In order to create a more open environment for "made in China" to make a long journey to sea, the State Council recently announced the guiding opinions on promoting international cooperation in production capacity and equipment manufacturing.

As a guiding document for promoting international capacity and equipment manufacturing cooperation at present and in the coming period, the opinion is clear that developing countries should be the key countries and actively explore the market of developed countries. The key industries such as iron and steel, nonferrous metals, building materials, railways, electric power, chemical industry, light textile, automobile, communications, engineering machinery, aerospace, shipbuilding and ocean engineering will be classified and implemented in an orderly way.

The opinion put forward that promoting international cooperation in production and equipment manufacturing is a major measure to maintain the rapid growth of China's economy and to move towards the medium and high end level, which is conducive to the implementation of the strategy of "one belt and one road" and the cooperation between China and Africa.

We strive to establish a capacity cooperation mechanism with key countries by 2020. A number of key production capacity cooperation projects have made significant progress, forming a number of demonstration bases for overseas production capacity cooperation.

The main tasks of the "opinions" are as follows: promoting cooperation between iron and steel and non-ferrous industries in external capacity; carrying out international cooperation in the production capacity of the building materials industry; accelerating the "going out" pace of the railway industry, expanding the international market of rail pit equipment, vigorously developing and implementing overseas power projects, strengthening overseas resources development, and promoting overseas investment in key areas of chemical industry.

The level of international cooperation; speed up the development of independent brand cars to the international market by setting up factories overseas; improve the international competitiveness of the information and communication industry; promote the improvement of global business networks by manufacturing enterprises such as construction machinery; promote the export of aerospace equipment; and open up high-end markets for ships and offshore engineering equipment.

The opinion also requires that we should give full play to China's advantages while continuing to give full play to the advantages of traditional engineering contracting.

Advantages, actively carry out "project contracting + financing", "project contracting + financing + operation" and other cooperation, conditional projects encourage the use of BOT, PPP and so on.

We should improve fiscal and tax support policies, give play to the role of preferential loans, increase financial support, give full play to the positive role of RMB internationalization, expand sources of financing funds, increase the sources of equity investment, and strengthen and improve export credit insurance.
