Attach Importance To The Quality Of Finished Shoes And Support Footwear Exports
The US Consumer Product Safety Commission (CPSC) recently announced that, due to the threat of lead poisoning, Nordstrom Inc, a boutique chain retailer, voluntarily recalled some Chinese children's shoes sold in its chain stores.
CPSC said in a statement that the lead content in the paint on the sole of the shoe exceeded the standard, which violated the standard of the federal lead paint, but also said that no personal injury had been reported so far.
Thousands of shoes included in the recall include Nordstrom brand six styles of girl shoes.
According to CPSC's report, the sales target of this kind of shoes is mainly for children's shoes of specific size. It was sold exclusively in Nordstrom store from September 2006 to February 2009 at a price of 35-45 US dollars / double.
Coincidentally, in March 11th, the US Consumer Product Safety Commission and Pronto sporting goods company jointly announced the voluntary recall of DBXGlideBoys skates made in China.
The recalled DBXGlideBoys adjustable skates are specially designed for boys. The main body is black with lemon green and silver. The "Glide" is labeled on the rubber label on the side of the skates, and the "ankles" and the labels on the ankles, belts, tongue and heels of the skates are marked with "DBX".
The skates were sold in Dick sporting goods store in the United States in 9~12 2008, and the unit price was $30~60 / double.
The number of recalled products is about 600 pairs.
The reason for the recall is that the lead content of the shoe upper leather coating exceeds the standard, violating the federal lead paint standard.
At present, Pronto sporting goods company has not received any accident reports.
For this reason, the US Consumer Product Safety Commission recommends that consumers immediately keep the recalled skates away from children and make full refund to Pronto sporting goods company.
With the rise of "green consumption", consumers' demand for products is even higher. Children's shoes exported to the United States need more stringent quality control regulations.
The recall of two Chinese children's shoes is not just an accident.
And the United States will have stricter requirements for lead coatings for children's products.
In October 3, 2008, the US Consumer Product Safety Commission (CPSC) issued a notice on the accreditation requirements of the third party conformity assessment body that assessed the 1303rd part of the sixteenth part of the Federal Code.
The requirements of the third party conformity assessment agency for testing the compliance of children's products with the lead paint ban ("lead paint ban") in the 1303rd part of the sixteenth code of the Federal Code (CFR) are stipulated.
Children's articles are products designed or intended to be used by children under 12 years of age.
The United States Consumer Product Safety Improvement Act stipulates that the limit of lead in children's paints will be reduced from 0.06% to 0.009%. Permanent prohibited children's products contain more than 0.1% of two kinds of substances, such as two octyl two formic acid (DEHP), dibutyl phthalate (DBP) and O-benzyl two benzoic acid (BBP).
The bill requires certain children's articles to be tested and certified by authorized third parties. The certificate of export should be accompanied by a certificate of each batch and a copy of the certificate should be sent to any distributor or retailer who receives the product. Each certificate should include at least the date of manufacture, the date and address of the test, and the contact information of the testing institution.
These coercive measures will inevitably increase export costs and make export procedures more complicated.
The bill also stipulates that children's products manufacturers should stick permanent clear markings on products and their packaging, including the date of production, batch number and other identification features of the products, so as to facilitate better recovery of sources when recycling or reporting.
This requirement will come into effect one year after the effective date of the bill.
Besides, the consumer goods safety improvement act will also be fined up to 100 thousand dollars.
The United States is the largest exporter of Chinese shoes.
The implementation of any shoe related policy in the United States will have a great impact on China's footwear industry.
In the difficult period of export trade, the footwear industry in the United States is an important support for China's footwear export.
Attach importance to the quality of finished products exported to the United States, and also care for their own market.
