    Beauty Hopes Special Textiles Facilitate Entry Into China

    The US Textile Group has made 12 requests to take urgent restrictions on clothing imports from China to slow down the impact on the US textile manufacturers after the abolition of global textile quotas in January 1st.

    But the clothing retailers have won the court. A federal court in New York issued a temporary injunction last month to prohibit the Bush administration's consideration of restricting the importation of some Chinese textiles.

    On Monday, an American official said the US Department of justice is studying whether to appeal.

    It is reported that LloydWood, spokesman for the US trade action Federation, said he expects the Bush administration to appeal the decision.

    He said: "we expect the government to win. The key is to appeal quickly."

    China started levying textile export tax this month, but Washington complained that China's efforts to levy textile export taxes were not enough.

    For China's recent measures to impose an average tariff of 1.3% on export textiles, Aldo said that such a tax rate would have neither any economic impact nor political impact.

    Although there are many criticisms that China's tax rate is too low to be effective, it is the first time a senior official of the US government has publicly expressed his dissatisfaction.

    Aldo also said that the Chinese government should cut down all kinds of subsidies that textile enterprises enjoy, such as low interest loans and export tax rebates, because these measures will lead to market distortions.

    Mei hopes that special textiles will be more convenient to enter the Chinese market, and Aldo will give a frank description of how the US clothing manufacturers should respond to China's influence as a manufacturing center.

    He said, "the response of US businesses is not to compete positively with China. Those who survive in the United States are those who are able to adapt to changes."

    Aldo also believes that China is providing preferential measures for textile mills, which have brought unfair advantages to factories.

    He and JimLeonard, Deputy Assistant Secretary for textiles and clothing at the US Department of Commerce, said they hope that special textiles in the United States will be more convenient to enter the Chinese market.

    JimLeonard spoke of carpet and furniture decoration fabrics.

    Aldo Nath pointed out that China last month, in response to other countries' concerns about its textile exports, decided to levy a 2% to 4% export tax on certain kinds of textiles.

    These rates are "for developing countries", not for the United States.

    He said that according to the WTO (WTO) rules, such a tax is "technically illegal."
