The Deep Reform Group Has Eaten A Lot Of "Hard Bones" In The Economic Field.

The central leading group for comprehensively deepening reform (hereinafter referred to as the "central deepening reform group") held eighth meetings in December 30th.

This is a summing up of "the first year of comprehensively deepening the reform", and also a key year for reform, the layout of 2015.

The meeting pointed out that the 80 key reform tasks identified by the leading group in 2014 were basically completed. In addition, the central departments concerned also completed 108 reform tasks and issued 370 reform results.

In less than a year, the group has chewed up a lot of "hard bones" in the economic fields, such as fiscal and tax reform, household registration reform, land reform, and the reform of central enterprises.

"Super luxury lineup"

The the third Plenary Session of the 18th CPC Central Committee conference communiqu put forward that "the Central Committee will set up a comprehensive deepening reform leading group responsible for the overall reform of the design, overall coordination, overall promotion and implementation."

In 2014, the central deepening reform team came into being.

Although it is called "group", its members are all "big men", and they all do "big things".

In January 22, 2014, members of the central deep reform group made their debut, and their "super luxury" staffing was highly concerned by the media and public opinion.

The 23 members of the central deep reform group include Xi Jinping, leader of the group, deputy head Li Keqiang, Liu Yunshan and Zhang Gaoli.

In addition, 10 members of the Political Bureau of the CPC entered the leading group. That is to say, the members of the Central Committee polled more than half of the seats in the Standing Committee and the Politburo, while the other 9 came from the NPC, CPPCC and the supreme law, Supreme Procuratorate and the Central Commission for Discipline Inspection.

Such ultra high standard organizational structure is full of confidence in the overall deepening of reform.

In the six special groups set up under the central deep reform group, especially the reform group of economic system and ecological civilization system is attracting attention.

In this special group, there are 2 deputy prime ministers and 11 ministerial level cadres. The ministries concerned include the NDRC, the central bank, the Ministry of industry and commerce, the Ministry of finance, the Ministry of environmental protection, the Ministry of agriculture, the Ministry of Commerce and the SASAC.

The members are Political Bureau members, Vice Premier Ma Kai, political bureau member, Vice Premier Wang Yang, vice chairman of the CPPCC National Committee, Zhou Xiaochuan, governor of the people's Bank of China, Xu Shaoshi, Minister of development and Reform Commission, Minister of industry and culture, Miao Wei, Minister of finance Lou Jiwei, Minister of environmental protection Zhou Shengxian, Minister of agriculture Han Changfu, Minister of Commerce, Gao Hucheng, deputy director of central finance office, deputy director of development and Reform Commission, deputy director of central finance office, director of the Central Rural Office, director of the SASAC, and deputy director of the development and Reform Commission.

From the first meeting to the seventh meeting held in December 2nd, every session of the Central Committee for deepening the reform conference contained the contents of the economic reform. At the Seven meeting, 9 documents related to the structural reform of the economic system and ecological civilization were considered. Each document caused great concern in the social and capital markets.

"Opinions on further promoting the reform of household registration system", "the reform plan of remuneration system for principal executives of central management enterprises", "opinions on reasonably determining and strictly regulating the performance of duties and business expenses of central enterprises", "opinions on guiding the orderly pfer of rural land contractual management rights and developing appropriate scale operation of agriculture", "the pilot scheme for actively promoting the reform of collective assets and share rights through the development of farmers' share cooperation", "the plan for deepening the management reform of the central financial science and technology plan (special projects, basic funds, etc.)", "opinions on the progress of the work of the free trade pilot area in China (Shanghai) and the experience of replicating the reform pilot", and the opinions on the pilot work of rural land expropriation, collective operation of construction land entering the market, and the reform of the homestead system. Deepening the overall plan for fiscal and taxation reform.

Under scrutiny, it is easy to find that the "hard bone" of private sector such as finance, taxation, land, household registration, central enterprises' remuneration, finance and so on are all within the scope of the discussions of the central deepening reform group. With the implementation of these "plans" and "opinions", these areas are undergoing extensive and in-depth changes.

From time to time, the reform of fiscal and taxation system was first mentioned on the agenda of the deep reform group.

In reviewing the overall plan for deepening the reform of fiscal and taxation systems, Xi Jinping stressed that the reform of fiscal and taxation system is not a temporary solution, but a systematic reconstruction based on long-term mechanism.

Deepening the reform of fiscal and taxation system involves a wide range of policies, and the adjustment of interests is difficult. The task of implementation is arduous and arduous.

Lou Jiwei, Minister of finance, also said in an interview that the deepening of fiscal and taxation reform is not a policy tinker, but a profound change in the modernization of state governance. It is a systematic innovation and systematic reconstruction based on the overall situation and long-term vision.

The plan was considered at the third meeting of the Shenzhen reform group in June 6th, and in less than a month, the plan was adopted at the June 30th Political Bureau meeting.

Judging from the number of documents considered by the Shenzhen reform group, the rural land problem has appeared three times, which can definitely be regarded as the top priority.

The three sub documents are "opinions on guiding the orderly pfer of the right to contracted management of rural land, developing the appropriate scale operation of agriculture", "the pilot scheme for actively developing farmer share cooperation, giving the collective assets share rights and energy reform", and the "rural land expropriation, collective operation construction land market entry, and the reform of homestead system".

In the consideration of the rural land pfer plan, we pointed out that under the premise of insisting on the collective ownership of rural land, the contracting rights and management rights should be separated from each other to form a pattern of ownership, contractual rights and management rights, and the pfer of management rights.

He stressed that we should strengthen guidance, do not harm the rights and interests of farmers, do not change land use, and do not destroy the comprehensive agricultural production capacity.

We must respect the wishes of farmers, adhere to the right to pfer land in accordance with the law voluntarily, do not engage in coercive orders, and do not engage in blind administration.

We should let farmers become active participants and genuine beneficiaries of land scale scale operation.

When considering the pilot scheme for farmers' joint stock cooperation, Xi Jinping said that the goal of the pilot project is to explore and grant farmers more property rights, clear ownership of property rights, improve various functions and powers, activate the potential of all kinds of production factors in rural areas, and establish a new rural economic operation mechanism in line with the requirements of the market economy.

For the consideration of the reform of the "three plots" in rural areas, the deep reform group released the three bottom line of the policy, namely, "persisting in the nature of public ownership of land, not changing the red line of cultivated land, and not damaging the interests of farmers".

The opinions on guiding the orderly pfer of the right to contracted management of rural land for the development of appropriate scale operation of agriculture, the pilot scheme for actively developing farmer share cooperation and giving collective assets share rights and powers were issued in October and November respectively.

The opinions on the pilot work of rural land expropriation, collective operation and construction land entry and homestead system reform will also be released in the near future.

As Xi Jinping emphasized, starting is the last step.

As the "first year of deepening reform", the year 2014 has ended, and the new look that China will show in the next seven years is even more desirable.
