Deputy director general of industry and commerce, Gan Lin, said that network operators should seriously sort out the problems of previous centralized sales promotion activities, and each electricity supplier needs to control the problem itself to correct errors, putting quality in the first place and not buying a hammer.

The deputy director general of industry and commerce, Gan Lin, said at the conference that we should attach great importance to and correct the illegal behaviors of the third party trading platform, such as strict access control, inadequate examination and disposal of commodity information, inadequate protection of consumers' rights and interests, excessive closure of network business data and confusion in the management of sales behavior.
"In particular, we should conscientiously correct such problems as false discount, misleading consumers, false propaganda and illegal advertisements, unfair format clauses and unreasonable additional requirements, and false credit evaluation." Gan Lin said.
According to Gan Lin's theory, there are third party trading platform operators who make use of their dominant position in the market share, forcing the operators on the platform not to take part in the promotional activities of other platforms.
Shao Yaguang, a law firm in Beijing, believes that such behavior is somewhat similar to monopoly, but it is legal in social practice.
In addition, SAIC also noted that some operators in the platform fabricate their own business reputation by fictitious trading and deleting unfavorable evaluation, or maliciously evaluate the business reputation of other operators.
"Although the law does not expressly stipulate this behavior, similar provisions are suspected of false propaganda, especially the reduction of bad reviews, which deprives consumers of their own evaluation of the product, which can go to the consumer association to complain, and they can be punished." Shao Yaguang said.
SAIC put forward a number of Rectification opinion
At this meeting, the SAIC put forward a number of rectification suggestions for the current electricity supplier's sales behavior.
According to the summary of the General Administration of industry and commerce, "double eleven" consumers are hardest hit by the infringement. They are mainly some fake discounts, misleading consumers, and false propaganda and illegal advertisements. Some network operators use the words "the lowest price of the whole network", "the lowest price in history", "the first sales volume" and "the number one", which violate the provisions of the advertising law.
"If the electricity supplier really advertised the lowest price, it would be no problem if the price was the lowest; if it was false, then it would be a fraud, but this kind of fraud is not a traditional fraud. It can only be said to be a fictional price. If consumers really encounter such a situation, they can ask for more money in accordance with their promises." Shao Yaguang told the daily economic news reporter.
At the meeting, Jingdong chief marketing officer LAN ye said that Jingdong had invited third parties to test the quality of the food sold on the shop. In the background system, remove the words "first" and "most", and try to standardize the publicity terms so as not to mislead consumers.
"Some third party platforms are too light on the irregularities in the platform, but not enough for government regulation and social supervision. They have become one of the important reasons contributing to the illegal operation of the network." Gan Lin pointed out the above problems.

For distribution, Wang Yulei, vice president of Alibaba, said at the conference that for this year's "double eleven", Tmall had communicated with the major express companies in the early days, and had real-time monitoring of the merchandise transportation process, keeping transparency and fluency in the distribution, and avoiding the problem of package delay caused by "double eleven".
