In the second years after China's entry into the WTO, the Shenzhen municipal government is based on the special position of our city in the forefront of reform and opening up. It has set up the first batch of domestic institutions specializing in local WTO affairs, Shenzhen's WTO affairs center.

Through the establishment and improvement of the early warning system for trade security and industrial damage, the Shenzhen WTO affairs center has predicted the launching trend of some trade frictions cases, which provides a useful reference for the municipal government and related enterprises to make decisions and prepare for the work ahead of schedule.

Through the training of various foreign trade regulations and WTO related knowledge, the awareness of WTO rules of government and enterprise personnel has been raised.

Through learning and using WTO rules, we should actively deal with all kinds of trade conflicts, organize and guide enterprises to actively respond to lawsuits, apply laws and rules, safeguard the legitimate rights and interests of enterprises, protect the share of international market share, and expand emerging markets.

For the 21 consecutive year, Shenzhen has won the first foreign trade of large and medium-sized cities in China, and is closely related to the development of Shenzhen affairs in Shenzhen.

In the past 2014, the WTO affairs center of Shenzhen will closely focus on the strategic plan of "three platforms and one platform" in Shenzhen, so as to promote Shenzhen's quality and steady growth and sustainable all-round development, accelerate the construction of an open economic system and build an advanced international city as the starting point and foothold.

New multilateral agreements such as TPP, TTIP and the international trade in Services Agreement (TISA) have been launched, negotiations on regional FTA, bilateral investment agreement negotiations, and Sino EU investment agreement negotiations have also begun.

The change of the global political and economic environment has made us realize that the connotation and extension of fair trade work is not only confined to the content related to the world trade organization, but also related to all fields of trade and investment liberalization.

Facing the complex international economic and trade environment, Shenzhen grasped the historical opportunity and made great breakthroughs in accelerating the cultivation of new advantages in international competition and building a new open economic system.

In 2013, the total value of foreign trade and import and export amounted to 537 billion 360 million US dollars, and the total export volume reached 21 place in the mainland for the first time.

In 2014, in view of the difficulties faced by foreign trade and import and export this year, Shenzhen is advancing steadily and unswervingly pushing ahead with reform.

The "28 items" and special action plan to promote stable growth of foreign trade have been specially introduced, and pilot projects such as cross border e-commerce and international trade "single window" have been actively launched, reducing 14 foreign trade enterprises' administrative fees and supporting the development of new formats such as comprehensive foreign trade service platform.

Striving to create the "Shenzhen quality" of scientific development, the city's economy is developing steadily and steadily.

Strengthen functions and expand new fields of work.

In the face of the new features of international trade and the new characteristics of international trade friction, the Shenzhen WTO affairs center has taken the initiative to pform and develop new ideas, explore new ways to improve the quality of Shenzhen's foreign trade environment, enhance the influence of the international city and the international competitiveness of our enterprises, and further study the establishment of our city's international trade quality evaluation system and the industry and trade safety precaution system, the construction of our city's "going out" public service platform, the launching of the 337 investigation and research, and the anti-monopoly investigation.

We should do a good job of trade monitoring and early warning in major export markets.

We will promote the construction of early warning system for trade safety and industrial damage, and provide decision-making reference for various departments and industries.

This year, a total of three comprehensive early warning monitoring reports were issued. Among them, "attention to the US market to promote the development of our open economy" - the warning and monitoring report of the US market import and export in 2013, was approved by the municipal leaders.

Compliance work to promote internationalization and legalization strategy implementation.

In 2012, the city promulgated the "Shenzhen trade policy in line with the WTO rules review procedures", so that our city's trade policy compliance examination system is institutionalized and legalized, and the Ministry of Commerce has been highly affirmed and promoted the practice of Shenzhen throughout the country.

In September this year, the seminar on "publicity and compliance work of the notice of the general office of the State Council on further strengthening trade policy compliance" was held in Shenzhen. This is the first national propaganda meeting to implement the notice of the State Council.

This year, 29 draft regulations and normative documents submitted by the Municipal People's Congress, the municipal legislative affairs office, the economic and Trade Information Committee and other departments were consulted and examined.

We should take the initiative to deal with international trade frictions and maintain international market share.

As of the end of November, there were 12 cases of trade friction in our city during the year.

Under the guidance of the WTO affairs center of Shenzhen, the enterprises involved actively responded to the problem and received frequent reports, effectively protecting the image and legitimate rights and interests of our export enterprises.

We should strengthen the construction of inter departmental joint working mechanism and improve the level and capability of technical barriers to trade.

In 2011, the Shenzhen WTO affairs center and the AQSIQ Standard Law Center, the Shenzhen entry exit inspection and Quarantine Bureau, and the Shenzhen municipal market supervision and Administration Bureau signed the "cooperation agreement on the strategic framework of technical trade measures" in Shenzhen.

This year, the parties have jointly held a symposium on technical trade measures, summed up the implementation of the Quartet agreement, and continued to deepen cooperation in the field of technical barriers to trade, notification and evaluation, and subject research.

Combine theory with practice, carry out research and enterprise training.

In 2014, the Shenzhen WTO affairs center completed the major issue of the city: "speed up the adjustment of trade policy and industrial policy, and build an open economic system".

The WTO and Shenzhen advanced forum is a well-known WTO high-end forum in Shenzhen, and has been successfully held for the twelve time.

All the distinguished experts and scholars attending the forum have made many important contributions to the social and economic construction and development of our city.

From 11 to 12 this month, the high level Forum on "WTO and Shenzhen" will continue in 2014.

The government of the Ministry of Commerce, the Guangdong Provincial Department of Commerce, Shenzhen and other government leaders, senior advisors of the Advisory Committee, and more than 200 representatives of Shenzhen municipal governments, enterprises and institutions, and scientific research institutions in universities will participate.

On December 2013, at the ninth Ministerial Conference of the World Trade Organization held in Bali Island, Indonesia, the parties reached the first multilateral trade agreement since the WTO was founded.

The Bali Island conference achieved early results. It is the first time that WTO has made concrete achievements in rulemaking since the establishment of WTO and the 14 round of Doha Round negotiations. It has milestone significance.

The world trade negotiations thus entered the post Bali era.

Shenzhen's foreign trade will also face more opportunities and challenges.
