Opinions Of The State Council On Further Promoting The Reform And Development Of The Exhibition Industry

The people's governments of all provinces, autonomous regions and municipalities directly under the central government, ministries and commissions under the State Council, and institutions directly under the State Council:
In recent years, the rapid development of China's exhibition industry has become an important platform for building a modern market system and an open economic system, playing an increasingly prominent role in China's economic and social development.
At the same time, the reform of China's exhibition industry system and mechanism is lagging behind, and the degree of marketization is slow. There are problems such as unreasonable structure, imperfect policies and weak international competitiveness.
To further promote the reform and development of the exhibition industry and better play its role in stabilizing growth, promoting reform, adjusting structure and improving people's livelihood, the following opinions are put forward:
I. General requirements
(1) guiding ideology.
We will fully implement the spirit of the eighteen and third Plenary Session of the eighteen and second Central Committee of the party, implement the decision-making and deployment of the Party Central Committee and the State Council, deepen reform and innovate, give full play to the decisive role of the market in the allocation of resources, better play the role of the government, and actively push forward the marketization process of the reading industry.
We should adhere to the direction of specialization, internationalization, branding and informatization, advocate the concept of low carbon, environmental protection and green, foster and expand market players, accelerate the pformation and upgrading of exhibition industry, and strive to promote China's development from exhibition industry power to exhibition industry power, and better serve the overall situation of national economy and social development.

(four) speed up decentralization and decentralization.
In the light of the principle of territorialization and the implementation of the statutory procedures, the administrative examination and approval authority of the foreign economic and technological exhibitions that can be delegated to the lower level should be delegated to the provincial competent commercial departments at the provincial level, and the examination and approval system should be adjusted to the filing system in due course.

In accordance with the principles of socialization, marketization and specialization, we should actively develop standardized operation, independent and fair professional trade organizations.
We should encourage industry organizations to carry out research on the law and trend of the exhibition industry, and give full play to the functions and functions of trade and economic organizations such as trade promotion organizations, so as to provide enterprises with services such as economic information, market forecasting, technical guidance, legal advice and personnel training, so as to improve the level of self-discipline in the industry.

We should strengthen policy guidance and support, and create leading exhibition enterprises with advanced exhibition concept, management experience and professional skills. We should give full play to the exemplary and leading role and enhance the core competitiveness of the industry.
(ten) improve the exhibition industry chain.
Taking exhibition enterprises as the leading group, we will develop industrial clusters supporting pportation, logistics, communications, finance, tourism, catering, accommodation, planning, advertising, printing, design, installation, leasing, on-site services and so on, and form an exhibition industry service system with industry matching, industrial linkage and efficient operation.
(eleven) improve the management and operation mechanism of the exhibition hall.
Taking into account the public welfare and market principles, we should promote the reform of the management system and operation mechanism of the exhibition hall, and formulate rules for the use of open and pparent and non discriminatory venues.
The management entities of the exhibition hall are encouraged to improve their operational efficiency through brand export, management output and capital export.
We should strengthen information management of national venues, promote interaction and exchange of information, and improve the utilization ratio of venues and facilities.
(twelve) deepen international exchanges and cooperation.
To promote the establishment of cooperation mechanisms between exhibition agencies and internationally renowned exhibition industry organizations, trade associations and exhibition enterprises, and introduce international famous brand exhibitions to domestic cooperation exhibitions so as to improve the quality and efficiency of domestic exhibitions.
In line with the implementation of the national "one belt and one way" strategy and other bilateral and regional economic and trade cooperation, we should make good use of International Exhibition platforms such as World Expo, cultivate overseas exhibitions, improve the structure of overseas exhibitions, and build a new pattern of diversified, wide-ranging and high-level exhibition abroad.

We will expand the scope of sharing intellectual property rights, establish information platform and serve exhibition enterprises.
(sixteen) crack down on infringement and counterfeiting.
Innovative means of supervision should be included in the general plan for the exhibition and emergency response plans.
We should improve the retrospective system of key exhibition products, promote the implementation of the quality commitment system of exhibitors, and fulfill the main responsibility.
We should strengthen the capacity building of the exhibition rights protection, complaint reporting, complaint handling and reporting, disposal and command information, and improve the reporting and complaint handling mechanism.
Five, strengthen policy guidance.
(seventeen) optimize the layout of exhibition industry.
In line with the strategic needs of national economic restructuring and regional coordinated development, we should scientifically plan the regional layout of industries and promote the construction of a number of international exhibition cities and exhibition venues with world influence.
Regularly publish and guide the exhibition catalogue, scientifically establish the positioning of key exhibitions, encourage the development of key exhibitions with distinctive industrial characteristics and regional characteristics, and cultivate a number of brand exhibitions.
(eighteen) implementing fiscal and taxation policies.
In accordance with the principles of government guidance and market-oriented operation, through the optimization of public services, small and medium enterprises should be encouraged to participate in key exhibitions and encourage exhibition organizations to participate in exhibitions and exhibitions abroad.
To implement the preferential policies of value-added tax and business tax for small and micro enterprises, we should implement the pre tax deduction policy to promote the healthy development of exhibition enterprises and related supporting service enterprises in the light of the creative and design expenses of the State Council's opinions on promoting the integration and development of cultural creativity and design services and related industries (No. 2014] 10).
