The State Council Issued The Reform Plan For Deepening Standardization Work.
Notice on Issuing the reform plan for deepening standardization work.
The plan says that the overall goal of the reform is to develop synergy with the standards set by the government and coordinate the new standard system with the guidance of the standards set by the government, and to improve the standardized management system that is unified, coordinated, efficient and coordinated by the government and the market. It forms a standardized work pattern of government guidance, market driven, social participation and collaborative promotion, effectively supports the construction of a unified market system, and makes the standard a "hard constraint" on quality, pushing China's economy towards a middle and high end level.
The plan is clear. Through reform, the existing standard system of single supply of government is pformed into a new standard system composed of the standards set by the government and the standards set independently by the market.
The standards led by the government are reduced from 6 types of integration to 4 categories, namely, mandatory national standards and recommended national standards, recommended industry standards and recommended local standards. The standards set by the market are divided into group standards and enterprise standards.
The standard led by the government focuses on basic protection, and the standards set by the market focus on improving competitiveness.
At the same time, we should establish a standardized management system that is compatible with the new standard system.
The CPC Central Committee and the State Council attached great importance to standardization work. In 2001, the National Standardization Management Committee was set up to strengthen the unified management of standardization work.
Under the joint efforts of various departments and localities, China's standardization has been developing rapidly.
Up to now, the total number of national standards, industry standards and local standards has reached 100 thousand, and the standard system covering 123 industries and social undertakings has basically come into being.
China has successively become the permanent member of the international organization for Standardization (ISO), the International Electrotechnical Commission (IEC) and the member of the International Telecommunication Union (ITU). China's experts have been a number of important positions such as ISO chairmen, vice chairmen of IEC and Secretary General of ITU, and the number of leading international standards has increased year by year.
Standardization plays an increasingly important role in ensuring product quality and safety, promoting industrial pformation and upgrading, improving quality and efficiency of economy, and serving foreign trade and foreign trade.
However, judging from the growing demand of China's economic and social development, the current standard system and standardized management system can no longer meet the needs of the development of the socialist market economy, and even to a certain extent, affect the economic and social development.
First, the lack of standards is lagging behind, and it is difficult to meet the needs of upgrading quality, efficiency and upgrading of the economy.
The standards of modern agriculture and service industry are still very few, and the standards of social management and public service are just beginning. Even in the relatively complete industrial field, the phenomenon of standard deficiency also exists in varying degrees.
In particular, there is a strong demand for standards in the fields of energy conservation, consumption reduction, new urbanization, integration of information technology and industrialization, e-commerce, business logistics, etc., but there is still a big gap in standard supply.
China's national standard setting cycle is 3 years on average, far behind the needs of rapid industrial development.
The standard update rate is slow, and the "standard age" is more than 1 times higher than that of developed countries such as Germany, the United States, Britain and Japan.
The overall standard is not high enough to support economic pformation and upgrading.
China's leading international standards only account for 0.5% of the total international standards, and the "Chinese standard" is not internationally recognized.
The two is the standard cross duplication contradiction, which is not conducive to the establishment of a unified market system.
Standards are the basis for production and business activities, and are important market rules. We must enhance unity and authority.
At present, there are nearly 2000 items in the existing national standards, industry standards and local standards, and some standard technical indicators are inconsistent or even conflicting, which not only causes difficulties for enterprises to carry out standards, but also causes resource waste and law enforcement standards of government departments to set standards.
In particular, the mandatory standards involve health, safety and environmental protection. However, there are 28 main departments and 31 provinces (autonomous regions and municipalities) to formulate mandatory industrial standards and local standards. There are a large number of mandatory national, industrial and local three level standards, and lack of strong organization and coordination.
Three, the standard system is not reasonable enough to adapt to socialism.
market economy
Requirements for development.
National standards, industry standards and local standards are all formulated by the government, and 70% are general product and service standards. Many of these standards should be formulated by market players in accordance with market rules.
The international group standard has no legal status in China, and the market can not effectively supply the standard that the market independently formulating and reflecting the demand rapidly.
Even if the enterprise set up its own internal use of enterprise standards, it is necessary to perform archival and even censorship records in the government departments. The enterprise's initiative is suppressed, and innovation and competitiveness are lacking.
Four, the standardization and coordination promotion mechanism is not perfect, which restricts the improvement of standardization management efficiency.
Standards reflect the common interests of all parties, and all kinds of standards need to be linked together.
Many standards have wide technical scope and long industrial chain, especially some standards involve many departments, and the positions of the relevant parties are not consistent. The coordination is very difficult. Due to the lack of authoritative and efficient standardized coordination and promotion mechanism, the more important the standard is, the more difficult it is.
Some standard implementation results are not obvious, the relevant supporting policies and measures are not in place, and there has not yet been a multi sectoral collaborative efforts to promote the implementation of standards.
The root cause of these problems is the establishment of the current standard system and standardized management system in 1980s. The role of the government and the market is misplaced, and the vitality of the market players has not been brought into full play. It hinders the effective development of standardization work and affects the development of standardization. It is necessary to pform the government's standardized management functions and deepen the reform of standardization work.
The reform of standardization work should focus on making the market play a decisive role in the allocation of resources and better play the role of the government, and strive to solve the problems of imperfect standard system, unsmooth management system and the development of socialist market economy. We should reform the standard system and standardized management system, and improve the standard setting.
Working mechanism
We should strengthen the implementation and supervision of standards, and better play the fundamental and strategic role of standardization in promoting the modernization of national governance system and governance capacity, and promote sustained and healthy economic development and all-round social progress.
reform
The basic principles are: adhering to the principle of decentralization and decentralization.
We should open the place to the right place, cultivate the development group standard, liberalize the enterprise standard, stimulate the vitality of the market main body, manage the management of the tube, strengthen the mandatory standard management, and ensure the basic supply of the recommended standard of public welfare.
Two, we must adhere to the international standards and suit our national conditions.
Drawing on the advanced experience and practice of standardized management in developed countries, and combining with the reality of China's development, we have established and perfected the standard system and standardized management system with Chinese characteristics.
Three, we must adhere to unified management and division of responsibilities.
We should give full play to the comprehensive coordination responsibilities of the competent department of standardization under the State Council, and give full play to the role of all departments under the State Council in formulating, implementing and supervising standards in related fields.
Four, we must adhere to the rule of law and promote co-ordination.
We should speed up the standardization of rule of law, do well in the organic convergence of major standardization reform and standardization and improvement of laws and regulations, rationally reform the priority areas, key links and implementation steps, and drive the stock reform of the existing standards through the standardization of market standards.
The overall goal of the reform is to set up the standard of government led development, coordinate the development of the standards set independently by the market and coordinate the new standard system, and improve the standardized management system that is unified, coordinated, highly efficient, and managed by the government and the market. This will form a standardized work pattern of government guidance, market drive, social participation and coordinated development, effectively support the construction of a unified market system, and let the standard become a "hard constraint" on quality, pushing China's economy towards a high end level.
