Beijing State Tax First Issued Power List Of Administrative Penalties
Beijing's Inland Revenue Bureau issued the announcement of the Beijing State Taxation Bureau on Issuing the list of the first batch of power for tax administrative punishment. This is the first time that the Beijing state tax has combed the law enforcement powers of the tax authorities at all levels, and released them to the public in the form of checklists and power flow charts.
The power list is divided into three categories and eight power matters. It mainly involves three categories of accounting voucher management, tax declaration and tax inspection, which are implemented by the tax authorities at all levels in Beijing.

In the standard system, the existing mandatory national standards, industry standards and local standards are gradually integrated into mandatory national standards.
In the scope of standards, the mandatory national standards should be strictly limited to the protection of personal health and life and property safety, national security, ecological environment safety and the basic requirements of social and economic management.
In the standard management, the relevant departments of the State Council are responsible for proposing, organizing, drafting, soliciting opinions, technical examination, organizing, implementing and supervising the mandatory national standard items; the competent department of standardization under the State Council shall be responsible for the unified establishment and numbering of the mandatory national standards, and carry out external notification according to the rules of the World Trade Organization; and the mandatory national standards shall be issued, authorized or approved by the State Council for approval.
We should strengthen supervision and inspection and administrative enforcement according to the mandatory national standards.

Establish a statistical analysis and reporting system for the implementation of compulsory national standards.
Where laws and regulations provide otherwise for the establishment of standards, they shall be implemented in accordance with existing laws and regulations.
The mandatory national standards, mandatory industrial standards and compulsory local standards for environmental protection, engineering construction and medical and health care shall be managed according to the existing mode.
Safety production, public security and tax standards are temporarily managed according to the existing mode.
Nuclear, aerospace and other industrial standards related to national security and secrets in the field of military industry shall be administered by the competent department of national defense science and technology industry under the State Council.
(three) optimize and perfect the recommended standard.
In the standard system, we should further optimize the recommended national standard, industry standard and local standard system structure, promote the pition to public welfare standards within the scope of government responsibility, and gradually reduce the number and scale of existing recommended standards.
In terms of standard scope, the scope of formulation of recommended standards in all levels and fields should be reasonably defined. The recommended national standards should be formulated in accordance with the standards that are universal and mandatory national standards. Recommended industry standards should focus on formulating management standards for important products, engineering, technology, services and industries in the industry area; and recommended local standards can formulate special technical requirements to meet local natural conditions and ethnic customs and habits.
In terms of standard management, the competent department of standardization of the State Council, the relevant departments of the State Council and the competent departments of standardization of local governments are responsible for the overall management of the recommended national standards, industrial standards and local standards.
We should make full use of information technology to set up a platform for information disclosure and sharing in the process of making and revising the whole process, and strengthen information sharing, social supervision and self correction in the process of revising and revising, so as to effectively avoid duplication of contradictions between recommended national standards, industry standards and local standards in the process of establishment and formulation.

On the subject of standard setting, we should encourage relevant organizations, associations, chambers of Commerce, federations and other social organizations and industrial technology alliances to coordinate with relevant market players to work out criteria to meet the needs of market and innovation so as to provide voluntary market selection and increase effective supply of standards.
In terms of standard management, there is no administrative license for group standards, which is independently formulated by social organizations and industrial technology alliances.
The competent department of standardization of the State Council, together with relevant departments under the State Council, shall formulate guidelines for the development of group standards and standardize good conduct rules, and conduct necessary standardization, guidance and supervision of group standards.
In the field of work promotion, we should choose the fields of high degree of marketization, active technology innovation, and more product standards.
Support the integration of patents into group standards and promote technological progress.
(five) liberalize and enliven enterprise standards.
Enterprises independently formulate and implement enterprise standards according to their needs.
Enterprises should be encouraged to set up enterprise standards that are more competitive than national standards, industry standards and local standards.
We should set up a self declaration and supervision system for product and service standards, and gradually abolish the government's record management of enterprise product standards, and implement the main responsibility of enterprise standardization.
Encourage standardized professional institutions to compare and evaluate the standards of enterprise publicity, and strengthen social supervision.
(six) improve the level of internationalization of standards.
We should encourage social organizations and industrial technology alliances, enterprises to actively participate in international standardization activities, and strive to undertake more technical standards and leadership positions of the international standards organization, and enhance their voice.
We should intensify international standards tracking, evaluation and pformation, strengthen the plation and publication of Chinese standard foreign languages, promote standard mutual recognition with major trading nations, promote the internationalization of standards in the dominant and characteristic areas, and create Chinese standard brands.
In line with overseas project contracting, export of major equipment and equipment and foreign aid construction, China's standards should be promoted, and China's "going global" strategy will drive China's products, technologies, equipment and services to "go out".
We should further relax the participation of foreign-funded enterprises in the formulation of China standards.
