue" restriction. The industrial base in the north of Guangdong Province is weak. The policy is expected to partially relax and pfer some restricted industries to northern Guangdong.

As for the upgrading and pformation of enterprises, the provincial government offices and bureaus have devoted great enthusiasm to guiding enterprises to upgrade locally.

30 years after the establishment of the Dongguan Taiping handbag factory, the Hong Kong enterprises built nearly 10 factories in the Pearl River Delta, and to a large extent created the status of China's "world factory" in Guangdong.

"Guangdong's economic take-off depends on the large-scale northward advance of Hong Kong enterprises."

Li Xiaohui, director of the economic and Trade Department of the Guangdong provincial government development research center, admits the contribution of Guangdong enterprises to Hong Kong.

But in the past two or three years, the port enterprises following the old development mode are facing a series of changes. The Pearl River Delta is increasingly strained in land resources, the cost of labor and raw materials is rising, and the international economic stagnation brings about slowing down of external demand.

More than 40 years ago, the "four dragons" of Japan, more than 20 years ago, have experienced the elimination, pfer and upgrading of low-end industries.

The closure and relocation of some enterprises in the Pearl River Delta region is a necessity for regional market development rather than a single policy or a single price factor.

"Guangdong's total economic volume first exceeded Taiwan last year, and has grown to the middle and later stages of industrialization. Under such circumstances, Hong Kong enterprises and local enterprises must change at times, otherwise they will not be able to be independent."

Li Xiaohui said.

Guangdong's local enterprises and Hong Kong enterprises are facing the same predicament. The province proposes "double pfer of industries and labor", which is a comprehensive consideration in the whole province and seeks for a step in restructuring and pformation of Guangdong's industrial structure.

Supporting pfer is no easy task. The provincial mediation policy is partially relaxed. In order to adapt to the changes in the international and domestic situation, Guangdong urgently needs to pform and upgrade the economic structure, but it also needs to prevent a large number of enterprises from moving out in a short time, resulting in the hollowing out of the industry.

At the same time, the problem of unbalanced regional development in Guangdong province is very prominent. Compared with the Pearl River Delta, the non pearl area accounts for less than 1/10 of the economic proportion of the province.

Therefore, Guangdong has invested heavily in pushing forward the "double pfer" strategy, with the aim of stimulating economic development in the eastern and western parts of the world and the economic development in the Pearl River Delta.

But policy promotion can not replace the choice of the market. Facts have proved that some industrial pfer industrial parks in Guangdong province have increased the cost caused by the lengthening of logistics and raw material supply chain, offset the cost reduction brought by preferential policies, and some industrial pfer industrial parks have not been successful.

Zhu Minghong, vice president of the Guangzhou Academy of Social Sciences, pointed out that Guangdong is now ready to carry out parallel pfer of two huge industrial pfer industrial parks in the East and West wings and North Guangdong. Although this can temporarily relieve the difficulties of Hong Kong enterprises, large-scale pfer is by no means an easy task.

"The Pearl River Delta port enterprises have formed a perfect industrial chain. Unless the whole industry is relocated, otherwise, even if they move to a land rich resource and low labor cost, enterprises will still be unable to survive, and it will be difficult to build competitive advantage if they live."

The relocation of the entire industry is undoubtedly a huge project for hundreds of factories and is hard to put into practice.

Industrial pfer has its inherent power. For example, Hongkong's Li Wen paper factory opened in Dongguan. Recently, it invested 20 billion to move to Tengxian, Guangxi. The local government allocated 180 thousand square meters to build factories.

"The reason why the paper industry is willing to vote for 20 billion to Guangxi is that the government's support is secondary. The fundamental reason is that the rich forestry resources are in line with the vision of the enterprise development."

Zhu Minghong pointed out that "resource-based enterprises such as paper industry are easier to pfer than enterprises relying on industry matching, but resource based enterprises are rare in the Pearl River Delta."

Another threshold for industrial pfer is the "restricted list of processing trade" issued by the Ministry of Commerce last year.

According to this catalogue, many restricted manufacturing industries can not be pferred in Guangdong province.

Li Xiaohui told our reporter that Guangdong and the central government have mentioned many times that the industrial base in the north of Guangdong Province is weak, and whether the policy can be loosened, so that some restricted industries can be pferred to northern Guangdong.

At present, the Guangdong Provincial Department of foreign trade and economic cooperation is conducting a study with the Ministry of Commerce, which is expected to partially relax.

To upgrade enterprises, we must have a series of policies of "innovation impulse" to encourage innovation and upgrading. Because China's processing trade enterprises do not have "pricing power" in the international market, the export price of Chinese traditional products is only 1/12 of the US, and is often constrained by the US and EU anti-dumping policies.

Experts from Guangdong and Hong Kong's official and research enterprises are convinced that the pformation and upgrading of enterprises is a good solution.

In the view of Xu Fengxian, a regional economic research expert of the Chinese Academy of Social Sciences, only upgrading pformation and developing core technology can help to get rid of passivity.

The state and Guangdong have devoted great enthusiasm to the upgrading and pformation of enterprises and guided enterprises to upgrade on the spot.

According to Li Xiaohui, the state has set up a home appliance research institute, specializing in the development of refrigerators, computers and other professional public technology.

Guangdong Province recently set up Industrial Technology Research Institute, funded by the government to set up R & D platform, and issued a series of policies to encourage enterprises to innovate independently.

But the problem is that SMEs do not have R & D strength, and the government may consider promoting the integration of SMEs resources.

Hong Kong enterprises have made 30 years of processing trade on the basis of abundant resources. It is not easy for them to pform their own research and development independently.

In fact, the number of port enterprises in the Pearl River Delta is numerous, but there are few R & D enterprises.

These enterprises are adhering to the business practice of "being mature but not living". It is difficult for a shoe maker to turn him into an electronics industry.

Zhu Minghong believes that pformation and upgrading must first depend on whether enterprises have "innovation impulses". If only the government promotes, there is no impulse to innovate.
