China'S Ministry Of Commerce Implements Export License Management For 50 Kinds Of Goods This Year.

The procedures for the examination and approval of the application of the ninth certification bodies for export licenses are: 1. The examination of the online application: the staff of the certification authority shall click through if the audit meets the requirements; if the requirements do not meet the requirements, the reasons for not passing shall be indicated once in the examination opinion column of the application form, and the clicks shall not be passed.

Chapter fourth the issuance of export licenses. Tenth issuing agencies shall issue export licenses within 3 working days from the date of receipt of the application.

(eleventh) the issuing authority shall issue an export license on the basis of the application form of the official seal and the identity document of the certification officer.

Article twelfth the certification authority shall collect the certificate fee according to the provisions of the charging license and the charging standard issued by the State Development and Reform Commission.

Fifth chapter thirteenth the use of export licenses. Thirteenth issuing agencies can issue export licenses for the next year since December 10th of that year. They should be marked in the notes column for the next period of January 1st.

The validity period of fourteenth export licenses shall not exceed 6 months, and the expiration date shall not exceed December 31st of that year.

The export license should be used within the validity period, and it will be invalid after the expiration of time, and the customs will not release it.

The Ministry of commerce can adjust the validity period and application time of certain goods export licenses according to specific circumstances.

Fifteenth units and individuals may not alter the contents of the license without issuing the export license.

In case of need to change or postpone, the issuing authority shall accept the application submitted by the operator during the validity period of the export license.

(Sixteenth) the extension of the export license granted by the export quota or approved quantity of the year shall not exceed the year December 31st.

(seventeenth) when accepting an application for alteration or extension of an export license, the issuing authority shall require the operator to submit the application form for the refund (replacement) of the People's Republic of China export licence with the official seal (see Annex 2) and the original export license and the related materials listed in the fifth regulation of this specification, and issue the new certificate through the audit procedure.

(eighteenth) for the unused export license, the issuing authority will delete the original certificate in the export license issuing system (hereinafter referred to as the issuing system) when it changes or postpones the application, and reissue the new certificate.

Nineteenth. For export licenses which have been partly used, the certification authority should check the inspection data and customs clearance data on the back of the customs inspection endorsement on the back of the first part of the first export license of the export license, and verify the amount used in the certification system, and renew the new certificate according to the remaining amount.

If the twentieth export license has been lost, the operator shall immediately report the customs declaration port of the original certification authority and the permit face, and publish the declaration of loss in a national comprehensive or economic newspaper.

If a business operator needs to re export the export license, the certification authority shall accept it, and cancel or cancel the original certificate and renew the new certificate according to the material of the operator's lost report, loss declaration, and customs clearance data.

Article twenty-first when issuing the procedures for modification, extension and loss of export licenses, the issuing agencies shall, in accordance with the circumstances, specify the words of the original certificate number and the words "replacement", "postponing replacement" and "loss and replacement" in the new certificate remarks column, and collect the certificate fees in accordance with the twelfth provision of this regulation.

Twenty-second. When the Ministry of Commerce adjusts the issuing directory of certification authorities, the original issuing organ shall not accept the application for export license of the goods again from the date of adjustment.

The licences issued before adjustment remain valid during the validity period.

Those who need to change, postpone or lose the procedures shall be accepted by the adjusted certification authority.

The sixth chapter, the management of license issuing agencies, twenty-third issuing agencies shall establish and improve the system of internal examination and issuance of export licenses.

Twenty-fourth staff of the certification authority shall strictly abide by the online operation rules, and use their electronic keys and user names and passwords to log on the certification system.

Twenty-fifth article issuing agencies shall establish and improve the system for the use and preservation of visa seals, the storage and registration of blank certificates.

The twenty-sixth issuing agencies should establish and improve the export license file management system.

After issuing the export licenses, the issuing agencies shall timely archive the relevant materials, the identity documents of the certification personnel and the "export licenses retained" (Fourth Party) and other related materials, which are stipulated in the fifth and sixth provisions of this method, and ensure the integrity and accuracy of the export license archives.

Chapter seventh, supplementary provisions, twenty-seventh articles are explained by the Ministry of Commerce.

Article twenty-eighth this Regulation shall come into force on the date of promulgation.

The Ministry of Commerce's "Regulations on the issuance of export licenses" (commercial distribution No. [2007] 359) is repealed simultaneously.
