Next, the national development and Reform Commission will work closely with the relevant departments to carry out the work, strengthen overall coordination and guidance, clarify the division of tasks, fulfil the responsibilities of the work, and work out a plan for the international production capacity cooperation and supporting policies and measures.

Li Pumin said that the pace of international production and equipment manufacturing cooperation in China's equipment manufacturing industry has been accelerating. In 2014, the export volume reached 2 trillion and 100 billion yuan, and the export volume of large scale equipment was about US $110 billion. At present and in the coming period, the acceleration of global industrial structure, the acceleration of infrastructure construction, and the vigorous development of industrialization in developing countries provide an important opportunity for China to speed up international cooperation in production and equipment manufacturing.

He said that in accordance with the State Council's deployment and requirements, the national development and Reform Commission has repeatedly solicited opinions and suggestions from relevant departments, industry associations, relevant enterprises and financial institutions, and actively promoted the drafting of relevant research and documents. The guiding opinion includes 7 parts and 41 articles.

The first, second part is the significance and general requirements. The "opinions" put forward the idea of adhering to the principle of "enterprise leading, government pushing, highlighting key points, advancing in an orderly way, paying attention to actual effect". Mutual benefit and win-win situation The 4 basic principles of "active, prudent, prevention and control of risks" define the main objectives of promoting international capacity and equipment manufacturing cooperation by 2020.

The third part is the main task. The "opinions" clarified the "two key points": one focus is developing countries with high degree of compatibility with China's equipment and production capacity, strong cooperation desire, good cooperation conditions and good foundation as a key country to promote cooperation in international production and equipment manufacturing, and actively expanding the market of developed countries, expanding gradually from point to area. Another key point is iron and steel, nonferrous metals, building materials, railways, electric power, chemical industry, light textile, automobiles, communications, construction machinery 12 industries, such as aerospace, shipbuilding and ocean engineering, as the key areas to promote international capacity and equipment manufacturing cooperation, are implemented in an orderly way.

The fourth part is to clarify the main position of enterprises. "Opinions" stressed that we should adhere to the market orientation, in accordance with commercial principles and international practices, give full play to the role of the main body of the enterprise market, and expand a number of policy measures from four aspects: expanding the mode of foreign cooperation, innovating the business operation mode, improving the ability and level of overseas operation, and standardizing the overseas business behavior of enterprises.

The fifth part is to strengthen the overall coordination of the government. The opinions put forward a series of measures in improving supporting policies such as finance, taxation, finance and insurance. A series of measures have been made to speed up the internationalization of Chinese standards, strengthen the role of trade associations and intermediaries, and speed up the construction of talent teams, and have made specific plans for strengthening risk prevention and safety protection.
