Sun Ruizhe: 2008 is an extraordinary year. China's textile and garment industry is facing unprecedented pressure.

This year, the Chinese textile and garment industry should establish a confidence that the fundamentals of industry development have not changed.

Confidence comes from two aspects, one from international demand.

Many people say that international demand is declining.

The western market suffered the biggest loss should be the middle class, the consumption level of the middle and high-end level has been greatly affected, and a lot of consumption has shifted to the middle and lower end. If it was "W" type before, that is, the middle, the high and the low end all performed well, then it is now a "M" type, that is, the basic consumption surface has not been destroyed, but the consumption structure has changed and shifted.

Domestic demand from two aspects, the first is the development potential of industrial textiles, the three fields of textile industry, the demand for industrial textiles will continue to increase, the consumption of textile fiber for industrial use only accounts for 15% of the total, and the western countries generally account for more than 1/3.

Second is the growth of China's total retail sales, from the reform and opening up to 10% per year.

With the increase in investment in infrastructure and the introduction of measures such as stimulating domestic demand and increasing farmers' income, the total consumption of social goods will continue to grow, and the development potential of industrial textiles will also be excavated.

The national development and Reform Commission and the Ministry of industry and information technology have listed our textile industry as a pilot industry for social responsibility.

At the same time, commissioned by the national development and Reform Commission, the Textile Industry Association launched a thematic research on labor contract law and industry development.

The practice of social responsibility in the textile industry is also incorporated into the implementation of Scientific Outlook on Development's typical case base.

CSC9000T is also included in the industry standard.

The NDRC has also included social responsibilities in the industry access norms. For example, the access to the printing and dyeing industry should be implemented according to CSC9000T.

We carried out the implementation of CSC9000T in China Apparel Association, vice president of China Textile Association and enterprises of national textile product development base.

According to the method of self assessment, expert evaluation and expert reappraisal, it is expected that the "10+100+1000" project will be successfully completed in the first half of 2009.

It should be said that the "10+100+1000" project is a large quantity of work. So far, 200 enterprises have followed up the construction of CSC9000T system, and nearly 20 thousand managers and staff representatives have received training.

Together with the International Labour Organization and the United Nations Industrial Development Organization, the social responsibility project of China's textile enterprises has been jointly launched. The project has conducted on-site training and work guidance in 3 industrial clusters, and has made a very good response in terms of labor productivity, occupational health and safety, human resources and management.

In collaboration with the European Trade Association, more than 3000 managers and staff representatives of thousands of enterprises were trained.

In terms of environmental protection, because ISO14000 did not propose a specific environmental system guidelines, CSC9000T (2008 Edition) adopted a system plus criteria for environmental elements.

System plus criterion is to require enterprises to formulate environmental protection policy and establish environmental protection management system.

The second is to put forward four kinds of core norms to prevent and control pollution. These four core norms are sorted according to the urgency of our industry in environmental protection.

Energy saving, consumption reduction and emission reduction are the biggest problems for the textile industry.

Therefore, we put pollution prevention in the first place. Preventive measures ranked second, promoting circular economy in third and reducing greenhouse gas emissions in fourth place.

In the field of fair competition, it emphasizes the integrity culture and system construction, which is extremely important for the healthy development of the market.

We also regard voluntariness, equality, fairness and integrity as the core of business philosophy and corporate culture.

Specific product safety and consumer protection, anti-corruption and commercial bribery, respect for intellectual property rights and supply chain management are specified.

This is in complete agreement with the United Nations Global Compact and other international conventions.

Sun Ruizhe: the disclosure of corporate information based on openness and pparency is the essential connotation and inherent requirement of corporate social responsibility. The disclosure of social responsibility information in the form of social responsibility report becomes the requirement and embodiment of market civilization.

The social responsibility reporting system is to build trust and confidence among stakeholders through the disclosure of information.

Trust is to reduce or cancel factory inspection. Confidence is to enhance our stakeholders, improve consumer loyalty to our enterprises and products, and ultimately bring business benefits to enterprises, at the same time, promote the establishment of a good market order.

This year's annual social responsibility report also changed the old form, that is, the release of the report in the first half of second years, rather than at the end of the year, so that we can have a better review of the work of the previous year.

This social responsibility report is China's, and probably the only, industrial responsibility report in the world.

Why do we need to launch a corporate social responsibility report?

Because of different enterprises, different products and different scales, corporate social responsibility has different emphasis.

The comprehensiveness of the outline lies in its emphasis on the concept of big social responsibility, not only emphasizing the protection of laborers' rights and interests and labor relations, but also emphasizing product safety and consumer protection, energy conservation and emission reduction, environmental protection, supply chain management and fair competition, community development and social welfare.

The source of basic performance is China's laws and regulations and the international conventions approved by the Chinese government.

Comparability is the same enterprise in different years for the same index can be compared, different enterprises can compare the same index.

Practicality is reflected in the combination of industry characteristics, such as indicators of energy conservation and emission reduction and product safety indicators.

Report the application group, first of all, participate in the implementation of CSC9000T, second are listed companies in the industry, the third is the annual competitiveness of the textile and apparel industry, the top 500 enterprises in the industry, and the leading enterprises in various industries.

For the social responsibility report, in accordance with international practices and norms, we require the enterprises to publish the report to carry out an independent third party audit, and the China Textile Industry Association will endorse and endorse it on the basis of auditing.

In the process of compiling the report, the China Textile Industry Association will also provide expert guidance.

At present, two enterprises of Jiangsu red bean group and Beijing copper cattle have taken the lead in preparing the report.

At the same time, ten enterprises such as "Tiansheng", "Tianhong" and "Huafu" have committed themselves to become the first batch of enterprises to publish social responsibility reports. They are excellent enterprises in various fields of textile and garment industry, and hope more enterprises will join in the release of social responsibility reports.

The social responsibility system is the only way to develop textile enterprises. "Textile and clothing weekly": CSC9000T has gradually strengthened its foundation and is steadily implementing the plan in the whole industry.

In the future, what plans will the association have in the construction of social responsibility system?

Sun Ruizhe: it is not enough for the association to accomplish such a large project with its own strength. More than 50 experts from SGS, DNV, TUV NORD and other institutions have been trained as CSC9000T trainers and appraisers.

At the same time, we help enterprises to train more than 130 internal auditors of enterprises, and can carry out CSC9000T system maintenance in enterprises.

In 2009, we should first complete the "10+100+1000" project and extend the social responsibility to the retail industry as we now have many excellent brands extending to the retail sector, so we need to extend CSC9000T to the retail sector.

Now, with the European Trade Association, we have begun to recognize the mutual recognition of the system. We need to closely coordinate CSC9000T with the relevant systems in the world.

The development space of the industry is still vast, and the establishment of Scientific Outlook on Development is the inherent requirement of the sustainable development of the industry.
